At the request of Dave Link, this writer met on site with Mr. Link on April 28, 2004 at the above
referenced location. The purpose of the meeting was to review existing roof conditions in preparation
for the installation of a capsheet over the existing smooth surfaced roof assembly.
Items of Understanding
The building is a tilt -up concrete panel structure. The current roof was installed in 1988. The roof
assembly consists of a plywood substrate (deck assembly is a panelized "Berkley" assembly),
mechanically fastened 28# basesheet (attached with Simplex type fasteners), and Dibiton Poly IV
smooth surfaced sheet torch applied over the basesheet. The surface has been coated twice in the last 16
years with a Karnak aluminum coating.
At the time that the roof was installed, the owner elected to not install the capsheet that was specified
with the assembly. Mr. Link has since been retained to install the capsheet this summer.
Mr. Link was the installer of the current roof and has also maintained the roof with a minimum of two
inspections per year as well as patching and stripping -in any new or abandoned equipment. The roof has
been well maintained and is in excellent condition. We understand that the installation of the capsheet is
preventative, prior to the deterioration of the existing roof assembly to extend the life of the roof.
The proposed work by Mr. Link is to install a Polyglass Tri-ply capsheet and replace 15 remaining
smoke hatches that have not yet been replaced. Prior to the installation of the torch applied capsheet,
Mr. Link indicated that he intended to clean the existing roof surface and apply a heavy application of
Henry's asphaltic based primer (the primer will be applied one week before installation of the capsheet).

We believe that Mr. Link's proposed installation of a capsheet at this time will appropriately
extend the life of the roof.
While the roof is in good condition and the roof coating appears to be well bonded to the surface
of the roof, our concern is that the coating may act as a bond breaker for the new capsheet,
preventing full adhesion. We understand that the owner is interested in the torch application of
the capsheet as an economical option to extend the life of the roof. While we feel that the
application of the primer and the quality of work we have seen with Mr. Link will allow for a
better chance of full adhesion, our recommendation would be to install the capsheet set in cold
adhesive. We would recommend the installation of a Derbi -color capsheet (manufactured by
Performance Roof Systems) set in Permastic over the primed surface and seams heat welded.
In addition, the owner should also understand that while the capsheet may be fire rated, the total
system may not be a fire rated assembly. The owner's required fire rating for this building
should be reviewed and the total system should be verified that it will meet the required rating.
In addition to the installation of the capsheet, we understand that all of the coping metal will be
replaced. The coping metal should be installed over a new wood nailer (fastened to the top of
the concrete wall) and beveled cedar siding (for positive slope). The coping metal should be
mechanically fastened at 24" on center at the inside face and a continuous 22 gage clip across the
outside face.
During our site visit, we noted one area of decking that has significantly deflected. This location
is to the south of the north drain on the east perimeter of the roof. At this location, the existing
roof assembly should be cut back, the area reviewed, and the appropriate support provided to
correct the deflection.

At the request of Dave Link, this writer met on site with Mr. Link on July 1, 2004 at the above
referenced location. The purpose of the meeting was to review the recently installed capsheet and
related roof flashing at the above referenced location.
Items of Understanding
This writer reviewed the existing smooth surface roof assembly with Mr. Link on April 28, 2004 (See
Wetherholt and Associates, Inc May 5, 2004 Memo) prior to the start of work. It was our understanding
at that time, the owner wished to extend the life of the installed roof assembly with the installation of a
capsheet over the smooth surfaced plysheet, completing the originally specified system.
Mr. Link reviewed the possible concerns and options with the owner prior to the start of work. The
owner selected the use of the Polyglass Tri-Built capsheet.
During the month of June, Lynx Enterprise installed the Tri-Built 180mil. Fire Retardant capsheet with
propane fueled torches. Prior to installing the materials, the contractor cleaned the existing roof surface
and applied a heavy application of primer to the existing roof surface.
Following the installation of the roof materials, the related sheet metal components were replaced,
including the installation of new perimeter coping metal. The contractor modified the attachment from
the existing installation which was a single metal coping set in mastic to a revised detail which is more
secure. The modified detail incorporated a galvanized metal coping set in Performance adhesive tape
and fastened in place using power actuated PA" fasteners and 1" washers. The galvanized metal acted
as a continuous clip /receiver for the prefinished coping metal which was installed over, hooked at the
outside face at the drip edge and then tonged in place at the drip on the inside face. The laps were set in
two rows of Vulkem 911 urethane sealant.

