APPLICATION SUBMITTAL In order to ensure that your application is accepted for plan review, please make sure to fill out the
application completely and follow the plan submittal checklist on the reverse side of this form. Handouts are available at
the Building counter which provide more detailed information on application and plan submittal requirements.
Application and plans must be complete in order to be accepted for plan review.
VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of
Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting
application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is
subject to possible revision by the Building Division to comply with current fee schedules.
BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered archltectlengineer, or contractor
licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this
permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall
expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition).
No application shall be extended more than once.

EXISTING CONDITIONS
The site is a junior high school and school district administration office complex. It is currently under
construction with an extensive remodel project, site improvements as well as some new construction.
There is an existing storm detention system on the site that was designed by Whitacre Engineers.
Because some of the pavement area and existing portables are to be removed, the storm study for the
school remodel project showed a net decrease in impervious surface area of 8,476 square feet. The
detention system was therefore not changed for the remodel project.
PROPOSED DEVELOPMENT
One of the temporary portables now in use on the site will be moved near the administration building to
be used for overflow office space. Detention is not proposed because the new construction will generate
less than 5,000 square feet of impervious surface. It should also be noted that there will still be a slight
decrease in impervious area from when the detention system was installed.
The downstream analysis was performed when the temporary portables were installed in 1995 and a copy
is included with this report.

Downstream System
On May 31, 1995 the downstream drainage system was investigated by our office and by
personnel from the Public Works Department. The objective was to determine if the site contributed
runoff to the Mechling property ( located at 14011 Macadam Road S. ) currently experiencing drainage
problems. The weather was hot, dry and sunny.
Storm water from the building area, detention, system and portable area discharges over a steep
slope which briefly crosses an adjoining undeveloped property as shown on the downstream map prepared
by SVR. Storm flow reaches a ditch along Macadam Road. Runoff then flows southeast in the roadside
ditch to a culvert under Macadam. •
The Mechling property is north of the drainage channel receiving runoff from the school site and
will not be impacted by the proposed project. The drainage from the portion of the site proposed to be
developed under this permit does not reach the Mechling property.
No signs of erosion or overtopping were evident.

2 -5.4.2 ANCHORING EQUIPMENT - Anchoring equipment, when Installed. shall be capable of resisting
an allowable working load equal to or exceeding 3,150 lbs. (1,429 kg.) and shall be capable of
withstanding a 50% overload (4,725 lbs. or 2,143 kg. total) without failure of either the anchoring
equipment or the attachment point on the manufactured home. When the stabilizing system is
designed by a qualified Registered Professional Engineer or Architect, alternative working loads
may be used provided the anchoring equipment is capable of withstanding a 50% overload. All
anchoring equipment shall be listed or labeled as being capable of meeting all the requirements
of this section.
NOTE: In the absence of the enforcement of "listing and labeling," it is recommended by leading
manufacturers that traceability can be suitably achieved through indelibly marking the steel
strapping every twelve inches. This Identification should bear the manufacturer's name and the
specification to which it complies.
2.5.4.8 TIES - Strapping or other approved methods or material shall be used for ties. All ties shall be
fastened to ground anchors and drawn tight with tumbuckles or other adjustable tensioning
devices supplied with the ground anchor.
(a) Tie material shall tie capable of resisting an allowable working load of 3,150 lbs. (1,429 kg.)
with no more than 2% enlongation and shall withstand a 50% overload (4,725 lbs. or 2,143 kg.
total). Ties shall comply with the weathering requirements of 2 - 5.4.16
(b) Ties shall connect the ground anchor and the main structural steel frame (I -beam or other
Shape) which runs lengthwise under the manufactured home. Ties shall not connect to steel
outrigger beams which fasten to and intersect the main structural frame unless specifically
stated in the manufacturer's installation instructions.
2-5.4.16 RESISTANCE TO WEATHERING DETERIORATION - All anchoring equipment exposed to
weathering shall have a resistance to weather deterioration at least equivalent to that provided
by a coating of zinc on steel of not less than .0625 oz. /sq. ft. (0.19 kg. /sq. meter) on each side
of the surface coated, as determined by ASTM STANDARD METHOD OF TESTING FOR
WEIGHT OF COATING FOR ZINC COATED (GALVANIZED) IRON OR STEEL. ARTICLES
(ASTM A90 -69).
NOTE: Slit or cut edges of zinc coated steel strapping do not need to be zinc coated.

I. Drive Machine Installations:
Attach the drive machine adapter head to the tensioning device that is In direct alignment with
the anchor shaft. Position the helix -end of the anchor on the soil at a slight angle under the ex-
terior side of the home. This will prevent the anchor from hindering future skirting installa-
tions. Activate the drive machine and exercise control in maintaining full penetration of the an-
chor.

