REGULAR MEETING MINUTES
CALL TO ORDER/PLEDGE OF ALLEGIANCE:
Mayor Steven M. Mullet called the Special Meeting to order at 7:00 p.m. and led the audience in
the Pledge of Allegiance.
City Clerk Jane Cantu called the roll of Council. Present were Council President Joe Duffie and
Councilmembers Joan Hernandez, Pam Carter, Jim Haggerton, Pamela Linder, David Fenton
and Richard Simpson.
City Administrator John McFarland; City Attorney Bob Noe; Council Analyst Lucy Lauterbach;
Administrative Services Director Viki Jessop and City Clerk Jane Cantu.
CITIZEN COMMENTS: None
CONSENT AGENDA:
a) Approval of Minutes: 1/18/00 (Regular); 1/24/00 (Special Mtg.)
b) Approval of Vouchers: #216846 through 217054 in the amount of $708,340.87.
Moved by Hernandez, seconded by Carter, to approve the consent agenda as presented.
The motion carried 7 -0.
NEW BUSINESS:
a) An resolution renamine the 16 Avenue Bridle as "South Park Bridee"
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, RENAMING THE 16 AVENUE SOUTH BRIDGE AS
SOUTH PARK BRIDGE.
Moved by Hernandez, seconded by Duffie; to have the proposed resolution read by title
only. Motion carried 7 -0.
City Attorney Bob Noe read the title of the proposed resolution.
Moved by Haggerton, seconded by Carter, to adopt the resolution as presented.

City Council Regular Meeting Minutes
Councilmember Carter questioned the phrase "in its entirety" in the last paragraph of the
ordinance noting the City doesn't own the entire bridge. Council Analyst Lucy Lauterbach
explained King County will also pass a resolution this week with basically the same language.
Moved by Carter, seconded by Hernandez, to amend the proposed resolution by deleting
the phrase "in its entirety" from the last paragraph. The motion carried 7 -0.
*The main motion to approve the proposed resolution, as amended, carried 7 -0.
REPORTS:
a. Mayor:

Mayor Mullet reported two meetings of the BNSF task force have been held. All those invited
attended. The general feeling is as long as you put it somewhere where I don't want it, we don't
care what you do. Mullet also reported his participation in the reading program with the
Tukwila grade school kids. Regarding the Part 150 Study, there is now effort to change the
landing patterns to make the planes go over Mercer Island a little more and over Kirkland a little
more.
b. Council:
Councilmember Hernandez reported her attendance at the Foster Community Club on January
26 and a REACH meeting on January 28 She reported three Tukwila residents have
completed the home buyer's program. Hernandez also attended the February 3rd Equity and
Diversity Commission. She distributed copies of the approved minutes from the January
meeting. She also noted an interesting video on a Martin Luther King celebration at the school
was shown. Nicolai from the Census Bureau was also in attendance at the meeting. He asked
for city staff support for the program. Roberta Nelson agreed to consider it, if her work load
could be prioritized. At the Finance and Safety Committee meeting earlier this evening, all items
were referred to the 2/22 Regular Meeting. Hernandez reported she received a call from Ralph
Danner who complained of the speeding on 160 The Police Chief will talk more with Mr.
Danner and will perhaps come back to the committee with a proposal. Hernandez also asked the
city attorney to come back to committee with a list of the current city laws that apply to litter.
An area of great concern is up stairs just past Denny's where there are wine bottles by the
hundreds, and farther down the vacated right -of -way it looks like a garbage pit.
Councilmember Carter reported she attended the Tukwila Cares Community Network on
January 26 She announced the DARE graduation is February 29 The City Truancy Board is
up and running and a student has been added to the board. On January 26 Carter also attended
the Foster Community Club. On January 27 Carter participated in the Muscular Dystrophy
Association lock up program. On January 31 she attended the Suburban Cities Regional Issues
orientation. She announced her appointment as an alternate for one of the Suburban Cities
positions on PSRC's Transportation Policy Board. On January 22 Carter attended the Foster
High School Site Council. Carter also attended the Equity and Diversity Commission on January
23 and the Tukwila School District PR Advisory Board on February 4 On February 8 she
will attend SCATBd on February 9 she will attend the AWC Legislative conference, and on
February 14 the King county council at Highline Community College.

