APPLICATION SUBMITTAL In order to ensure that your application is accepted for plan review, please make sure to fill out the
application completely and follow the plan submittal checklist on the reverse side of this form. Handouts are available at
the Building counter which provide more detailed information on application and plan submittal requirements.
Application and plans must be complete in order to be accepted for plan review.
VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of
Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting
application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is
subject to possible revision by the Building Division to comply with current fee schedules.
BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor
licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this
permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall
expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition).
No application shall be extended more than once.

1106.5 Protruding objects. Protruding objects shall
not reduce the clear width of an accessible route of
travel or maneuvering space. Any wall- or post -
mounted object with its leading edge between 27
inches (685 mm) and 79 inches (2007 mm) above the
floor may project not more than 4 inches (102 mm)
into a route of travel, corridor, passageway, or aisle.
Any wall- or post- mounted projection greater than 4
inches (102 mm) shall extend to the floor.

1106.10 Doors.
1106.10.1 General. Doors required to be accessible
shall comply with Section 1004 and with provisions of
this section. For the purpose of this section, gates
shall be considered to be doors. An accessible gate
or door shall be provided adjacent to any turnstile or
revolving door. Where doorways have two
independently operated door leaves, then at least one
emo leaf shall comply with this section.
1106.10.2 Clear width. Doors shall be capable of
being opened so that the clear width of the opening is
not less than 32 inches (815 mm).
EXCEPTION: Doors not requiring full user passage,
such as shallow closets, may have a clear opening of not
less than 20 inches (510 mm).
1106.10.3 Maneuvering clearances at doors.
Except as provided in Section 1106.27, all doors shall
have minimum maneuvering clearances as follows:
1. For a forward approach, where a door must be
pulled to be opened, an unobstructed floor space
shall extend at least 18 inches (455 mm) beyond the
strike jamb and extend at least 60 inches (1525 mm)
perpendicular to the doorway.
2. For a forward approach, where a door must be
pushed to be opened and is equipped with a closer
and a latch, an unobstructed floor space shall extend
at least 12 inches (305 mm) beyond the strike jamb
and extend at least 48 inches (1220 mm)
perpendicular to the doorway.
3. For a forward approach, where a door must be
pushed to be opened and is not equipped with a
closer and a latch, an unobstructed floor space shall

door, an unobstructed floor space shall extend at least
24 inches (610 mm) beyond the latch side of the door,
and at least 42 inches (1065 mm) perpendicular to the
doorway.
14. Where two doors are in series, the minimum
distance between two hinged or pivoted doors shall be
48 inches (1220 mm), in addition to any area needed
for door swing. Doors in series shall swing either in the
same direction, or away from the space between the
doors.
15. All doors in alcoves shall comply with the
requirements of a forward approach.
1106.10.4 Thresholds at doors. Thresholds at doors
shall comply with Section 1106.6.
EXCEPTION: In dwelling units, exterior doors other than
the accessible entrance to a dwelling unit may be sliding doors
with thresholds not exceeding 3/4 inch (19 mm).
1106.10.5 Automatic and power- assisted doors.
Door closers or power operators shall be operable as
required by Sec. 1004.8.
EXCEPTION: Floor pad or electric eye actuated power
operators.
All power - operated doors shall remain in the fully
open position for not less than 6 seconds before
closing. Touch switches shall be mounted 36 inches
(915 mm) above the floor and not less than 18 inches
(455 mm), nor more than 36 inches (915 mm),
horizontally from the nearest point of travel of the
moving door. Other power - operated doors must be
actuated from a location not less than 36 inches (915
mm) from the nearest point of travel of the moving
door. Power - operated doors shall automatically
reopen [sicj when they encounter an obstruction other
than the strike jamb.
1106.10.6 Door Closers. Where provided, door
closers shall be adjusted to close from an open
position of 70 degrees to a point 3 inches (76 mm)
from the latch, in not less than 3 seconds, when
measured to the leading edge of the door.
1106.10.7 Vision Panels. Where a door contains one
or more vision panels, the bottom of the glass of at
least one panel, shall be not more than 40 inches
(1015 mm) above the floor.

ACCESSIBILITY DESIGN FOR ALL
CORRIDORS AND EXTERIOR EXIT BALCONIES
Corridors and exit balconies must provide an unob-
t,tructed, hazard -free, accessible route of travel. While
this route has a minimum width of 36 inches and a
Minimum height of 79 inches, it does not completely
moot the needs of porsons with sight disabilities or
persons using walking aids. Such persons are
disoriented by weaving pathways. Although it is
possible to provide compliance with a path which zig-
ngs around both fixed and movable obstructions, the
Unobstructed space should flow smoothly through a
col ridor.
(here are several conditions where corridors no wid-
or than 36 inches are allowed; however, the wheel-
chair cannot chango directions, turn around, or be
pnssod by other persons in wheelchairs, in a width
tau than 60 inches. Since it may not be feasible
to construct the corridor of a constant 60 -inch width,
I for by -pass and turn - around must be
properly spaced. Most building corridors will have
natural intersections which allow for this; if they occur
IIiow than 100 feet apart, it is recommended that a
clear space of 60 inches x 60 inches be provided.
The regulations allow protruding objects; e.g., fire
extinguisher cabinets, telephone shelves, and drink-
ing fountains; to extend into the required width of a
corridor; however, it is important to note that the
accessible route of travel is not allowed to be re-
duced. This means, therefore, that protrusions are
allowed only in corridors which are wide enough to
permit the protrusion plus the 36 inch accessible
lout() (Cf Soc. 1106.5, Appendix A, p. 12).
A now provision in the 1992 regulations permits a
portion of an exterior exit balcony to be used as an
area for evacuation assistance (cf Sec. 1104.2.1,2,
Appendix A, P. 7).

