EXECUTIVE SESSION
Start: 6 p.m
Mayor Haggerton announced the purpose of the Executive Session is to discuss Pending Litigation
Pursuant to RCW 42 30 110(1)(i) and a Personnel Matter Pursuant to RCW 42.30.110(1)(g).
It will last no more than 30 minutes, and no decisions will be made during the Executive Session

CALL TO ORDER /PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7 p.m. and led the
audience in the Pledge of Allegiance.

Christy O'Flaherty, City Clerk, called the roll of the Council Present were Councilmembers Joe Duffie,
Joan Hernandez, Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy, and De'Sean Quinn.

SPECIAL PRESENTATIONS
Financial Status Report for 3 Quarter Peggy McCarthy, Deputy Finance Director
Peggy McCarthy, Deputy Finance Director, utilized a Powerpoint presentation to provide a 2010 3rd
quarter financial report to the Council This report analyzes the financial status of the City at September
30, 2010 and the activity for the nine month period that ended September 30, 2010. It also highlights
activity for the two month period from July 31, 2010 to September 30, 2010.
For the nine month and two month periods, the total City wide fund balances increased $8 million and
$7.2 million; governmental funds increased by $5 million and $6 9 million, enterprise funds increased by
$1.2 million and $86,000, and internal service funds increased by $1.6 million and $227,000

General Fund revenues for the nine month period were down 16% compared to budget due mainly to the
decline in sales tax and property tax. The property tax variance is a timing issue since taxes are due
twice a year and collected mainly in April /May and in October /November Property tax revenue collected
in 2010 through the first week of November totals $13 million and exceeds the budgeted amount of $12.6
million. Several other revenue line items exceeded budget at September 30, 2010. These include
admissions tax, utility tax and the interfund utility taxes Revenues associated with construction activity
and investment income are trailing budget as the construction industry remains depressed, and interest
rates remain at very low levels
The Councilmembers asked questions regarding various parts of the presentation and thanked Ms.
McCarthy for the update on the City's financial status.

d. Budget follow -up from October 19, 2010 Budget Work Session: Code Enforcement, Hazelnut
Newsletter, and Human Services Contingency Fund.
At the October 19, 2010 budget work session, the City Council asked City Administration to provide
additional information regarding alternatives to specific proposed reductions.
Steve Lancaster, City Administrator, and Jack Pace, Community Development Director, provided
information and alternatives regarding the Administration's recommendation to eliminate 0.5 FTE (full-

time employee) of administrative support in the Department of Community Development Code
Enforcement Division for a cost savings of $30,023 per year
The Councilmembers discussed the alternatives, asked questions of staff, and referenced the ongoing
comments from citizens regarding the importance of code enforcement in the community
Council consensus existed to support Alternative #4 Status Quo: Retain the code enforcement
Administrative Support Technician position and reduce the ending fund balance by $30,023 per
year.
Steve Lancaster and Mary Miotke, Information Technology Director, provided information and alternatives
regarding the Administration's recommendation to stop producing the Hazelnut Newsletter, resulting in
the reduction of 0.5 FTE (full -time employee). This would result in cost savings of $42,000 from the 0 5
FTE staff reduction and $30,000 annually for printing, mail house costs and postage, for a total savings of
$72,000 per year.
The Councilmembers discussed the alternatives, asked questions of staff, and offered comments to
include the desire to retain the Hazelnut due to its value as a communication tool for the entire City; the
need to allow the Tukwila Reporter time to mature prior to a decision to phase out the Hazelnut; the need
to get feedback from the community regarding the use of City publications; the significance of the City's
budget shortfall and the need for cost saving measures; and the possibility of combining the Hazelnut and
Parks and Recreation brochure to reduce costs.
Council consensus existed to request that City Administration provide a proposal that would
retain the Hazelnut Newsletter.
Steve Lancaster and Evelyn Boykan, Human Services Manager, provided information regarding the
Administration's revised recommendation to reinstate the Human Services Contingency Fund to $15,800
for both 2011 and 2012, which will result in a commensurate reduction in the ending fund balance
Use of the Human Services Contingency Fund involves careful screening of residents for assistance
Without this funding, the City is unable to meet the true need This creates the need for residents to
piecemeal assistance in multiple places. Supply of one -time grocery and gas assistance would be limited
without the funds, and the number of turn -aways for assistance may increase. Ms. Boykan emphasized
that the need for services has not decreased, and there has been a 25 -30% increase in requests for
assistance.
Council consensus existed to reinstate the Human Services Contingency Fund to $15,800 for both
2011 and 2012.
Mayor Haggerton announced that the public hearings on tax levy and City budget legislation will occur at
the City Council meeting on November 22, 2010.
REPORTS
a. Mayor
Mayor Haggerton attended the Veterans Day event at the Museum of Flight on November 11, 2010
where members of American Legion Post 235 led the Pledge of Allegiance The Mayor also attended the
Veterans Day event at Tukwila Elementary School on November 12, 2010, where Councilmember Duffie
appeared in full uniform and gave a presentation in honor of the occasion
b. City Council
Councilmember Duffie also attended a Veterans Day event in Spokane and thanked Mayor Haggerton for
his attendance at the Tukwila Elementary School event.

Councilmember Hernandez attended the South County Cultural Association meeting on November 9,
2010. She also attended the Veterans Day event at the Museum of Flight on November 11, 2010 and
complimented the Mayor on the speech he gave at the ceremony. Ms. Hernandez also attended the
ribbon cutting event for the Wally Park Garage in the City of SeaTac on November 10, 2010
Council President Robertson hosted the Council Coffee Chat on November 13, 2010, which was well
attended. There were comments from members of the business community about the Revenue
Generating Regulatory License (RGRL). Mr. Robertson suggested information regarding the RGRL go
out to businesses as soon as possible.
Councilmember Seal reported that the Transportation Committee discussed the Klickitat bid this evening,
and it will be moving forward to the next Committee of the Whole /Special Meeting due to tight timelines.
Ms. Seal announced that Foster High School students will be performing Oliver Twist at the Performing
Arts Center November 18 -19, 2010
Councilmember Hougardy reported that the Duwamish grant acceptance was discussed in the Utilities
Committee and will be moving forward to the next Committee of the Whole /Special Meeting due to tight
timelines. She attended two South County Economic Development Initiative (SCEDI) meetings on
November 15, 2010 They are in the process of restructuring the group, and Ms. Hougardy distributed
information from the meetings. Ms Hougardy reported this past weekend that graffiti was applied to
vehicles, signs, street poles, etc. starting at the apartments on 65 Avenue South and going up the hill
and ending at approximately South 147 Street. She expressed appreciation to the firefighters at Station
52 for removing graffiti in the vicinity of the station.
c. Staff
Steve Lancaster, City Administrator, conveyed that information regarding the Revenue Generating
Regulatory License (RGRL) was sent out in utility bills, and additional information will be forthcoming in
the upcoming Hazelnut. Business license renewals will also be going out next week.
d. City Attorney
There was no report.
e. Intergovernmental
There was no report.
MISCELLANEOUS
Councilmember Hernandez referenced an article in City Vision magazine regarding methods the City of
Burien, Algona, and Renton used to combat graffiti.
Mayor Haggerton indicated the Suburban Cities Business Meeting will be held on November 17, 2010.
