APPLICATION SUBMITTAL In order to ensure that your application is accepted for plan review, please make sure to fill out the
application completely and follow the plan submittal checklist on the reverse side of this form. Handouts are available at
the Building counter which provide more detailed information on application and plan submittal requirements.
Application and plans must be complete in order to be accepted for plan review.
VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of
Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting
application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is
subject to possible revision by the Building Division to comply with current fee schedules.
BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor
licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this
permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall
expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition).
No application shall be extended more than once.

Permit Conditions:
I. Temporary erosion control measures :hall be implemented as
the first order of business to prevent sedimentation off -
site or into ex.isting.,torm drainage facilities.
2. No changes will be made to the plans unless approved by the
Architect or Engineer and the Tukwila Building Division.
3. Plumbing permits shall be obtained through the Seattle -1 sing
County Department of Public Health. Plumbing will be
inspected by that agency, including all gas piping
(296- 4722):
4. Electrical permits shall be obtained through the Washington
State.Division•of Labor and Industries and all electrical
work 011 be inspected by. that agency (248 -6630) .
5. All permits, inspection. record., and approved plans shall be
available at the job site prior to the start of any con -
strtuc:tion. These documents are to be maintained and avail-
able until final inspection approval is granted.
6. Any,new ceiling grid and light fixture installation is,
required to meet lateral 'bracing requirements for Seismic
Zone 3.
7. A1'I..str•uctural concrete shall be special inspected (UBC
Sec: 306(a)1).
8. Partition "walls attached to coil ing grid must be laterally
braced if over eight (8) • feet ' in length.
9. All. structirral welding shall be done . by W.A.B.O. certified.
welders and special inspected (UBC'- Sec. 306(a)5) .
10. The special inspector shall submit a final signed report
stating whether the work requiring special inspection was,
to the best of the inspector's knowledge, in conformance
w i t h approved plans and specifications and the a p p l i c a b l e
workmanship provisions of the UBC.
11. When special inspection is required either the owner,
architect or engineer shall notify the Tukwila Building
Division of appointment of the inspection agencies prior to
the first building inspection. . .Copies of all special
inspection repor be submitted to the Building
Division in a timely manner. Reports shall contain address,
project name, permit number and type of inspection being
performed.
12. Any exposed insulations hacking material shall have a Flame
Spread Rating of 25 or less, and material shall bear identi-
fication showing the fire performance rating thereof.
13. All construction to be done in conformance with approved
plans and requirements of the Uniform Building Code (1994
Edition) as amended, Uniform Mechanical Code (1994 Edition),
and Washington State Energy Code (1994 Edition).
1 4 . Validity of Permit. The issuance of a permit or approval of
plans, specifications, and computations shall not be con-
strued to be a permit for, or an approval of, any violation
of any of the provisions of the b u i l d i n g code or of any
other ordinance of the jurisdiction. No permit presuming to
give author ~ity to violate or cancel the provisions of this
code shall be valid.

Re: Goodyear Tire Center 405 Baker Blvd Tukwila
King County Industrial Waste will accept discharge often gallons per day from the washing of
tires at the Tukwila Goodyear facility. It is our understanding that the material being washed
off the tires with tap water is Spraylat Corporation Spraylat ZR-5576. The material safety data
sheet for this product was submitted to King County Industrial Waste on June 25, 1996 by Mr.
Al Robertson of Kidder Mathews & Segner, Inc.
The formal requirements and fees of a full wastewater permit or discharge authorization will not
be required for the Goodyear site as long as the company maintains compliance and does not
change the nature and volume of their discharge. Changes to, or additions at, this facility may
cause us to reassess this decision and require that Goodyear obtain a formal wastewater
discharge permit. If there is a change the type and quantities of substances discharged,
Goodyear may be required submit a waste discharge permit application to King County. State
law requires that application for a permit be made a minimum of sixty (60) days beforc starting a
new discharge. Therefore, to avoid delays, Goodyear must time any such submittal
accordingly.
King County Industrial Waste staff want to help businesses stay in compliance with our
regulations. If at any time you have questions about this authorization, or other questions about
discharges to the sanitary sewer, please do not hesitate to call me at 689 -3004.