II. Manual installations:
1. Using a post hole digger, develop a hole approximately 24" deep in the proper
position which is directly under the overhead strap and slightly underneath the
home so as to allow adequate room for future skirting installations.
2. Insert the anchor; position a piece of pipe through the head for additional
leverage, and rotate with downward pressure in a clockwise direction encourag-
ing it's final penetration.
3. When the anchor has been installed to it's full depth, repack the earth 6" at a
time, Saturating and compacting with each 6" increment will maximize your im-
mediate holding capacity.
IIl.Strap Tensioning Instructions:

Insert the tension bolt into the
anchor head and loosely attach
the hex nut.
Place the strap end through the
slotted shank of the tension
bolt and bring fiushly to the op-
posite side of the shank.

Once tensioned to the
point that counter-
clockwise resistance
appears, a 5/8" open -
end wrench should be
used to hold the square
neck while reposition-
ing the 15116" tension-
ing wrench which will
enable continued and
final tensioning. Repeat
as required.
WARNING: Carefully Inspect each anchoring location for hazardous
local utility companies or building authorities as Is necessary.
Bend the strap at 90 degrees
and with the use of a 15116"
socket or open -end wrench,
rotate In a clockwise manner
wrapping the strap around the
shank of the tension bolt.
Once fully tensioned;
align the square neck of
the bolt with the square
recess in the anchor
head and tighten the
hex nut. This will draw
the two together and
lock the system into it's
final position.

Insert the tension bolt into the
anchor head and loosely attach
the hex nut.

Dear Sir:
The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. Exit doors shall be openable from the inside without
the use of a key or any special knowledge or effort. Exit
doors shall not be locked, chained, bolted, barred, latched
or otherwise rendered unusable. All locking devices shall
be of an approved type. (UFC 1207.3)
Dead bolts are not allowed on auxiliary exit doors
unless the dead bolt is automatically retracted when
the door handle is engaged from inside the tenant
space.
Exit hardware and marking shall meet the requirements
of the Uniform Fire Code. (UFC 1207.1-1212.8)
2. A fire alarm system is required for this project. The
fire alarm system shall meet the requirements of N.F.P.A.
72 and City Ordinance #1742.
Maintain automatic fire detector coverage per N.F.P.A.
72. Addition /relocation of walls, closets or
partitions may require relocating and /or adding
automatic fire detectors.

3. All electrical work and equipment shall conform
strictly to the standards of The National Electrical Code.
(NFPA 70)
4. Every building shall be accessible to Fire Department
apparatus by way of access roadways with all- weather
driving surface of not less than 20' wide and 13'G"
vertical clearance. Access roads in excess of 150' shall
be provided with an approved turn- around area. Access
shall be within 150' of all portions of the buildings. (UFC
902.2.2.1, UFC 902.2.1)
Tukwila City Ordinance #1741 provides that the
required width of any fire apparatus road (fire lane)
shall not be obstructed in any manner, including the
parking of vehicles. Minimum required widths and
clearances shall be maintained at all times.
This review limited to speculative tenant space only -
special fire permits may be necessary depending on
detailed description of intended use.

The City and South Central School District have a working agreement regarding the waiving of
fees for the joint use 'of facilities. In addition, the City and the District have a mutual interest
in the appropriate and careful utilization of public funds, especially in that the constituency for
both entities is largely the same.
In light of this, it has been determined to be in the best interests of the public to waive permitting
fees for the relocation of three portable buildings on District property. This memorandum shall
serve as authorization to you to waive those fees. That authorization is granted specifically by
Mayor Rants.
Additionally, I will be developing an interlocal agreement regarding the future treatment of
permitting fees relating to activities of the District. We will likely limit any fee collection to
actual dollar costs to the City due to external plan review.