The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. The total number of fire extinguishers required for
your establishment is calculated at one extinguisher for
each 3000 sq. ft. of area. The extinguisher(s) should be
of the "All Purpose" (2A, i08:C) dry chemical type. Travel
distance to any fire extinguisher must be 75' or less.
(NFPA 10, 3 -1.1)
Extinguishers shall he installed on the hangers or in
the brackets supplied, mounted in cabinets, or set on
shelves (NFPA 10, 1 -6.9), and shall be installed so
that the top of the extinguisher is not more than 5
feet above the floor. (NFPA 10, 1 -6.9)
Extinguishers shall be located so as to be in plain
view (if at all possible), or if not in plain view,
they shall be identified with a sign stating, "Fire
Extinguisher ", with an arrow pointing to the unit.
(NFPA 10, 1 -6.3) (UFC Standard 10 -1)
Clear access to fire extinguishers is required at all
times. They may not be hidden or obstructed. (NFPA
10, 1 -6.5)
Fire extinguishers require monthly and yearly
inspections. They must have a tag or label securely
attached that indicates the month and year that the
inspection was performed and shall identify the
company or person performing the service. (NFPA 10,

halon type fire extinguishers shall be emptied and
subjected to the applicable recharge procedures. (NFPA
10, 4 -4.1) If the required monthly and yearly
inspections of the fire extinguisher(s) are not
accomplished or the inspection tag is not completed, a
reputable fire extinguisher service company will be
required to conduct these required surveys. (NFPA
10A -4 -4)
Maintain fire extinguisher coverage throughout.
2. No point in a sprinklered building may be more than
200 feet from an exit, measured along the path of travel.
(UBC 1003.4)
3. Exit doors shall be openable from the inside without
the use of a key or any special knowledge or effort. Exit
doors shall not be locked, chained, bolted, barred, latched
or otherwise rendered unusable. All locking devices shall
be of an approved type. (UFC 1207.3)
Dead bolts are not allowed on auxiliary exit doors
unless the dead bolt is automatically retracted when
the door handle is engaged from inside the tenant
space.
Exit hardware and marking shall meet the requirements
of the Uniform Fire Code. (UFC 1207.1- 1212.8)
4. Maintain sprinkler coverage per N.F.P.A. 13.
Addition /relocation of walls, closets or partitions may
require relocating and /or adding sprinkler heads.
Sprinkler protection shall be extended to all areas
where required, including all enclosed areas, below
obstructions and under overhangs greater than four
feet wide. (NFPA 13 -4- 4.1.3,2.1)
5. All new sprinkler systems and all modifications to
existing sprinkler systems shall have fire department

modification. New sprinkler systems and all modifications
to sprinkler systems involving more than 50 heads shall
have the written approval of the W.S.R.B., Factory Mutual,
Industrial Risk Insurers, Kemper or any other
representative designated and /or recognized by The City of
Tukwila, prior to submittal to the Tukwila Fire Prevention
Bureau. No sprinkler work shall commence without approved
drawings. (City Ordinance #1742)
All sprinkler system plans, calculations and the
contractors Materials and Test Certificates submitted
to The Tukwila Fire Prevention Bureau must be stamped
with the appropriate level of competency seal. (WAC
212 -80)
6. Maintain hose station coverage per City Ordinance
#1742 and N.F.P.A. 14. Addition /relocation of walls or
partitions may require relocating and /or adding hose
stations.
An approved hose station requires plans review.

7. All electrical work and equipment shall conform
strictly to the standards of The National Electrical Code.
(NFPA 70)
8. When walls and ceilings are required to be of fire
resistive or noncombustible construction, interior finish
materials shall meet the requirements of Uniform Building
Code 803.
The maximum flame spread class of finish materials
used on interior walls and ceilings shall not exceed
that set forth in Table No. 8 -B of The Uniform
Building Code. (UBC 804.1)

Dear Mr. Schofield,

After an initial review of the subject project it has been determined that additional
information and /or corrections must be submitted to complete the plan review. Please
address the following comments.
1. Label all rooms and spaces for there applicable occupancy use per U.B.C. table
33 -A, office, storage, etc.
2. Provide additional dimensions on the plans for the proposed door sizes and the
minimum hall way width. The Clear width for doors is 32 inches per WAC 51 -10
Section 1106.10.2, hall ways is 36 inches.
3. The door to the existing restroom on the hall way side, must have an
unobstructed floor space extending at least 18 inches beyond the strike
jamb and extend at least 60 inches perpendicular to the doorway, WAC
Section 1106.10.3. Revise the plan to accommodate these dimensions.
4. Identify on the plans how minimum ventilation requirements will be provided to the
new rooms as required by WAC Chapter 51 -13 -302.
5. Provide a wall brace detail for new greater than 8 feet in length conforming
with U.B.C. Chapter 23.

