COMMITTEE OF THE WHOLE MEETING
CALL TO ORDER /PLEDGE OF ALLEGIANCE
Council President Robertson called the Tukwila City Council meeting to order at 7 p m. and led the
audience in the Pledge of Allegiance.
OFFICIALS
Present were Dennis Robertson, Council President; Councilmembers Joe Duffie, Joan Hernandez,
Allan Ekberg, Verna Seal, Kathy Hougardy, and De'Sean Quinn
CITY OFFICIALS
Steve Lancaster, City Administrator; Shawn Hunstock, Finance Director; Bob Giberson, Public Works
Director; Mary Miotke, Information Technology Director; Eric Dreyer, Police Commander; Derek Speck,
Economic Development Administrator; Melissa Hart, Deputy City Clerk
CITIZEN COMMENTS
Joanne McManus, 5610 South 133 Street, explained that she has spoken with several seniors who
participate in the Senior Programs at the Tukwila Community Center, and they are very unhappy with the
new rate structure that has been established
Councilmember Hernandez thanked Ms. McManus for providing the Council with the information from the
participating seniors.
Councilmember Ekberg explained that he recently reviewed the new Parks and Recreation brochure, and
noticed the new fee structure that the Council previously reviewed. In his view, the Council will receive
more comments due to the recent increase in fees at the Tukwila Community Center.
SPECIAL ISSUES
a. A contract with CH2M Hill for construction management support for the Tukwila Urban Center
Access (Klickitat) project in the amount of $2,024,137.02.
Councilmember Seal indicated this item was discussed at the Transportation Committee meeting on
December 6, 2010. The committee members were unanimous in recommending approval.
Bob Giberson, Public Works Director, explained a request for construction management proposals was
advertised, with eleven proposals submitted and four firms interviewed. CH2M Hill rated the highest with
the most qualified team to deal with the complex construction issues for the Tukwila Urban Center Access
(Klickitat) Project. The CH2M Hill contract will supplement in -house construction management
capabilities
The Council asked clarifying questions of staff on this topic.

b. Supplemental agreement No. 12 with HNTB for construction engineering support for the
Tukwila Urban Center Access (Klickitat) project in the amount of $171,062.00.
Councilmember Seal indicated this item was discussed at the Transportation Committee meeting on
December 6, 2010 The committee members were unanimous in recommending approval.
Bob Giberson, Public Works Director, explained the base contract with HNTB was for design services for
the Tukwila Urban Center Access (Klickitat) Project. Supplement No. 12 for construction management
services has been negotiated with HNTB in the amount of $171,062.00. The scope of work includes
construction management support for the field team of City personnel and CH2M Hill

c. Integra Telecom agreements for 2011 -2012 phone services in an amount not to exceed
$125,000.00.
Councilmember Quinn indicated this item was discussed at the Finance and Safety Committee meeting
on December 7, 2010. The committee members were unanimous in recommending approval.
Mary Miotke, Information Technology Director, explained that currently the City has several vendors that
provide telephone services within the City. With the implementation of the City's new Voice over Internet
Protocol (VoIP) system, new phone services are necessary to replace and upgrade the existing telephone
services throughout the City The benefits include reducing monthly costs, integrating services into one
source for ease of maintenance and accountability, and allowing the City to have a known 24 -month fixed
cost for budgeting purposes.

d. A contract with Kirshenbaum and Goss for 2011 -2012 public defender services in the amount
of $10,315.80 per month, plus per rate cases.
Councilmember Quinn indicated this item was discussed at the Finance and Safety Committee meeting
on December 7, 2010. The committee members were unanimous in recommending approval.
The current and proposed contracts for public defender services are provided at a flat monthly rate of
$10,315.80 per month for a caseload of 120 cases. When the caseload exceeds 120 cases, a per -case
rate of $85.00 per case is applied The proposed agreement covers public defender services for indigent
criminal defendants who qualify for appointed counsel. The existing agreement expires on December 31,
2010. The new 2 -year agreement was negotiated with existing 2010 rates (no cost increase).