The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. Maintain sprinkler coverage per N.F.P.A. 13.
Addition /relocation of walls, closets or partitions may
require relocating and /or adding sprinkler heads.
All new sprinkler systems and all modifications to
existing sprinkler systems shall have fire department
review and approval of drawings prior to installation
or modification. New sprinkler systems and all
modifications to sprinkler systems involving more than
50 heads shall have the written approval of the
W.S.R.B., Factory Mutual, Industrial Risk Insurers,
Kemper or any other representative designated and /or
recognized by The City of Tukwila, prior to submittal
to the Tukwila Fire Prevention Bureau. No sprinkler
work shall commence without approved drawings. (City
Ordinance #1742)
Sprinkler protection shall be extended to all areas
where required, including all enclosed areas, below
obstructions and under overhangs greater than four
feet wide. (NFPA 13 -4- 4.1.3.2.1) (overhead doors)
2. Maintain automatic fire detector coverage per N.F.P.A.

The Tukwila Fire Prevention Bureau. No work shall
commence until a fire department permit has been
obtained. (City Ordinance #1742) (UFC 1001.3)
3. The total number of fire extinguishers required for
your establishment is calculated at one extinguisher for
each 3000 sq. ft. of area. The extinguisher(s) should be
of the "All Purpose" (2A, 10B:C) dry chemical type. Travel
distance to any fire extinguisher must be 75' or less.
(NFPA 10, 3 -1.1)
Extinguishers shall be installed on the hangers or in
the brackets supplied, mounted in cabinets, or set on
shelves (NFPA 10, 1 -6.9), and shall be installed so
that the top of the extinguisher is not more than 5
feet above the floor. (NFPA 10, 1 -6.9)
Extinguishers shall be located so as to be in plain
view (if at all possible), or if not in plain view,
they shall be identified with a sign stating, "Fire
Extinguisher ", with an arrow pointing to the unit.
(NFPA 10, 1 -6.3) (UFC Standard 10 -1)
Fire extinguishers require monthly and yearly
inspections. They must have a tag or label securely
attached that indicates the month and year that the
inspection was performed and shall identify the
company or person performing the service. (NFPA 10,
4 -3, 4 -4 and 4 -4.3) Every six years, dry chemical and
halon type fire extinguishers shall be emptied and
subjected to the applicable recharge procedures. (NFPA
10, 4 -4.1) If the required monthly and yearly
inspections of the fire extinguisher(s) are not
accomplished or the inspection tag is not completed, a
reputable fire extinguisher service company will be
required to conduct these required surveys. (NFPA
10A -4 -4)
4. No point in a sprinklered building may be more than
200 feet from an exit, measured along the path of travel.

Exit doors shall be openable from the inside without
the use of a key or any special knowledge or effort.
Exit doors shall not be locked, chained, bolted,
barred, latched or otherwise rendered unusable. All
locking devices shall be of an approved type. (UFC
1207.3)
Dead bolts are not allowed on auxiliary exit doors
unless the dead bolt is automatically retracted when
the door handle is engaged from inside the tenant
space.
When two or more exits from a story are required, exit
signs shall be installed at the required exits and
where otherwise necessary to clearly indicate the
direction of egress. (UBC 1013.1)
5. Aisles leading to required exits shall be provided
from all portions of buildings. Aisles located within an
accessible route of travel shall also comply with the
Building Code requirements for accessibility. (UFC 1204.1)
6. Fire doors, fire windows and fire dampers shall have a
label or other identification showing the fire protection
rating. Such label shall be approved and shall be
permanently affixed. (UBC 713.3)
Required fire resistive construction, including
occupancy separations, area separation walls, exterior
walls due to location on property, fire resistive
requirements based on type of construction, draft stop
partitions and roof coverings shall be maintained as
specified in the Building Code and Fire Code and shall
be properly repaired, restored or replaced when
damaged, altered, breached, penetrated, removed or
improperly installed. (UFC 701)

commodities such as rubber tires, plastics, some flammable
liquids, idle pallets, etc., the critical pile height may