1. I have made application for a building permit from the City of Tukwila, Washington.
2. I understand that state law requires that all building construction contractors be registered
with the State of Washington. The exceptions to this requirement are stated under Section
18.27.090 of the Revised Code of Washington, a copy of which is printed on the reverse side
of this Affidavit. I have read or am familiar with RCW 18.27.090.
3. I understand that prior to issuance of a building permit for work which is to be done by any
contractor, the City of Tukwila must verify either that the contractor is registered by the State
of Washington, or that one of the exemptions stated under RCW 18.27.090 applies.
4. In order to provide verification to the City of Tukwila of my compliance with this
requirement, I hereby attest that after reading the exemptions from the registration
requirement of RCW 18.27.090, I consider the work authorized under this building permit to
be exempt under No. , and will therefore not be performed by a registered •
contractor.
I understand that I may be waiving certain rights that I might otherwise have under state law in
any decision to engage an unregistered contractor to perform construction work.

18.27.090 Exemptions. This chL, shall not apply to:
1. An authorized representative of the United States
Government, the State of Washington, or any
incorporated city, town, county, township, irrigation
district, reclamation district, or other municipal or
political corporation or subdivision of this state;
2. Officers of a court when they are acting within the scope
of their office;
3. Public utilities operating under the regulations of the
utilities and transportation commission in construction,
maintenance, or development work incidental to their
own business;
4. Any construction, repair, or operation incidental to the
discovering or producing of petroleum or gas, or the
drilling, testing, abandoning, or other operation of any
petroleum or gas well or any surface or underground
mine or mineral deposit when performed by an owner or
lessee;
5. The sale or installation of any finished products,
materials, or articles of merchandise which are not
actually fabricated into and do not become a permanent
fixed part of a structure;
6. Any construction, alteration, improvement, or repair of
personal property, except this chapter shall apply to all
mobile/manufactured housing. A mobile /manufactured
home may be installed, set up, or repaired by the
registered or legal owner, by a contractor licensed under
this chapter, or by a mobile/manufactured home retail
dealer or manufacturer licensed under chapter 46.70
RCW;
7. Any construction, alteration, improvement, or repair
carried on within the limits and boundaries of any site or
reservation under the legal jurisdiction of the federal
government;
8. Any person who only furnished materials, supplies, or
equipment without fabricating them into, or consuming
them in the performance of, the work of the contractor;
9. Any work or operation on one undertaking or project by
one or more contracts, the aggregate contract price of
which for labor and materials and all other items is less
than $500, such work, or operations being considered as
of a casual, minor, or inconsequential nature. The
exemption prescribed in this subsection does not apply in
any instance wherein the work or construction is only a
part of a larger or major operation, whether undertaken
by the same or a different contractor, or in which a
division of the operation is made into contracts of
amounts less than $500 for the purpose of evasion of this
chapter or otherwise. The exemption prescribed in this
subsection does not apply to a person who advertises or
puts out any sign or card or other device which might
indicate to the public that he is a contractor, or that he is
qualified to engage in the business of contractor;
10. Any construction or operation incidental to the
construction and repair of irrigation and drainage ditches
of regularly constituted irrigation districts or reclamation
districts; or to farming, dairying, agriculture, viticulture,
horticulture, or stock or poultry raising; or to clearing or
other work upon land in rural districts for fire prevention
purposes; except when any of the above work is
performed by a registered contractor;
11. An owner who contracts for a project with a registered
contractor;
12. Any person working on his own property, whether
occupied by him or not, and any person working on his
residence, whether owned by him or not but this
exemption shall not apply to any person otherwise
covered by this chapter who constructs an improvement
on his own property with the intention and for the
purpose of selling the improved property;
13. Owners of commercial properties who use their own
employees to do maintenance, repair, and alteration work
in or upon their own properties;
14. A licensed architect or civil or professional engineer
acting solely in his professional capacity, an electrician
licensed under the laws of the state of Washington, or a
plumber licensed under the laws of the state of
Washington while operating within the boundaries of
such political subdivision. The exemption provided in
this subsection is applicable only when the licensee is
operating within the scope of his license;
15. Any person who engages in the activities herein
regulated as an employee contractor with
wages as his sole compensation;
16. Contractors on highway projects:who have been
prequalified as required by chapter 13 of the Laws of
1961, RCW 47.28.070 svitli.the department of
transportation to perform highway construction,
reconstruction, or maintenance work.
