North Section
Description of present roof on building:
There are two existing built up hot roof systems both consisting of fiberglass base
sheets and fiberglass ply sheets set in hot asphalt. The first roof had a gravel overlay that
has been power broomed and only a fraction of the original gravel remains. Our intention
is to remove both roofs down to wood deck.
Description of new roof:
The new roofing system is a Malarkey M4BHA roofing system. Accompanying
this letter is a roof systems specifications cut sheet from the manufacturer. Also included
are cut sheets on each of the materials used in the system.

FIBERGLASS MINERAL CAP SHEET
PRODUCT DESCRIPTION
Product Use: #502 Premium Fiberglass Mineral Cap Sheet is a fire -rated (FR) cap sheet manufactured to
meet the needs of a conventional, quality bullt -up roofing system. This cap sheet can be applied with hot mopping
asphalt or cold process adhesives. This product is used as a surface sheet for multiple -ply roof systems.
Precautions: #502 Premium Fiberglass Mineral Cap Sheet requires dry storage and protection from the weather.
Do not apply wet cap sheet. Roof decks should be sound, dry, smooth, meet necessary local requirements and
provide positive drainage.
Composition and Materials: #502 Premium Fiberglass Mineral Cap Sheet is manufactured on tested
Malarkey fiberglass mat. The glass mat is impregnated and coated with oxidized asphalt, filled with fire - retardant

SCHEDULING:

SINGLE PLY SYSTEMS:

mechanically fastened, fully adhered and ballasted systems. These

I have reviewed your letter, dated June 27, 1996, and am hereby granting an exception to
energy code requirements to add roof insulation to the northern 35,000 square feet of the
reroofing project located at the above referenced address.
This decision was based on the stated economical unfeasibility of spending $42,000 on
an area that only takes $10 per month to heat for the majority of the year; as well as the
probablility that structural damage to the building may occur if the reroofing is delayed
because of the additional cost of adding the insulation.
I have discussed this subject with Mr. Dan Ulrich, Western Packaging, and pointed out to
him that this decision is being made based on the building use and manufacturing process
continuing in its present configuration, and that any future changes, either to the
manufacturing process or energy consumption requirements, will also require energy
code compliance measures.
Please be advised that all other reroofing permit requirements remain the same, including
a pre - reroofing inspection prior to the start of any work.

Wetherholt and Associates, P.S. was retained by Dan Ulrich of Western Packaging to determine
thermal insulation requirements as part of a proposed reroofing project of the Western Packaging
Building on West Valley Highway in Tukwila, Washington.
The Western Packaging facility is a building of approximately 97,000 square feet, composed of two
buildings of approximately 35,000 square feet each, connected by a smaller section of approximately
3,000 square feet. The building is of tilt up concrete construction, with glulam roof beams and
purlins, and 2x8 deck. There are at least two roof assemblies on the building. Roofing consists of
the original gravel surfaced built up roof assembly, which has been covered by either a second
smooth surface BUR or a smooth surface torchdown roof. There is no insulation or coverboard
present in any of the roofing. The roof is in poor condition, and the owner proposes to install a new
roofing system, after first removing the present roofing down to the deck.
The Western Packaging facility is used primarily for plastic film production and as warehouse space.
This usage has not changed since the building was originally built for Cello Bag. There a mezzanine
area used as office space along the west wall of the south building. The office section has insulated
walls and ceilings, the ceiling insulation being six inches of kraft faced fiberglass insulation on top
of the ceiling tiles. The office space is heated and air conditioned for the comfort of the occupants.
The remainder of the building is uninsulated.
The southern 35,000 square foot area is dedicated to plastic film manufacturing, and is unheated.
Heating is unnecessary, due to the considerable waste heat given off by the production machinery,
which operates 24 hours a day, 7 days a week. There is also no mechanical cooling in this space.
The northern 35,000 square feet is warehouse and light production. This space is considered semi -
heated, in that the suspended gas fired heaters are set to maintain the space at not greater than 35 °F.

CONCLUSIONS:
Based on our interpretation of section 1310 of the 1994 Edition of the Washington State Energy
Code, our recommendations for roof insulation are as follows:
The south (production) portion of the building of the building is considered unheated space, and
insulation is not required.
The north (warehouse) portion of the building is considered semi - heated space, and will require R -9
insulation. We believe that 1.5 inches of polyisocyanurate insulation, covered with 3/4 inch of
perlite coverboard will meet this requirement.

Stanley Roofing has a proposal on the table to reroof the northern and southern sections of the Western
Packaging building. This proposal is for a U.L class A fire rated system consisting of 4 -plys. A copy of this
proposal will be sent with this letter for your review. Stanley Roofing is in full agreement with Weatherholt
and Associates assessments of the insulation requirements as defined by the uniform building codes. But it
is our intention to show the economical unfeasibility of insulating the northern section.
To insulate the northern section it will cost approximately $42,000.00 dollars plus tax. This area has a 2 x 8
deck and 26 existing skylights. These skylights are covered with corrugated fiberglass and a thin layer of
roofing materials. We intend to remove these skylights and infill these areas with 2 x 8 decking to match
the existing. This should increase the energy efficiency of the building to some extent. The existing gas
fired space heaters are set at thirty five degrees for freeze protection. The average mean temperature in
January in the Puget sound area is forty three degrees. These buildings are in desperate need of a new roof
and have a large number of roof leaks that will eventually lead to structural damage due to dry rot. To
insulate this area will mean to invest $42,000.00 dollars with very little return and may mean that reroofing
will need to be put off for another year or more. The new owners gas bill for the northen building was
$10.00 dollars per month for the months of March and April. It would seem likely that their bills for the
months of May, June, July, August, September and October would be the same. It seems reasonable to
ask you to waive this requirement for R -9 insulation and respectively request that you do so. This is a
owner occupied building and the owners have no intention of moving. The tenants before them
manufactured polyethylene for thirty years and they intend to do the same.
