HomeMy WebLinkAbout2000-06-26 Special MinutesCALL TO ORDER: Mayor Steven M. Mullet called the special meeting to order. ROLL CALL: Council Analyst Lucy Lauterbach called the roll of Council. Present were Council President Joe Duffle and Councilmembers Joan Hernandez; Pam Carter; Jim Haggerton; Pamela Linder; Dave Fenton and Richard Simpson. OFFICIALS: City Administrator John McFarland; Assistant City Administrator Rhonda Berry; Council Analyst Lucy Lauterbach; Finance Director Alan Doerschel; Public Works Director Jim Morrow; CTR Coordinator Maggi Lubov; Planning Manager Jack Pace; City Engineer Brian Shelton; and Public Works Operations Manager Pat Brodin. NEW BUSINESS: Main Motion: TUKWILA CITY COUNCIL June 26, 2000 Council Chambers City Hall SPECIAL MEETING MINUTES Consideration of Findings Conclusions as they relate to the Request for exception to Ordinance No. 1787 banning discharge of fireworks. Application for permit for public display of fireworks on July 4, 2000. Applicant: Family Fun Center, 7300 Fun Center Way. Discussion took place between Councilmembers and Administration to clarify issues within the agenda packet and procedural requirements. Moved by Carter; seconded by Linder; approval of the permit application for the public display of fireworks at the Family Fun Center on July 4, 2000, and adopting the findings, conclusions and permit conditions (Attachments A B).* Motion to Amend: Moved by Haggerton; seconded by Fenton; to make an additional condition of the permit #13) approval of parking plan by Tukwila Police Department.** The motion to amend carried 6 -1; with Councilmember Duffie voting no. *The main motion, as amended, carried 6 -1; with Councilmember Duffie voting no. City of Tukwila City Council Special Meeting Minutes REPORTS: June 26, 2000 Page 2 of 3 At this evening's COW meeting, Council agreed to present their reports after new business on this agenda. a. Mayor Mayor Mullet reported his attendance at the AWC meeting, in Spokane, last week. The Tukwila Municipal Court was presented with two awards at the Conference and Mayor Mullet will present those to Judge Lukevich, on behalf of the Court staff upon the judge's return from vacation. Mr. Mullet also presented a heads -up on the King County Comprehensive Plan which is pushing for new provisions which would allow residential upzones to 48 units per acre. This does not directly effect Tukwila, yet staff believes requests may come to the City from surrounding areas which may start looking for annexation possibilities as they do not want King County increasing their densities. b. Council Councilmember Hernandez reported attendance at a June 22 REACH meeting. Funding for REACH is in jeopardy and public hearings will be held July 12, 6:45 p.m., Foster High School. Ms. Hernandez reported that SeaTac Councilmember Shirley Thompson's husband passed away and his memorial service will be held Thursday, June 29. Finally, Ms. Hernandez noted her intent to attend the South King County Council of Human Service Awards Luncheon on June 27. Councilmember Carter reported a Transportation Committee took place earlier this evening. She reviewed the contents of that agenda and meeting. Minutes are forthcoming for Council consideration. Ms. Carter attended the AWC Conference, in Spokane, June 21 -23. She will report further at the next COW meeting. Council President Duffie will not be in town during the Tukwila Days Festival; yet distributed a sign -up sheet for Council to consider which days /times they would like to work. Mr. Duffie then raised the question about holding a Regular City Council meeting on the 3rd of July. After discussion by and between Council, there was consensus of Council to cancel the July 3 Regular meeting. Mr. Duffie then reminded Council of the June 29 Council retreat regarding the CIP /Budget Review beginning at 5:00 p.m. Mr. Duffie then reported viewing Fire Station 53 this a.m., after it was hit by an out of control car. The driver of that car was being pursued by Tukwila Police. Mr. McFarland noted the report has been turned over to the Washington Cities Insurance Authority. Councilmember Haggerton reported attendance at the AWC Conference in Spokane last week (June 21 -23). He enjoyed several of the educational sessions and participated in the interview process for board positions. He spoke of the two awards presented to the City on behalf of the Tukwila Municipal Court. Mr. Haggerton attended a Cascade Water Resource Planning City of Tukwila City Council Special Meeting Minutes June 26, 2000 Page 3 of 3 Committee meeting this afternoon from 12 -2:00 p.m. He will meet with the Suburban Cities Board meeting on June 28. Councilmember Linder had no report. Councilmember Fenton noted a Community Affairs and Parks Committee meeting on June 27 at 5:00 p.m. He, too, attended the AWC Workshops in Spokane. Councilmember Simpson attended the REACH meeting on June 22 with Councilmember Hernandez. Next, Mr. Simpson spoke of a newspaper article which sang the praises of the Tukwila Police Department for recent civilian action. c. Staff City Administrator John McFarland had no report. Finance Director Alan Doerschel reminded Council that the intent of the June 29 Retreat is not to make decisions about each project; but to understand what the model contains; its weaknesses and strengths and a general review of un- funded items.