Councilmember Duffie reported he also will attend the February 14 King County council
meeting. Duffie reported he received a letter from a neighbor regarding speeders on their street.
Duffle said he would talk to the "offender" to try and resolve the problem before it results in
police involvement. On January 3 Duffie attended the Lodging Tax Advisory Board meeting.
He thanked the business representatives for attending. He noted the exceptional work being
done by Katherine Kertzman, Tukwila's Tourism and Marketing Manager. Duffie announced a
Hotel /Motel general manager meeting at the Doubletree Suites on February 16 from 3 5 p.m.
Councilmember Haggerton reported his attendance at the Suburban Cities workshop on
January 31 Haggertson said he had been appointed as an alternate on the jail committee. On
February 2 Haggerton attended an ACC meeting; on February 9 he will attend a Cascade
Water meeting at the Museum of Flight. He thanked John McFarland and Rhonda Berry for
personally investigating a code violation in his neighborhood.
Councilmember Linder said she would attend a Human Services Roundtable meeting on
February 8 Councilmember Simpson will attend with Linder.
Councilmember Fenton reported he met with John McFarland, Don Williams and Dr. Silver on
February 3 to discuss skateboard parks. The issue will be further discussed at the
Council /School District joint meeting later in the year. Fenton said he was most pleased to learn
the Mountain View apartments have been certified as a Crime -Free Multi Family project.
Councilmember Simpson noted his issues have been covered by fellow Councilmembers and
therefore had no report.
c. Staff:
Regarding the skateboard park meeting with Dr. Silver, City Administrator John McFarland
commented Councilmember Fenton did a good job presenting the City's overall objectives, and
Don Williams did a very good job on the technical issues. A full briefing will come to Council
in the near future. Regarding the Tukwila Village site, trees have been cut to allow the moving
of the Swafford house which will be relocated to 42 Ave. about the 148 block on the east side
of the road. The Hennan house is in the final stages for moving. The City is in the process of
soliciting bids for the demolition and clearing of the entire site and anticipate the project to begin
within the next 45 days. McFarland also reported.
City Attorney Bob Noe reported the Domestic Violence Victims Advocate will attend the
Human Services Roundtable on February 8th

Councilmember Hernandez passed around a gift she received for serving as the 1999 Chair of the
Equity and Diversity Commission.
Councilmember Carter reported the Transportation Committee will be looking at ways to control
speeding through engineering solutions later this year. Carter noted the next SCA meeting on
February 16 will be at the golf club at Newcastle.

Councilmember Duffie said he'd like to share the articles on Tukwila International Boulevard
pedestrian accidents with Washington D.C. to emphasize why Tukwila doesn't want light rail on
the highway.
Mayor Mullet reported the City is beginning the process of working through the gambling issues.
7:50 p.m. Moved by Duffie, seconded by Linder, to adjourn to Executive Session for 60
minutes to discuss (1) a labor issue, (2) land purchase following a brief
recess. Motion carried.
EXECUTIVE SESSION:
1) Labor issue: 30 minutes Pursuant to RCW 42.30.110(1)(g)
2) Land purchase: 30 minutes Pursuant to RCW 42.30.110(1)(b)
7:55 p.m. Executive session began.
8:55 p.m. Moved and seconded to extend the Executive Session for 15 minutes. Motion
carried 7 -0.
9:10 p.m. Moved and seconded to adjourn the Executive Session and reconvene the
Regular Meeting. Motion carried 7 -0.
ADJOURNMENT: Moved and seconded to adjourn the Regular Meeting. Motion carried
7 -0.