of $1,800 00 per month. The proposed agreement covers video public defender services for indigent
criminal defendants who qualify for appointed counsel. The existing agreement expires December 31,
2010. The new 2 year agreement was negotiated with existing 2010 rates (no cost increase).

f. A contract with Ball Janik for 2011 -2012 lobbying services in the amount of $5,833.00 per
month.
Councilmember Quinn indicated this item was discussed at the Finance and Safety Committee meeting
on December 7, 2010. The committee members were unanimous in recommending approval.
The current agreement for federal representation for the City of Tukwila provided by Ball Janik LLP
expires December 31, 2010. The proposed contract is provided at a flat monthly rate of $5,833 per
month, inclusive of expenses, which equates to a 39% reduction from the current rate of $9,568 per
month plus expenses.

g. An Interlocal Agreement with the Yakima County Department of Corrections for 2011 inmate
housing.
Councilmember Quinn indicated this item was discussed at the Finance and Safety Committee meeting
on December 7, 2010. The committee members were unanimous in recommending approval.
Eric Dreyer, Police Commander, explained that the current contract with the Yakima Department of
Corrections is set to expire on December 31, 2010. An extension of the contract with Yakima County is
needed to sustain inmate housing requirements until the new South Corrections Entity (SCORE) is
constructed Commander Dreyer clarified that this agreement should be considered a stopgap contract,
and the Police Department will explore other inmate housing options until the SCORE facility is fully
functioning.
The Councilmembers exchanged comments and asked clarifying questions of staff on the above topic

REPORTS
a. Mayor
Mayor Haggerton was not present.
b. City Council
Councilmember Hernandez attended the Government Affairs holiday luncheon on December 7, 2010 On
December 10, 2010, she attended the Southwest King County Chamber of Commerce meeting, and later
that afternoon, the Heritage and Cultural Center open house She also explained that the Tukwila
Historical Society will hold their next meeting on December 16, 2010 at the Helen Nelsen house
Councilmember Ekberg hosted the Council Coffee Chat on December 11, 2010.
Councilmember Hougardy attended the Government Affairs holiday luncheon on December 7, 2010, and
the Heritage and Cultural Center open house on December 10, 2010.
c. Staff
Steve Lancaster, City Administrator, explained that NOAA predicted extremely high rain accumulations on
December 11 and 12, 2010 and due to the record rainfall, the Green River peaked on the afternoon of
December 13, 2010 at 9,500 cubic feet per second (CFS) at the Auburn gauge The most significant
weather related incident in Tukwila was minor flooding that was isolated at the intersection of Southcenter
Boulevard and 51 Avenue South. The Southcenter Boulevard exit off Interstate 5 was closed for a
period of time during the flooding on December 12, 2010. The City crews were patrolling the City looking
for flooding during the weather event.

He also explained that he has had some questions about the Tukwila Pool from some residents. He
clarified that the Tukwila Pool is funded for the budget year 2011, with the current lease expiring on
September 17, 2011, and the City is currently working on new funding sources beyond 2011.
Councilmember Hougardy asked if the Doppler system was how the City received the rainfall predictions
Bob Giberson, Public Works Director, explained that the National Oceanic and Atmospheric
Administration's (NOAA) temporary Atmospheric River Observatory stations were installed last year, and
he did not have any information about whether these stations were still active.
The Council requested more information from staff on the NOAA temporary Atmospheric River
Observatory stations.
d. City Attorney
The City Attorney's presence is not required at Committee of the Whole meetings.
e. Intergovernmental
The Council Analyst was not present.
MISCELLANEOUS
Councilmember Duffie thanked Councilmembers Hernandez and Seal for participating in the Community
Affairs and Parks Committee meetings this year.
Councilmember Hernandez thanked Council President Robertson for serving as Council President during
this year.
Council President Robertson thanked the Mayor and the City Council for the great work that was
completed this year.