1. THE CONTRACTOR IS SOLELY RESPONSIBLE FOR THE MEANS, METHODS
AND SEQUENCES OF CONSTRUCTION AND POR THE SAFETY OF WORKERS
AND OTHERS ON THE CONSTRUCTION SITE.
2. ALL CONSTRUCTION SHALL HE IN ACCORDANCE WITH 'STANDARD
SPECIFICATIONS FOR MUNICIPAL PUBLIC WORKS CONSTRUCTION"
PREPARED BY WASHINGTON STATE CHAPTER AMERICAN PUBLIC WORKS
ASSOCIATION, CURRENT EDITION (APWA) AND THE CITY_OF TUKWILA
STANDARDS AND SPECIFICATIONS.
3. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO PROTECT
IN -PLACE ALL UTILITIES AND /OR STRUCTURES WHETHER SHOWN OR
NOT SHOWN ON THIS PLAN. DAMAGE DUE TO CONTRACTOR'S
OPERATIONS SHALL BE REPAIRED AT THE CONTRACTOR'S EXPENSE.
ALL SEDIMENTATION /EROSION FACILITIES MUST BE IN OPERATION

REQUIREMENTS OF ASTM 2729, 6 INCH MAXIMUM DIAMETER P.V.C.
UNDER PAVEMENT.
2. ACCEPTABLE MATERIALS FOR THE ROOF DRAIN PIPE AND FITTINGS
ARE: PVC ASTM D3034, SDR 35, OR CONCRETE RUBBER GASKETED
ASTM C -14 CL. II.
GENERAL SPECIFICATIONS
1. ALL CONSTRUCTION SHALL BE IN ACCORDANCE WITH THE WSDOT /APWA
STANDARD SPECIFICATIONS (LATEST EDITION) FOR ROAD, BRIDGE,
AND MUNICIPAL CONSTRUCTION AND THE CITY OF TUKWILA
STANDARDS: IT SHALL BE THE SOLE RESPONSIBILITY OF THE
CONTRACTOR TO CORRECT ANY ERROR, OMISSION, OR VARIATION FROM
THE ABOVE REQUIREMENTS FOUND IN THESE PLANS. ALL
CORRECTIONS SHALL BE AT NO ADDITIONAL COST OR LIABILITY TO
THE OWNER.
BEFORE ANY CONSTRUCTION OR DEVELOPMENT ACTIVITY A
PRECONSTRUCTION MEETING MUST HE HELD BETWEEN THE CITY
INSPECTOR, AND THE APPLICANT'S CONSTRUCTION REPRESENTATIVE.
3. A COPY OF THESE APPROVED PLANS MUST BE ON THE JOB SITE
WHENEVER CONSTRUCTION IS IN PROGRESS.
CONSTRUCTION NOISE SHALL BE LIMITED AS PER XING COUNTY OR
CITY CODE; NORMALLY THIS IS 7 AM TO 10 PM WEEKDAYS AND 9 AM
TO 00 ON WEEKENDS.
5. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO OBTAIN ALL
CONSTRUCTION EASEMENTS NECESSARY BEFORE INITIATING OFF -SITE
WORK WITHIN THE ROAD RIGHTS -OF -WAY.
FRANCHISED UTILITIES OR OTHER INSTALLATIONS THAT ARE NOT
SHOWN ON, THESE APPROVED PLANS SHALL NOT BE CONSTRUCTED
UNLESS AN APPROVED SET OF PLANS IS SUBMITTED TO THE CITY OF