The contractor removed the roof at the area along the east perimeter where significant deflection
was noted during our initial site visit. At that time, it was discovered that the wall had shifted
causing the joists in that area to become dislodged. The contractor coordinated with Rick
Hudson (Richard Hudson and Associates, Consulting Engineers) to review the exposed
conditions. Mr. Hudson reviewed the condition and provided direction to stabilize the wall and
reinstall the joists in that area. Mr. Link has provided a copy of the proposed fix as well as
photos documenting the repair to our office.
Observations
The capsheet was installed and appears to be well adhered. The roof area was walked and the
seams checked. Instances where the seams were not torched completely were sealed with mastic
by the contractor prior to this site visit. No instances of unadhered or open laps were noted.
The remaining deteriorated skylights were replaced. At the corners of the curbs, the sheet metal
flashing was terminated with the installation of a new corner metal. New storm collars were
installed at heat stacks and other various roof penetrations.
The coping metal was adjusted to accommodate the offset in the perimeter wall at the panel
noted above requiring structural adjustments. The offset appears to be appropriate and Mr. Link
indicated that the roofing wraps up and over the top of the parapet, providing protection from
water entry.
At the large unit to the northwest where prolonged leaking has occurred, the duct was resealed to
prevent water entry and the roof in that area was removed to review the substrate to verify
possible moisture damage. Derbigum was reinstalled in this area to provide a more robust
system around the unit that is serviced on a regular basis. Mr. Link also balanced the unit across
the sleepers to allow for proper drainage of condensation from within the unit.
New clamping ring bolts were installed at the drain locations.
A new sheet metal pan was installed under the condenser unit at the northeast corner of the roof.
The conduit previously attached to the wall was removed and reinstalled, hanging in metal straps
in lieu of fasteners through the roofing and into the wall. This installation also allows the
conduit to move without placing stress on the roof assembly at the baseflashings. Junction boxes
and other fixtures mounted on the wall were sealed and an additional piece of flashing material
installed over the top to create a hood over the units.
A propane tank, torch, and ladder were left on the roof. Mr. Link indicated that this was done to
repair any deficiencies that may be noted and has since been removed from the roof.
At this time, we see no additional work that is required as a part of the contractor's scope of
work. To the best of our knowledge, the installation and work appears to meet the requirements
of the scope of work, manufacturer, and building codes applicable to the project.

Thank you in advance for you consideration for an over the counter permit or a quick turn
around for our request for a reroofing permit. The owner just signed the contract and the
building that is occupied by Nordstrom's needed to have the project completed in June.
Enclosed is an original inspection report from the roofing consultant, Wetherholt and
Associates, (who were also the consultants on the roof work in 1988), copy of plans from
1975 and a copy of the contract document.
The original roof from 1975, a class B roof, consisting of a base sheet -two interply of #11
fiberglass and a cap sheet was removed in 1988. The fire rated cap material maintains the
same Class B rating. See page 9 from Polyglass /Tri -built fire rated specifications.

1) Remove all metal coping and roof debris, haul away and dispose of in a legal
manner Repair roof deck area on east wall noted in Wetherholt report of May 5,
2004 at Powell's currant T &M rate not to exceed $750.00.
2) Primer existing roof deck surface and parapet walls with asphalt roofing primer to
assure good adhesion of new roofing materials.
3) Install new Polyglass 4.5, Modified Tri -Built FR (FIRE RATED) granulated layer
of roofing to entire area of roof. Install extra ply to all cants and roof penetrations.
4) Install new flashing and collars to B -Vent heater stacks. Install new lead flashing
as necessary. Note: Necessary caps will be replaced at cost plus 10% OH &P.
5) Raise and move HVAC unit and install new curbs and roofing.
6) Install new 26 -gauge metal coping. Coping will be hemmed and will extend 4
inches down sides and color to match painted sign band around building.
7) Full 10(ten) year workmanship warranty on all roofing work. Product warranty
will be 12 (twelve) years.
