Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. Spencer, PW Development Engineer Date: May 8, 1996 The subject project was reviewed at the May 1st Public Works plan review meeting. The only comment was that the disposition of the drainage from the proposed room addition roof be checked. The PW Surface Water Engineer and I made a field trip to this site after the review meeting to check field conditions. The proposed 120 square foot dining room addition is under the treshold requirement for drainage review (K.C.S.W.D.M.). The property owner said no drainage problems exist. It was observed that the addition will be placed in a low area of side yard. This being the case, no Public Works permits are required for this development. The review indicates that it will be necessary to provide additional information to the construction documents to show compliance with Tukwila Ordinances. The following list of requirements need to be noted or detailed on the plans. In the case of the energy code requirements two options are listed that are evident from the details that were submitted. Other methods of compliance are available and may be proposed by the designer. /oundation plates or sills shall be bolted to the foundation or foundation wall with not less than 1/2 - inch nominal diameter steel bolts embedded at least 7- inches into the concrete or masonry and spaced not more than 6 feet apart. There shall be a minimum of two bolts per piece with one bolt located within 12- inches of each end of each piece. A properly sized nut and washer shall be tightened on each bolt to plate. UBC 1806.6 A ground cover of six mil black polyethylene or approved equal shall be laid over the ground within crawl spaces. 'The ground cover shall be overlapped 12- inches minimum at the joints and shall extend to the foundation wall. WSEC 502.1.6.7 X The underfloor area must be accessible from the existing crawl space area or a new crawlspace access opening must be provided. New crawlspace access shall be a minimum 18 x 24 inch opening unobstructed by pipes ducts and similar construction. All under floor access openings shall be effectively screened or covered. UBC 2317.3 ‘ 4. Under -floor areas shall be ventilated by an approved mechanical means or by openings into the under floor area walls. Such openings shall have a net area of not less than 1 square foot for each 150 square feet of under floor area. Openings shall be located as close to corners as practical and shall provide cross ventilation. The required area of such openings shall be approximately equally distributed along the length of at least two opposite sides. This represents 40 sf of glazing which in turn represents approximately 33 % glazing to floor area ratio. This exceeds the limitations prescribed for climate zone I. for electric resistance* heating (confirmed with owner 4/25/96 *). Consequently, there are two alternatives for meeting the requirements of the energy code, as follows: I. Reduce the total area of glazing to 30% of proposed floor area. Install R -19 cavity insulation plus R -5 foam sheathing insulation at walls. Install R -30 insulation between floor joists. Install R -30 insulation w/ vapor retarder facing at (single rafter) ceiling. Specify maximum U -value for windows of 0.35. II. Leave window sizes and number as proposed.
