Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). Upon review we have identified some revisions required in order for the unit to meet building and planning standards. First, the square footage of the unit must be reduced to one third of the area of the principal residence which is 2,247 square feet per your drawings. This means that the accessory unit can be at most 749 square feet All areas accessible directly from the unit including storage areas and hallways should be included in calculations of the area of the unit. Your latest submission shows the areas accessible to the unit to have a total square footage of 1,141. Second, the smaller bedroom does not meet the Uniform Building Code dimension or area standards given in Robert Benedicto's letter to you of April23, 1996. This states that habitable rooms shall not be less than 70 square feet in area and shall not be less than 7 feet in any dimension. Permit application # B96 -0103. o Although some portion of this "rental unit " was developed under the building permit for the original dwelling, we have no record of this revision to the approved plans for the residence. Consequently, we must proceed as though this revision is being proposed under this permit application. This being the case, a proposed and approved revision to the dwelling (which would create this rental unit) would include detailed reference to requirements listed as follows: 1. U.B.C. 310.4 ... Basements in dwelling units and every sleeping room below the fourth story shall have at least one operable window or door approved for emergency escape or rescue which shall open directly into a public street, public alley, yard or exit court. The emergency door or window shall be operable from the inside to provide a full, clear opening without the use of separate tools. Escape or rescue windows shall have a minimum net clear openable area of 5.7 square feet. The minimum net clear openable height dimension shall be 24 inches. The minimum net clear openable width dimension shall be 20 inches. When windows are provided as a means of escape or rescue, they shall have a finished sill height not more than 44- inches above the floor. 2. U.B.C. 310.1 Habitable space shall have a ceiling height of not less than 7' -6 ", except for (in this case) the bathroom which may have a ceiling height of 7' -0 ". 3. U.B.C. 3106.2 & 310.6.3 ... habitable rooms except kitchens shall have an area of not less than 70 square feet. Habitable rooms other than a kitchen shall not be less than 7 feet in any dimension. 4. U.B.C. 310.9.1.4 ... Smoke detectors shall be installed in each sleeping room and at a point centrally located in the corridor or area giving access to each separate sleeping area. John W. Dwelling units shall be provided with heating facilities capable of maintaining a room temperature of 70 degrees F. at a point 3 -feet above the floor in all habitable rooms. A heating plan showing the method of heating, and control is necessary to confirm this requirement. 6. V.I.A.Q. CODE: Source specific and whole house ventilation is required for the developed living unit. The following exhaust fans (ducted to the exterior) are the minimum required : 50 cfm. at bathroom, and 100 cfm. for range. Point of discharge shall be at least 3 feet from any opening which allows air entry into occupied portions of the building. 7. T.M.C. 16.04.220 The (only) entrance door to the proposed dwelling unit is an existing 6' sliding glass door. The Tukwila Municipal Code (herein referenced) requires the following: Entrance doors to individual housing units shall be without glass openings and shall be capable of resisting forcible entry equal to a wood, solid core door, 1 -3/4" thick.... Every entrance door to an individual housing unit shall have a keyed, single - cylinder, 1 -inch deadbolt lock. The lock shall be so constructed that the deadbolt lock may be opened from inside without use of a key. 8. U.B.C. 1203.2 ... habitable rooms within a dwelling unit shall be provided with natural light by means of exterior glazed openings with an area not less than one tenth of the floor area of such rooms with a minimum of 10 square feet. In addition, habitable rooms within a dwelling unit shall be provided with natural ventilation by means of openable exterior openings with an area of not less than one twentieth of the floor area of such rooms with minimum of 5 square feet. Note: Requirement number 8, for natural light and ventilation should be considered with the provisions of requirement number 7 since modification to the entry door would eliminate existing glazing which is a part of the natural lighting for the Living/Dining Room. Please review the listed requirements and detail on a floor plan of the proposed rental unit All requirements must be addressed and /or responses made on the plan so as to reflect a record document that can be referred to in a letter of approval for your accessory living unit. This plan should also indicate all lighting and controls that have been installed but were not indicated on the construction documents of the original dwelling. That sort of letter doesn't work for him, so... He will be contacting you to find out what he needs to do to obtain a permit. I also told him he should demonstrate he has appropriate electrical and plumbing permits. He brushed that aside saying he roughed those in with the construction of the house. I'll leave it up to Building Division to determine if those permits are adequate.