GENERAL NOTES
Contractor shall be responsible for removing and restoring to original condition any fencing,
playground equipment, paving, sidewalk, landscaping, etc. as necessary to move portables into
place and hook up utilities.
Contractor shall provide and install handicap accessible romps to meet AHJ requirements. Romps shall
have a smooth transition to sidewalks with an elevation differential of less than I /2" and shall
meet all applicable code requirements.
DRAINAGE NOTES
6. All workmanship shall be in compliance with the latest edition of the Washington Slate
Department of Transportation Standard Specifications, City of Tukwila codes. Val -Vue Sewer
District Standards and Water District #125 standards as applicable.
FILTER FABRIC FENCE NOTES
I. The filter fabric shall be purchased in a continuous roll cut to the length of the barrier to avoid
e of joints.
2. The fence posts shall be spaced when joints are necessary, filter cloth shall be spliced together
only at a support post. with a minimum 6" overlap, and both ends securely fastened to the post.
A maximum of 6 R. apart and driven securely into the ground (minimum of 30 ").
3. A trench shall be excavated, roughly 8" wide and 12" deep. upslope and adjacent to the wood post
to allow the filter fabric to be buried.
When standard strength filter fabric is used, a wire mesh support fence shall be fastened securely
to the upslope side of the posts using heavy -duty wire staples at least I" long, tie wires or hog
rings. The wire shall extend into the trench a minimum of 4" and shall not extend more than 36"
above the original ground surface.
5. The standard strength filter fabric shall be stapled or wired to the fence, and 20" of the fabric shall
be extended into the trench. The fabric shall not extend more than 36" above the original ground
surface
6. When extra- strength filter fabric and closer post spacing are used, the wire mesh support fence
may be eliminated. In such a case, the filter fabric is stapled or wired directly to the posts.
7. The trench shall be backflled with 3/4" min. diameter washed gravel.
.8. filter fabric fences shall be removed with they have served their useful purpose, but not before
the slope area has been permanently stabilized.
9. • Filter fences shall be-inspected immediately after each rainfall and at least daily during prolonged
rainfall. Any required repairs shall be made immediately.
EROSION/SEDIMENTATION CONTROL NOTES
I. Approval of this erosion /sedimentation control (ESC) plan data not constitute an approval of
permanent road or drainage design.
,2. The implementation of these ESC plans and the construction. maintenance, replacement and
upgrading of these ESC facilities is the responsibility of the contractor until all construction is
approved.
3. The boundaries of the clearing limits shown on this plan shall be clearly Bagged in the field prior
to construction. During the construction period, no disturbance beyond the flagged clearing limits
shall be permitted. The flagging shall be maintained by the contractor for the duration of
construction.
•
The ESC facilities shown on this plan must be constructed in conjunction with all clearing and
grading activities, and in such a manner as to insure that sediment laden water does not enter the
drainage system or violate applicable water standards.
The ESC Meilities shown on this plan are them requ m
ireents for anticipated site
conditions. During the construction period. these ESC facilities shall be upgraded (e.g. additional
sumps. relocation of ditches and sill fences, etc.) as needed for unexpected storm events.
The ESC facilities shall he inspected daily by the applicanticontractor and maintained as necessary
to ensure their continued functioning.
Any area stripped of vegetation, including roadway embankments, where no further work is
anticipated for a period of 15 days. shall be immediately stabilized with the approved ESC
methods lc.g. seeding, mulching, netting, erosion blankets, etc.).
Ally area needing ESC measure, not requiring immediate attention, shall be addressed within
fifteen (I5) days.
9. The ESC facilities on inactive sites shall be inspected and maintained a minimum once a month
or within 48 (tours following a storm event.
IS. At no time shall more than one foot of sediment be allowed to accumulate within a catch basin
All catch basins and conveyance lines shall be cleaned prior to paving. The cleaning operation
shall not flush sediment laden water into the downstream system.
12. During the time period of November I through March 31, all project disturbed areas greater than
5,000 square feet that one to be left unworked for more than 12 hours shall be covered by one of
the following cover measures mulch, sodding or plastic covering.
14. Where seeding for temporary erosion control is required, fast germinating grasses shall be applied
at an appropriate rate (e.g. annual or perennial rye applied at approximately 80 pounds per acrel.
15. Where straw mulch for temporary erosion control is required, it shall be applied at a minimum
thickness of two inches.
I. - Al pipe and appurtenances shall be laid nn a properly prepared foundation in accordance with
WSDOT 7- 02.3(1). This shall include levelling and compacting the trench bottom. the tap of the
foundation material. and any required pipe bedding, to a uniform grade so that the entire pipe is
supported by a uniformly dense unyielding base.

7.03).
All drainage structures, such as catch basins and manholes. not located within a travelled roadway
or sidewalk, shall have solid locking lids. All drainage structures associated with a permanent
retention /detention facility shall have solid locking lids (KCRS 7.03).
CONSTRUCTION SEQUENCE
I. Arrange and attend pre - construction conference.
Contractor to establish building location and clearing limit; for approval prior to clearing and
grading
Install filter fabric fence and straw bales per plan.
4.
Remove existing pavement, surface features and miscellaneous items as noted and rough grade.
5.
Install utilities and portables.
6. Temporarily seed areas that would be exposed more than 12 days.
7. Final grade landscape areas. pathways and parking area. pave per plan.
R. Restore remaining disturbed areas, reseed grass areas.
9. Clean storm drain system. Do not flush.
10. Remove remaining temporary erosion/sedimentation control after site has been stabilized and site
inspector has approved the removal.
NOTE:
G. ALL STAIRS ON THE BACKS OF THE PORTABLES SHALL BE MODIFIED
AS NECESSARY AND RELOCATED WITH PORTABLES.
