COMMITTEE OF THE WHOLE MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Ekberg called the Tukwila City Council meeting to order at 7:02 p.m. and led the
audience in the Pledge of Allegiance.
OFFICIALS
Present were Allan Ekberg, Council President, Councilmembers Joe Duffie, Joan Hernandez,
Dennis Robertson, Verna Seal, Kathy Hougardy, De'Sean Quinn.
CITY OFFICIALS
Jim Haggerton, Mayor; Shawn Hunstock, Finance Director; Peggy McCarthy, Deputy Finance Director;
David Haynes, Police Chief; Rick Still, Parks and Recreation Director; Robert Eaton, Parks and
Recreation Project Coordinator; Mary Miotke, Information Technology Director; Kimberly Matej, Council
Analyst; Melissa Hart, Deputy City Clerk.
Councilmember Hernandez asked that the Council and audience observe a moment of silence to honor
the victims of the shooting on January 8, 2011, in Tucson, Arizona.

Council President Ekberg clarified to the audience that the issue relating to gambling within the City is not
included as part of this evening's City Council Meeting. The draft ordinances were presented tonight at
the Community Affairs and Parks Committee meeting, and they are scheduled to be discussed at the
Committee of the Whole meeting on January 24, 2011.
SPECIAL PRESENTATION
a. Review of community efforts regarding domestic violence and children.
David Haynes, Police Chief, explained that this presentation would be focused on domestic violence and
the effects that domestic violence has on children. The presentation will include a video that can be
emotional, and he urged any members of the audience to leave the Council Chambers if they so choose.
He also acknowledged the children of domestic violence and explained that their artwork was used in this
evening's presentation.
Chief Haynes explained that in 2007 the Tukwila Police Department participated in a review of community
efforts to evaluate the City's response to children impacted by domestic violence. The partnering
agencies are the City of Tukwila, Tukwila Police Department, Tukwila School District, South King County
Community Network, YWCA, Domestic Abuse Women's Network (D.A.W.N.), and several faith based
groups within the community. He acknowledged several members in the audience from those
organizations.
Historically domestic violence was viewed as a family problem and was ignored by the community and
law enforcement. Over the last 30 years, domestic violence awareness in our society is an issue that has
been steadily evolving. Legislation across the country now classifies domestic violence as a criminal
offense. Currently, a police response to domestic violence calls includes determining if a domestic
violence offense occurred during the incident, identifying the victim, the abuser, and making a mandatory
arrest of the abuser.

Chief Haynes utilized a PowerPoint presentation on the following:
Tukwila's Research
Tukwila Police Department averages 720 domestic violence calls annually.
There are an estimated 1.3 million domestic violence victims nationally per year.
Most incidents are never reported to officials.
Children who are present at the scene of an incident often fade into the background.
Children who witness domestic violence are:
6 times more likely to commit suicide;
24 time more likely to become a victim of abuse or assault;
60 times more likely to end up in the juvenile justice system; and
1,000 times more likely to become abusers themselves.
63% of American males between the ages of 11 and 20 who are incarcerated for homicide were
convicted of an offense involving the killing of their mother's batterer.

Education expert community training on building resiliency in children impacted by domestic
violence and the development of specialized training for the Police Department
Chief Haynes explained that while the video is difficult to watch, the content of the video is a reality. He
paused to allow any audience members who so desired to leave the Council Chambers prior to the start
of the video presentation.
The Councilmembers thanked Chief Haynes and the guests for the presentation.
CITIZEN COMMENTS
Tim Iszley, 10116 Rainier Avenue South, Seattle, explained that he works at the Riverside Casino. He
and the others in the audience who came to discuss the gambling issue will address the Council when
this item appears on the Council agenda on January 24, 2011.
SPECIAL ISSUES
a. A resolution waiving the bidding requirements for the purchase and installation of the Rain Bird
variable frequency 800 GPM golf pump station control panel.
Councilmember Hernandez indicated this item was discussed at the Community Affairs and Parks
Committee meeting on December 13, 2010. The committee members were unanimous in recommending
approval.
Robert Eaton, Parks and Recreation Project Coordinator, explained that the current irrigation pump
station at the Foster Golf Course is 20 years old, and the equipment has reached its life expectancy and
is beginning to fail. The Rain Bird Pump Station. Control Panel is the only system that will operate and
communicate with the Foster Golf Links' current automated irrigation system, and Horizon is the only
authorized distributor of this panel and equipment in the Pacific Northwest Region. The Council is being
asked to approve the resolution waiving the bidding requirements and authorize the sole source purchase
from Horizon in the amount of $63,283.34.

b. A resolution establishing Council legislative priorities.
The legislative priorities information is intended to be utilized as a tool for Councilmembers when they
meet with State Legislators in Olympia in February 2011.
Kimberly Matej, Council Analyst, stated the draft resolution contains new language that identifies the
State Legislative Agenda as a list of priority items and does not preclude the Council from opposing or
supporting additional items that may arise during the session. She explained that because of the input
from staff, additional legislative items have been reviewed and were supported by the Council in the past.
The Councilmembers reviewed the proposed legislative priorities agenda, and requested that staff
remove the reference to the SEPA exemption threshold from the 2011 legislative agenda.

c. Council housekeeping items.
Council President Ekberg requested a discussion of Council representation on regional, state, and

The Council discussed and agreed with the above list of representatives.
Joint Fire Exploratory Committee: Council President Ekberg announced the committee members will
be Councilmember Quinn, Council President Ekberg, and Councilmember Robertson, who will chair the
committee.
Council Retreat: Council President Ekberg reviewed a draft agenda for the annual Council retreat and
asked the Council to provide any suggestions for additions to the agenda by forwarding them to the
Council Analyst. The Council retreat will be held at the Phoenix Inn, February 25 27, 2011, in Olympia,
Washington.
REPORTS
a. Mayor
Mayor Haggerton attended the 2011 Legislative Coalition Breakfast on January 7, 2011. He announced
that Planning Commissioner George Malina has submitted his letter of resignation after 19 years of
service to the City. There is a plan to acknowledge Mr. Malina's service in the near future, and he will
provide more information to the Council at a later date. Mayor Haggerton also explained the National
Weather Service has issued a snow advisory for January 11, 2011.

b. City Council
Councilmember Duffie hosted the Council Coffee Chat on January 8, 2011.
Councilmember Hernandez attended the Equity and Diversity Commission meeting on January 6, 2011
and the Tukwila Historical Society gala planning committee meeting on January 8, 2011. She also
distributed several examples of legislative agendas from other organizations.
Councilmember Robertson attended the Somali community meeting on January 8, 2011.
Council President Ekberg attended the Somali community meeting on January 8, 2011.
Councilmember Seal attended the Suburban Cities Association (SCA) caucus orientation meeting on
January 5, 2011.
c. Staff
There was no report.
d. City Attorney
The City Attorney's presence is not required at Committee of the Whole meetings.
e. Intergovernmental
Kimberly Matej, Council Analyst, stated that Ordinance No. 2297, relating to the Revenue Generating
Regulatory License (RGRL), would be discussed at a future Finance and Safety Committee meeting.
MISCELLANEOUS
Council President Ekberg reviewed the citizen comment tracking form and asked that City Administration
update the form with current information, to include the status.
