Mullet called the regular meeting to order at 7:00 p.m. and led the audience in the Pledge of Allegiance. City Clerk Jane Cantu called the roll of Council. Present were Council President Joe Duffle and Councilmembers Joan Hernandez, Pam Carter, Jim Haggerton, Pam Linder, Dave Fenton and Richard Simpson. City Administrator John McFarland; Assistant City Administrator Rhonda Berry; City Clerk Jane Cantu, Council Analyst Lucy Lauterbach; Deputy City Clerk Bob Baker; City Attorney Bob Noe and Assistant Parks Recreation Director Bruce Fletcher. CITIZEN COMMENT /CORRESPONDENCE: Joanne McManus. 5610 So. 133 Tukwila. is happy with Senior Center personnel and programs currently being offered. Additionally, she spoke in favor of a permanent street closure in her neighborhood, which is currently and temporarily closed. Eileen DeArmon. o /b /o The Sabev Cornoration, invited everyone to a King County Development Council Roundtable discussion to consider the subject "How to Make Good Development Happen in Southwest King County." The event will take place January 19, at Highline Community College, from 6:30 to 9:00 p.m. CONSENT AGENDA: a. Approval of Minutes: 1/3/00 Regular Mtg.; 1/10/00 Special Mtg. b. Approval of Vouchers #216433 216656, in the amt. of $1,467,632.64 Moved by Hernandez; seconded by Carter; to approve the consent agenda, as presented. The motion carried 7 -0. NEW BUSINESS: a. A resolution setting a public hearing date for a request for vacation of a portion of 37 Ave. So. (Petitioners: International Gateway East LLC; Group Health Cooperative). City of Tukwila January 18, 2000 City Council Regular Meeting Minutes Page 2 of 4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, FIXING THE TIME FOR A PUBLIC HEARING FOR VACATION OF 37 AVENUE SOUTH (MOHAWK STREET) FROM SOUTH 126 STREET TO APPROXIMATELY 300 FEET SOUTH FROM SOUTH 124 STREET Moved by Duffie; seconded by Hernandez; to have the proposed resolution read by title only. The motion carried 7 -0. City Attorney Bob Noe read the title of the proposed ordinance. Moved by Duffie; seconded by Fenton; to approve the proposed resolution as presented.* Discussion: Councilmember Simpson disclosed he had recently visited the area with Public Works Director Jim Morrow. He noted he can vote objectively on the issue. Due to the fact this is only a resolution setting a public hearing date, City Attorney Bob Noe stated there is no problem with Simpson's site visit and asked him to make the same disclosure at the public hearing. *The motion to approve the proposed resolution, as presented, carried 7 -0. The public hearing is set for March 6, 2000, at 7:00 p.m. APPROVED RESOLUTION #1436 b. Gymnasium floor covering at the Tukwila Community Center: 1. A resolution authorizing the sole source purchase of the Tukwila Community Center gymnasium floor covering A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AUTHORIZING SOLE SOURCE PUCHZASE OF THE TUKWILA COMMUNITY CENTER GYMNASIUM FLOOR COVERING Moved by Hernandez; seconded by Linder; to have the proposed resolution read by title only. The motion carried 7 -0. City Attorney Bob Noe read the title of the proposed ordinance. Moved by Hernandez; seconded by Duffle; to approve the proposed resolution as presented.* Discussion: Brief discussion on this item centered on the fact this is a sole source item. It is such due to the fact it so closely meets the requirements and needs of the City. This top -of -the -line product lies flat, comes in 3' by 6' square sections, weighing approximately 15 pounds each, and are all stackable. One to two individuals may cover the entire gymnasium floor in less than two hours. *The motion to approve the proposed resolution, as presented, carried 7 -0. Authorize the Mayor to sign a contract with Western Hardwood, Inc., in the amount of $35,403.60, for the purchase of a removable gymnasium floor covering at the Tukwila Community Center Moved by Hernandez; seconded by Duffie; to authorize the Mayor to sign a contract with Western