TUKWILA THREE DAYS PRIOR TO CONSTRUCTION.
DATUM SHALL BE USC 6 GS.
8. TRENCH BACKFILL OP NEW UTILITIES AND STORM DRAINAGE
FACILITIES SHALL BE COMPACTED TO 953 MAXIMUM DENSITY
(MODIFIED PROCTOR) UNDER ROADWAYS AND 90% MAXIMUM DENSITY
(MODIFIED PROCTOR) OFF ROADWAYS, AS SPECIFIED IN WSDOT /APWA
SECTION 2- 01.3(14)1 COMPACTING EARTH EMBANKMENTS, METHOD B.
9. ALL UTILITY TRENCHES SHALL BE BACXFILLED AND COMPACTED TO
95% DENSITY.
10. ALL ROADWAY SUBGRADE SHALL BE BACKFILLED AND COMPACTED TO
953 DENSITY. WSDOT 2 -06.3.
11. OPEN CUTTING OF EXISTING ROADWAYS IS NOT ALLOWED UNLESS
SPECIFICATSY APPROVED BY THE CITY OF TUKWILA AND NOTED ON
THESE APPROVED PLANS. APPROVED CUTS OF EXISTING ROADS SHALL
BE PERFORMED WITH A NEAT SAW CUT. ANY OPEN CUT SHALL BE
RESTORED PER WSDOT /APWA AND CITY OF TUKWILA REQUIREMENTS.
12. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROVIDING ADEQUATE
SAFEGUARDS, SAFETY DEVICES, PROTECTIVE EQUIPMENT, FLAGGERS,
AND ANY OTHER NEEDED ACTIONS TO PROTECT THE LIFE, HEALTH,
AND SAFETY OF THE PUBLIC, AND TO PROTECT PROPERTY IN
CONNECTION WITH THE PERFORMANCE OF WORK COVERED HY THE
CONTRACTOR. ANY WORK WITHIN THE TRAVELED RIGHT -OF -WAY THAT
MAY INTERRUPT NORMAL TRAFFIC FLOW SHALL REQUIRE AT LEAST ONE
FLAGGER FOR EACH LANE OF TRAFFIC AFFECTED. ALL SECTIONS OF
THE WSDOT STANDARD SPECIFICATIONS 1 -07.23 - TRAFFIC CONTROL,
SHALL APPLY.
13. EXISTING UTILITIES AND UNDERGROUND STRUCTURES SHOWN ON THE
PLAN ARE. BASED UPON THE BEST AVAILABLE PUBLIC RECORDS AND \OR
PRIVATE RECORDS AS SUPPLIED BY THE PROJECT OWNER AND \OR DATA
OBTAINED VERBALLY FROM OWNERS OR OFFICIALS ASSOCIATED WITH
THE PARTICULAR UTILITY. NEITHER THE OWNER NOR THE ENGINEER
GUARANTEE THE ACCURACY OR COMPLETENESS OF THIS INFORMATION
AND ASSUME NO RESPONSIBILITY FOR IMPROPER LOCATIONS OR
FAILURE TO SHOW UTILITY LOCATIONS ON THE CONSTRUCTION PLANS.
OTHER UNDERGROUND FACILITIES NOT SHOWN ON THE DRAWINGS MAY
BE ENCOUNTERED DURING THE COURSE OF THE WORK. ALL INVERT
ELEVATIONS ON THE DRAWINGS SHALL BE VERIFIED BY THE
CONTRACTOR PRIOR TO CONSTRUCTION.

