SPECIAL MEETING
CALL TO ORDER
Mayor Pro Tempore Robertson called the Special Meeting of the Tukwila City Council to order at 7
p.m. directly following the Committee of the Whole meeting.
ROLL CALL
Melissa Hart, Deputy City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Joan Hernandez, Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy, and De'Sean Quinn.
CITY OFFICIALS
Steve Lancaster, City Administrator; Shawn Hunstock, Finance Director; Bob Giberson, Public Works
Director; Derek Speck, Economic Development Administrator; Eric Dreyer, Police Commander; Mary
Miotke, Information Technology Director; Melissa Hart, Deputy City Clerk.
CONSENT AGENDA

MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE CONSENT AGENDA BE APPROVED
AS SUBMITTED. MOTION CARRIED 7 -0.
UNFINISHED BUSINESS
a. A contract with CH2M Hill for construction management support for the Tukwila Urban Center
Access (Klickitat) project in the amount of $2,024,137.02.
MOVED BY SEAL, SECONDED BY QUINN TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT
WITH CH2M HILL FOR CONSTRUCTION MANAGEMENT SUPPORT FOR THE TUKWILA URBAN
CENTER ACCESS (KLICKITAT) PROJECT IN THE AMOUNT OF $2,024,137.02. MOTION CARRIED
7 -0.
b. Supplemental agreement #12 with HNTB for construction engineering support for the Tukwila
Urban Center Access (Klickitat) project in the amount of $171,062.00.
MOVED BY SEAL, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO SIGN
SUPPLEMENTAL AGREEMENT #12 WITH HNTB FOR CONSTRUCTION ENGINEERING SUPPORT
FOR THE TUKWILA URBAN CENTER ACCESS (KLICKITAT) PROJECT IN THE AMOUNT OF
$171,062.00. MOTION CARRIED 7 -0.
c. Authorize the Mayor to sign agreements with Integra Telecom for 2011 -2012 phone services in
an amount not to exceed $125,000.00.
MOVED BY QUINN, SECONDED BY SEAL TO AUTHORIZE THE MAYOR TO SIGN AGREEMENTS
WITH INTEGRA TELECOM FOR 2011 -2012 PHONE SERVICES IN AN AMOUNT NOT TO EXCEED
$125,000.00. MOTION CARRIED 7 -0.

d. A contract with Kirshenbaum and Goss for 2011 -2012 public defender services in the amount
of $10,315.80 per month, plus per rate cases.
MOVED BY QUINN, SECONDED BY HOUGARDY TO AUTHORIZE THE MAYOR TO SIGN A
CONTRACT WITH KIRSHENBAUM AND GOSS FOR 2011 -2012 PUBLIC DEFENDER SERVICES IN
THE AMOUNT OF $10,315.80 PER MONTH, PLUS PER RATE CASES. MOTION CARRIED 7 -0.
e. A contract with Kirshenbaum and Goss for 2011 -2012 video defense services in the amount of
$1,800.00 per month.

f. A contract with Ball Janik for 2011 -2012 lobbying services in the amount of $5,833.00 per
month.
MOVED BY QUINN, SECONDED BY HOUGARDY TO AUTHORIZE THE MAYOR TO SIGN A
CONTRACT WITH BALL JANIK FOR 2011 -2012 LOBBYING SERVICES IN THE AMOUNT OF
$5,833.00 PER MONTH. MOTION CARRIED 7 -0.
g. Authorize the Mayor to enter into an Interlocal Agreement with the Yakima County Department
of Corrections for 2011 inmate housing.
MOVED BY QUINN, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO ENTER INTO AN
INTERLOCAL AGREEMENT WITH THE YAKIMA COUNTY DEPARTMENT OF CORRECTIONS FOR
2011 INMATE HOUSING. MOTION CARRIED 7 -0.
ADJOURNMENT
7:58 p.m. MOVED BY DUFFIE, SECONDED BY SEAL THAT THE SPECIAL MEETING OF THE
TUKWILA CITY COUNCIL BE ADJOURNED. MOTION CARRIED 7 -0.
