DISPUTES REVIEW BOARD (DRB) QUALIFICATIONS
PROPOSALS DUE: Tuesday, March 1, 2011 by 5:00 p.m.
The City of Tukwila is seeking consultants to be considered for the Disputes Review Board member representing
the City of Tukwila on the federally- funded Tukwila Urban Access Improvement Project (Klickitat). This project
will reconstruct approximately 2,500 lineal feet of street improvements on portions of Southcenter Parkway
(SCP), Strander Boulevard and Klickitat Drive, to provide for a concrete slab bridge, solider pile and structural
earth retaining walls, a southbound underpass on SCP, reconstruction of 1 -5 off ramps, curbs, gutters, sidewalks,
traffic signals, illumination, stormwater facilities, water main and services, landscaping, irrigation, asphalt paving
and related appurtenances.
The DRB member selected by the City shall be available for scheduled status meetings and dispute resolution
meetings as necessary during the duration of the construction contract, which is currently projected to be from
March to November of 2011. Pursuant to state and federal regulations, a qualification -based selection process
will be used to select a consultant for this project using the following criteria to evaluate and rank responses:
1. Qualifications and relevant experience of proposed DRB member.
2. References /Past Performances.
3. Cover letter and resume.
Consultants are invited to submit a proposal based on the above criteria. The City assumes no obligations or
expenses incurred by any respondent to this solicitation. Submittals are limited to a maximum of five (5) sheets
single sided (one side of 8.5 "xl 1" paper only), typed with no less than 12 point.
Proposals shall meet the following requirements or will be deemed non- responsive and not eligible for
consideration:
Statement committing individual to the Tukwila Urban Access Improvement Project (Klickitat).
Complete evaluation criteria for the 3 items listed above.
Complete submittal package meeting page limitation and font size requirement.
Materials submitted in response shall become the property of the City of Tukwila and will not be returned. All
submittals will remain confidential until the City and the successful Consultant sign the agreement resulting from
this advertisement. All submittals are deemed public records as defined in the Revised Code of Washington
(RCW) 42.17.250 to 42.250.340.
Faxed or e- mailed submittals will not be accepted. Three (3) copies of submittals, whether mailed or hand
delivered, must arrive at the following address no later than 5:00 p.m. on March 1, 2011. No submittal will
be accented after this date and time. The City will not be liable for delays in delivery of proposals due to handling
by the US Postal Service or any other type of delivery service. Any questions regarding the submittal process

The Recipient, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to
2000d -4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the
Secretary, Part 21, Nondiscrimination in Federally- assisted programs of the Department of Transportation issued
pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23 will be afforded
full opportunity to submit bids in response to this invitation, and will not be discriminated against on the grounds
of race, color, sexual orientation, sexual preference, national origin, or sex in consideration for an award.
