ROLL CALL: Council Analyst Lucy Lauterbach called the roll of Council. Present were Council President Joe Duffie and Councilmeinbers Joan Hernandez; Pam Carter; Jim Haggerton; Dave Fenton and Richard Simpson. Moved by Duffie; seconded by Carter; to excuse the absence of Ms. Linder. The motion carried 6 -0. OFFICIALS: City Administrator John McFarland; Council Analyst Lucy Lauterbach; Police Chief Keith Haines; Assistant Fire Chief Nick Olivas and Public Works Director Jim Morrow. NEW BUSINESS: TUKWILA CITY COUNCIL February 14, 2000 Council Chambers City Hall SPECIAL MEETING MINUTES a) A motion accepting the Tukwila Police Non Commissioned Labor Agreement between the City of Tukwila and the United Steelworkers of America for the period January 1, 2000, through December 31, 2002. Moved by Hernandez; seconded by Duffie; to accept the Tukwila Police Non Commissioned Labor Agreement between the City of Tukwila and the United Steelworkers of America for the period January 1, 2000, through December 31, 2002. Discussion ensued. Ms. Carter, on behalf of the Council, stated her appreciation for the work between staff and union leaders to negotiate this contract. She noted the timeframe to arrive at such an agreement was short and is a credit to those involved. Mayor Mullet and Mr. Duffie echoed the sentiments. *The motion to approve the labor agreement carried 6 -0. b) Review and Consensus of City Council Retreat Minutes (discussion) Councilmember Duffie asked if a motion could be made to accept the minutes of the recent City City of Tukwila February 14, 2000 City Council Special Meeting Minutes Page 2 of 2 Council Retreat. Council Analyst Lauterbach and Councilmember Carter both noted council could only accept them by consensus. Content of the minutes and corrections were discussed by Council. Ms. Carter also informed Council to let her know when they have trouble opening documents e- mailed to them. The items can be saved in a format which is compatible with the users' version of Word. Councilmember Hernandez did not receive an e -mail copy of the retreat minutes, as did some other Councilmembers. Additionally, she asked that anytime one Councilmember is e- mailed something wherein the entire Council was involved, that all Councilmembers are copied on that e -mail. This allows everyone the same opportunity for review and input on possible revisions. Council agreed that next years' retreat minutes should be put out electronically and in hard copy formats to all Councilmembers. Councilmember Haggerton stated he believes the minutes are ready to forward. Councilmembers agreed. ADJOURNMENT: Moved by Duffie; second by Carter; to adjourn the Special meeting.
