All inspection requests for utility work must also be made 24 hours in advance. 9: Contractor shall notify Public Works Utility Inspector at (206)433 -0179 of commencement and completion of work at least 24 hours in advance. 10: Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation off -site or into existing drainage facilities. 11: From October 1 through April 30, cover any slopes and stockpiles that are 3H:1V or steeper and have a vertical rise of 10 feet or more and will be unworked for greater than 12 hours. During this time period, cover or mulch other disturbed areas, if they will be unworked more than 2 days. Covered material must be stockpiled on site at the beginning of this period. Inspect and maintain this stabilization weekly and immediately before, during and following storms. 12: From May 1 through September 30, inspect and maintain temporary erosion prevention and sediment at least monthly. In preparing this letter, an ECI representative met with the client and City of Tukwila building inspectors to discuss project details, and visited the subject lots on three occasions to observe evolving site conditions. ECI previously prepared the referenced letter with recommendations to remediate an area of fill situated above an existing tiered rockery at Lot 11 that had shown indications of movement. The purpose of this letter is to provide recommendations for constructing a modular block landscaping wall in the backyard of the subject lots, and to provide additional recommendations for lot drainage and patio remediation. ECI previously 0 0 recommended partial removal and re- compaction of the fill above the rockery. The use of a w small landscaping wall was suggested to help provide some containment of the reworked = -J e^ and compacted fill. Installation of a trench drain behind the landscaping wall was CO) p , recommended to improve drainage behind the residences. In addition, underpinning was recommended to support the Lot 11 patio slab. a U. N D Protect Description w Z The client recently began procedures to remediate the fill in the backyard of Lots 10 and z o 11 and repair the Lot 11 patio. During our site visits we observed that the fill located w w above the tiered rockery and surrounding the Lot 11 patio had been removed. As part of o the yard improvements, the contractor plans to construct an approximately 70 -foot long, 0 CO 2.5 -foot high landscaping wall that will trend roughly north to south, just east of the 0 existing residences. The proposed landscaping wall will be situated above an existing tiered " = v rockery. Based on field measurements, the upper tier of the rockery has an approximate LL exposed height ranging between 3 and 4.5 feet. Z w u- 3: During removal of fill while exposing a drainpipe on the north side of the Lot 10 patio, the o soil supporting the Lot 10 patio slab experienced some settlement and subsequent Z cracking. We understand that the client is working with a structural engineer to repair the cracked patio. Discussion and Recommendations It is our opinion that construction of a modular block landscaping wall above the tiered rockery is feasible from a geotechnical standpoint, provided the recommendations provided in this letter, and the referenced letter, are incorporated into the wall design. To reduce the potential of the landscaping wall and its associated backfill from imparting loads on to the tiered rockery, the landscaping wall should be adequately set back from the base of the upper rockery tier. In our opinion, a setback of 3 feet in the vicinity of the Lot 10 patio, 2 feet in the vicinity of the Lot 11 patio, and 4 feet for the area located between the patios should be adequate. The varying setbacks reflect the varying height of the upper rockery tier. Earth Consultants, Inc. aJ::�i�. J.w.:,. - - -13_-;:-x. �! u.:a +..+ :::- Long Classic Homes E- 9920 -1 July 1, 2005 Page 3 On June 30, 2005 ECI visited the site to observe the proximity of the proposed landscaping wall to the upper tier of the rockery. At the time of the visit, ECI observed the full height of the wall had been constructed utilizing five courses of 6 -inch high, 12 -inch wide, and 12 -inch deep concrete blocks. ECI observed that the base course of the wall was adequately set back from the base of the rockery such that the landscaping wall and its associated backfill should not impart additional loads on the upper tier of the rockery. Drainage behind the wall consisted of a 4 -inch diameter, rigid, perforated pipe located at the base of the wall that was tied into the site storm drainage system through a drainpipe on the north side of the Lot 10 patio. A stockpile of 7/8 inch drain rock was observed on site. It is our opinion that the 718 inch drain rock is suitable for use as drainage material for the wall. The drainpipe should be adequately bedded in the drain rock and wrapped in filter fabric. In addition, a minimum 12 -inch thick drainage layer should be maintained immediately behind the wall except for the upper 6 inches of the wall, which may consist of topsoil or structural fill. Existing fill on the north and south sides of the Lot 11 patio had been overexcavated between approximately 2.5 and 3.5 feet below patio grade. We understand that the client plans to construct footings on the north and south sides of the patio that will tie in and support the patio slab. Probing the base of the overexcavation on the north side of the Lot 11 patio with a 1/2 inch diameter, steel rod revealed medium dense soils, suitable for supporting the proposed patio footing. However, probing the base of the overexcavation on the south side of the Lot 11 patio revealed up to approximately 3 feet of loose existing fill. Rather than overexcavating the loose existing fill on the south side of the patio, the client plans to support this side of the patio slab with a pin pile supported footing. We understand the pin pile supported footing system is being designed by a structural engineer. The pin piles should be advanced through the existing loose fill and driven to refusal. The use of a patio footing system similar to that proposed for Lot 11 may be considered for the support of the Lot 10 patio, provided the footing is supported on at least 1 foot of structural fill. Structural fill is defined as compacted fill placed under buildings, roadways, floor slabs, pavements, on slopes, or other load - bearing areas. Structural fill should be placed in horizontal lifts not exceeding 12 inches in loose thickness and compacted to a minimum of 90 percent of its laboratory maximum dry density determined in accordance with ASTM Test Designation D -1557 (Modified Proctor). At. the time this letter was prepared, the client planned to install a yard drain along the lot line of Lots 10 and 11 just west bf the landscaping wall to collect surface water in the backyards of the lots. We understand that the previous yard drain located in this area could not sufficiently control surface water runoff from the lots and may have resulted in saturation and subsequent movement of the yard fill. Therefore, the new yard drain should be adequately sized so that it is capable of handling the surface water runoff. Surface water collected in the yard drain may be tightlined into the site stormwater system at the same location as the landscaping wall drainpipe. Final site grades in the backyards of Lots 10 and 11 should be sloped so that surface water drains to the yard drain. Under no circumstances should surface water be allowed to freely flow over the landscaping wall or the tiered rockery. We trust this information meets your current needs. (ECI) met with you at the subject site to observe a series of tension cracks in the fill areas behind Lot 11. The fills support a patio and deck for the Lot 11 residence. The fills appear to have experienced lateral movements and some settlement, resulting in settlement and some separation of the patio from the residence. The fills are located above a two -tier rockery that was constructed during the earlier stages of the site development. The amount of fill above the rockery appears to be on the order of four feet at some locations, and is sloped back from the top of the upper tier of the rockery. These fills subsequently provided support for the patio and deck areas of the residence. Based on our observations, it appears the lateral movement and settlement of the fills above the rockery is due primarily to poor drainage behind the both Lots 11 and 12. A yard drain was installed between Lots 11 and 12, but it appears the drain could not accommodate the surface water runoff between the building lots. Additionally, drainage along the margins of the fill area, above the rockery, should be improved. Underpinning the patio with a series of piers that extend down at least four feet should also be performed. In our opinion, installation of a trench drain along the margin of the fill area should greatly improve the drainage behind the building lots, and substantially reduce the risk of further fill movements. During the re- compaction of the fill, installation of a small landscaping wall along the margins of the fill above the rockery can be considered. Installation of the drain behind the landscaping wall would provide a good drainage, and the landscaping wall would help provide some confinement of the fills. ECI can provide more specific recommendations for the remedial work, if requested, ECI should observe the re- compaction of the fills and provide density testing.