Hardwood, Inc., in the amount of $35,403.60, for the purchase of a removable gymnasium floor covering at the Tukwila Community Center. Discussion centered on whether or not Council believed it best for the City to pay '/2 of the costs of the flooring and have the Lodging Tax Advisory Board pay the other /2; or, whether the Lodging Tax Advisory Board should pay the entire cost of the carpet. After much discussion from Council, there was a consensus among the members to leave the item, as presented, with each party paying 1/2 of the total cost. *The motion carried 7 -0. REPORTS: a. Mayor Mayor Mullet reported meeting with King County Executive Ron Sims this afternoon. Additionally, he will meet with Mary Gates on 1/19/00 at 1:00 p.m. to discuss Sound Transit issues. b. Council Councilmember Hernandez reported attendance at the 1/12/00 Suburban Cities Association meeting. Deb Eddy has been appointed Executive Director of the Association. Ms. Hernandez also attended the 1/18/00 Census Bureau Open House in Tukwila. Councilmember Carter attended a 1 /11 /00 SCATBd meeting wherein they discussed service reductions for METRO. Ms. Carter also attended a 12/21/99 SCATBd meeting. Next, She reported attendance at a 1/12/00 Suburban Cities Association meeting. Finally, Ms. Carter noted a 1/31/00 Suburban Cities Association sponsored meeting at the Mercer Island City Hall. The topic will be an orientation on regional issues. Council President Duffie reported visiting the site of a street widening project in the vicinity of 150 He noted the project is progressing nicely and will be a great improvement. Next, Mr. Duffie acknowledged the expediency shown by police and road crews on 1/09/00 as icy road conditions existed which warranted response by both departments. Finally, he reminded Council of the upcoming retreat dates of 1 -21 through 1 -23 -2000. Councilmember Haggerton reported attendance at a 1/12/00 Cascade Water Alliance meeting. He is the new point of contact for that organization. He noted their Annual Meeting will take place on 2/9/00 at the Museum of Flight and announced Pat Brodin, Senior Engineer, has been named as a replacement to Ted Freemire as the City's representative with regard to that organization. Finally, Mr. Haggerton noted a 1/19/00 Airport Communities Coalition at Des City of Tukwila City Council Regular Meeting Minutes Moines. From there, he will attend the meeting mentioned earlier in the evening by Eileen DeArmon. Councilmember Linder reported attendance at a 1 /11 /00 Highway 99 Action Committee meeting. She will also attend the 1/19/00 Development Council Roundtable discussion at Highline Community College. Finally, she will attend a 1/20/00 Part 150 meeting at the Duwamish Improvement Club. Councilmember Fenton will attend the 1/19/00 Development Council Roundtable meeting and the 1/20/00 Part 150 meeting with Councilmember Linder. Councilmember Simpson reported attendance at a 1/13/00 AWC meeting, in Bellevue, for newly elected officials. He will also attended a 1/18/00 meeting on Mercer Island wherein the topic for conversation was Sound Transit. c. Staff City Administrator McFarland distributed a briefing paper to Council on the topic of station -area planning on the 154 Street Light Rail Station and the City of SeaTac's scope of work on the issue. The City of Tukwila must decide what involvement they wish to have in the program. d. City Attorney City Attorney Bob Noe had no report. MISCELLANEOUS: Ms. Linder reported a Human Services Roundtable meeting on 2/8/00 on Mercer Island, from 12:00 to 2:00 p.m., wherein Norm Maeling, King County Prosecutor, will explain a new process for prosecuting Domestic Violence cases. She invited Domestic Violence Advocate Beth Button. Also invited to attend that meeting is King County Executive Ron Sims. Councilmember Haggerton noted he would like Council to be updated and kept apprised of the artwork ideas being presented by the Arts Commission as they relate to the Tukwila Village project.