14. IF CHANGED CONDITIONS ARE ENCOUNTERED, THE CONTRACTOR SHALL
NOTIFY THE ENGINEER PROMPTLY OF (1) PREDEVELOPEO SUBSURFACE
CONDITIONS DIFFERING FROM THOSE INDICATED IN THE PLANS, JR
(2) PREDEVELOPED UNKNOWN SUBSURFACE CONDITIONS, OF AN
UNUSUAL NATURE, DIFFERING MATERIALLY FROM THOSE ORDINARILY
ENCOUNTERED AND GENERALLY RECOGNIZED AS INHERENT IN WORK OF
THE CHARACTER PROVIDED FOR IN THE CONTRACT. THE CONTRACTOR
SHALL MAKE NO CLAIMS TO THE OWNER FOR RECOMPENSATION FOR
EXTRA WORK RESULTING FROM CHANGED CONDITIONS UNLESS THE
ENGINEER OR OWNER HAS APPROVED THE WORK IN WRITING. (WSDOT

15. THE CONTRACTOR SHALL CALL THE UTILITIES UNDERGROUND LOCATION
CENTER FOR FIELD LOCATION OF ALL UTILITIES AND SHALL NOT
BEGIN EXCAVATION UNTIL ALL KNOWN UNDERGROUND FACILITIES IN
THE VICINITY OF THE PROPOSED WORK HAVE BEEN LOCATED AND
MARKED. IF THE UTILITY IS NOT A SUBSCRIBER OF THE
UNDERGROUND LOCATION CENTER THEN THE CONTRACTOR SHALL GIVE
INDIVIDUAL NOTICE TO THAT UTILITY. (WSDOT SEC. 1 -07.17 APWA
SUPPLEMENT)
16. THE CONTRACTOR SHALL TAKE REASONABLE PRECAUTIONS AND
EXERCISE SOUND ENGINEERING AND CONSTRUCTION PRACTICES IN
CONDUCTING THE WORK. THE CONTRACTOR SHALL PROTECT EXISTING
PUBLIC AND PRIVATE UTILITIES FROM DAMAGE DURING
CONSTRUCTION. IF EXISTING UTILITIES ARE DAMAGED, THE
CONTRACTOR SHALL IMMEDIATELY NOTIFY THE OWNER AND THE
ENGINEER. THE CONTRACTOR SHALL RESTORE THE UTILITY TO ITS
EXISTING CONDITION. (WSDOT SECTION 1 -07.17 APWA SUPPLEMENT).
THE CONTRACTOR IS RESPONSIBLE FOR THE MEANS AND METHODS OF
CONSTRUCTION FOR DESIGNS SHOWN ON THESE PLANS.
17. WHERE THE PLANS CALL FOR UTILITIES TO BE RELOCATED BY
OTHERS, THE CONTRACTOR SHALL NOTIFY THE UTILITY COMPANY AND
COORDINATE HIS WORK SO AS TO AVOID CONFLICTS.
18. ALL EXCAVATION, TRENCHING, SUBGRADE PREPARATION, FILL
PLACEMENT AND COMPACTION AND,ALL SOIL WORK IN GENERAL SHALL
BE CONDUCTED IN COMPLIANCE WITH THE RECOMMENDATIONS OF THE
PROJECT SOILS ENGINEER AND THE CURRENT GEOTECHNICAL
ENGINEERING REPORT.
19. ENGINEERING DESIGN AND APPROVAL FOR STRUCTURES SUCH AS WALLS
AND VAULTS MUST BE PREPARED BY THE APPROPRIATE PROFESSIONAL
ENGINEER AND IS NOT A PART OF THESE PLANS.
20. THE CONTRACTOR SHALL BE RESPONSIBLE FOR HIRING A
PROFESSIONAL LAND SURVEYOR TO REFERENCE EXISTING MONUMENTS
ON OR ADJOINING SITE PREVIOUS TO DEMOLITION OR CONSTRUCTION
AND TO REESTABLISH SAID POINTS AT PROJECT COMPLETION. THIS
REESTABLISHMENT SHALL BE DOCUMENTED BY RECORD OF SURVEY OR
CORNER RECORD AS DESCRIBED IN W.A.C. 332 -120.
