REQUEST FOR QUALIFICATIONS (RFQ)
Solid Waste, Recycling, and Yard Waste /Organics Collection Professional Services
Due Wednesday, February 23, 2011 by 5:00 p.m. Pacific Standard Time (PST)
The City of Tukwila ("City') is requesting Statements of Qualifications (SOQ) from qualified
consultants who are interested in being considered to perform level of service and rate analysis,
and other professional services related to solid waste and recycling management for the City.
Questions regarding this RFQ or the submittal process should be directed via electronic
communications to Frank Iriarte, Deputy Public Works Director at firiarteCaci.tukwila.wa.us.
Responses to the RFQ must be mailed or hand delivered to:

Responses whether mailed or hand delivered must arrive no later than 5:00 p.m. on February
23, 2011, PST. No submittals will be accepted after that date and time. The City will not be
liable for delays in delivery of responses due to handling by the US Postal Service or any other
type of delivery service. Faxed or emailed submittals shall be rejected.
Project Scope: Under the direction of the Deputy Public Works Director, the selected consultant
will accomplish solid waste management tasks including but not limited to:
Conducting a community needs assessment and providing support for public input and
involvement processes.
Analyzing the potential impacts of implementing a universal solid waste, recycling, yard
waste /organics collection program on rates and illegal dumping.
Analyzing solid waste, recycling, and yard waste /organics collection services
procurement options.
Performing a comparative analysis of the City's residential, multi family and commercial
solid waste, recycling, and yard waste collection services and rates.
Drafting procurement document (Request for Bids or Request for Proposals), providing
technical analysis /evaluation of bids /proposals.
Conducting contract negotiations and providing other technical support as required.

REQUEST FOR QUALIFICATIONS (RFQ)
for
Solid Waste and Recycling Collection Professional Services Contract
Due February 23, 2011 by 5:00 p.m. Pacific Standard Time (PST)
The City of Tukwila "City is soliciting written statements of qualification from qualified
consultants who are interested in being considered to perform level of service and rate
analysis, and other professional services related to solid waste and recycling
management for the City.
PROJECT DESCRIPTION
The City currently provides commercial, multi family and residential solid waste and
recycling services through a contract with a private collection company. The City
periodically reviews rates, coordinates customer issues, and works with the commercial
hauler to provide quality and cost effective services to residential, multi family and
commercial customers. The contract runs through April 30, 2012 and the City is
evaluating service, rate and contract options that best meet Tukwila's needs for at least
the next five or more years.
SCOPE OF SERVICES
Under the direction of the City, the consultant may be required to perform the following
services:
Perform a comparative analysis of the City's residential, mufti-family, and
commercial garbage, recycling and yard waste collection services and rates.
Comparative analysis should be accomplished using comparable rates and
services from surrounding jurisdictions including the cities of Auburn, Federal
Way, Sea -Tac, Kent and Renton.
Analyze the potential impacts of implementing universal (mandatory) solid waste
and recycling services on rates, illegal dumping and service levels.
Conduct a community needs assessment and provide support for public input
and involvement processes. Present technical information to staff, committees
and elected officials.
Provide analysis of financial, service and other impacts from changes to the
garbage, recycling and yard waste collection systems including every other week

collection, food waste collection, additional recyclables, and other service
options.
Analyze solid waste, yard waste /organics and recyclables collection procurement
options and determine the best option for the City. Support /justify
recommendations.
Draft procurement document (Request for Proposal or Request for Bids), provide
technical analysis /evaluation of bids /proposals, and evaluate new and innovative
collection options and other critical contract terms and conditions.
Conduct contract negotiation and provide other technical support as required.
SUBMITTAL REQUIREMENTS
Responses to this Request for Qualifications must include the following information:
Firm name; phone, address (including e-mail address) and FAX numbers; and
name of primary contact.
A summary of the consultant's experience in solid waste management within the
past 10 years. Summary should include a list of projects, a brief description and
a contact name /telephone number. Examples of work may be attached.
A list and description of the firm's experiences working with government entities.
Include contact name, telephone and email address.
A list of individuals who would be assigned to work on the project and a
description of their qualifications related to the Scope of Services outlined in this
RFQ.
A brief description of the consultant's approach and an outline of preliminary
plans which would accomplish the Scope of Services outlined in this RFQ.
RFQ response must be signed by a person authorized to sign on behalf of the
consulting company.
Response is limited to no more than seven (7) pages excluding work examples
and resume.

EVALUATION CRITERIA
A qualifications -based selection process will be used to select a consultant for this
project. The selection will be made from the submitted proposals. The following
information will be used to evaluate and rank responses:

Compliance with RFQ requirements.
Experience and qualifications of the consultant and assigned personnel in
designing and evaluating solid waste rates, rate structures and service options.
Experience and qualifications of the consultant and assigned personnel in
developing and negotiating solid waste contracts.
Knowledge of state, county, and local solid waste industry market trends, and
technologies.
Knowledge of municipal solid waste collection operations, practices and
procedures.
Demonstrated experience and creativity in solid waste collection system design
and successful achievement of results in prior projects for clients.
Creative solutions and plans to solve potential budget deficit that may affect
funding for this project.
Professional references.
SELECTION PROCESS
The City will evaluate all responsive RFQ submitters and rank them based on
consultant's experience, qualifications, and criteria listed above. The City may conduct
interviews during the selection process. Consultant selection followed by a negotiated
contract is expected to be in place by March 31, 2011.
TERMS AND CONDITIONS
Questions regarding this RFQ or the submittal process should be addressed via

firiarteci.tukwila.wa.us. All responses will be provided via electronic mail.
Unauthorized contact regarding this RFQ with any other City employee may result in
disqualification.
If selected, consultant will be required to execute a City of Tukwila Professional Services
Contract.
The City reserves the right to reject any and all submittals and to waive irregularities
and informalities in this RFQ process. This RFQ does not obligate the City to pay any
cost incurred by respondents in the preparation and submission of a statement of
qualifications. All such costs shall be borne solely by each submitter. Furthermore, the
RFQ does not obligate the City to enter into a contract or proceed with the procurement
of the project.
Materials submitted in response to this competitive procurement shall become the
property of the City and will not be returned. All submittals received will remain
confidential until the City and the successful consultant sign the agreements resulting
from this advertisement. All submittals are deemed public records and are subject to
the Public Records statute.
