This was unknown to City staff until after the meeting of August 9. Cassettes from this meeting are virtually inaudible; thus action minutes were required. TUKWILA CITY COUNCIL August 9, 1999 7:00 p.m. Council Chambers City Hall COMMITTEE OF WHOLE MEETING MINUTES CALL TO ORDER: Council President Dave Fenton called the meeting to order and led the Pledge of Allegiance. COUNCILMEMBERS PRESENT: Council President Dave Fenton, Councilmembers Joe Duffle, Joan Hernandez, Steve Mullet, Pam Carter, Jim Haggerton, and Pamela Linder. Councilmember Mullet thanked his well wishers during his recent illness and expressed his sincere thanks for the support shown. OFFICIALS: John Rants, Mayor; Rhonda Berry, Assistant City Administrator; Steve Lancaster, Director of Community Development CITIZEN COMMENT /CORRESPONDENCE: Joanne McManus. 5610 So. 133' Tukwila, expressed gratitude at having the road closed in her area and asked what residents in the neighborhood need to do to keep it closed. The kids are once again riding bicycles and playing out in the neighborhood and doing things they haven't done in years. Council suggested a letter be sent in support the road remaining closed to the Transportation Committee. SPECIAL ISSUES: a. An ordinance amending civil service selection rules from a "Rule of Five" to "Rule of Three" Anna Bernhard, 14241 58 Ave. So., Chairperson of the Civil Service Commission, spoke in favor of the Rule of Three. She stated she was never in support of the Rule of Five. Many of the positions filled do not even have five applicants. Proposed rental dwelling unit ordinance pros and cons of creating task force Most Councilmembers supported creating a task force, though there was a consensus on the need to clarify the goals of a task force before one is created. Finance and Safety and Community Affairs Parks Committees will draft goals for Council consideration. c. Joint Tukwila/King County /Seattle Letter of Intent for South Park Potential Annexation Area (PAA) Department of Community Development Director Steve Lancaster addressed the Council on this subject and outlined the area involved which was designated as a potential annexation area. Tukwila will be required to pay $4 million in two years for the 16t Ave. Bridge; however, that would end their association with the bridge. Moving the line also keeps some lots and buildings in a single jurisdiction rather than two, concurrent jurisdictions. Moving the border on the northwest allows Seattle to take the profitable areas next to some more needy areas; thus, leaving them more vulnerable to being required to annex adjacent neighborhoods. d. I -695 Tax Limitation Motor Vehicle Excise Tax Initiative (discussion) The Council discussed effects I -695 could have on all City services if passed. Council agreed service levels would go down, bus service could be cut by 40% and raising a park program fee could require a vote of the people. REPORTS: a. Mayor b. City Council c. Staff d.
