Keefe, Fire Chief Fire Department Review Control #B96 -0238 (512) Re: De Jaz - 1014 Southcenter Mall Dear Sir: August 21, 1996 The attached set of building plans have been reviewed by The Fire Prevention Bureau and are acceptable with the following concerns: 1. The total number of fire extinguishers required for your establishment is calculated at one extinguisher for each 3000 sq. ft. of area. The extinguisher(s) should be of the "All Purpose" (2A, 10B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (NFPA 10, 3 -1.1) Extinguishers shall be installed on the hangers or in the brackets supplied, mounted in cabinets, or set on shelves (NFPA 10, 1 -6.9), and shall be installed so that the top of the extinguisher is not more than 5 feet above the floor. (NFPA 10, 1 -6.9) Extinguishers shall be located so as to be in plain view (if at all possible), or if not in plain view, they shall be identified with a sign stating, "Fire Extinguisher ", with an arrow pointing to the unit. (NFPA 10, 1 -6.3) (UFC Standard 10 -1) Clear access to fire extinguishers is required at all times. They may not be hidden or obstructed. (UFC 1207.3) Obstructions, including storage, shall not be placed in the required width of an exit, except projections as permitted by the Building Code. Exits shall not be obstructed in any manner and shall remain free of any material or matter where its presence would obstruct or render the exit hazardous. (UFC 1203) Dead bolts are not allowed on auxiliary exit doors unless the dead bolt is automatically retracted when the door handle is engaged from inside the tenant space. Exit hardware and marking shall meet the requirements of the Uniform Fire Code. (UFC 1207.1 - 1212.8) Internally illuminated exit signs shall have both bulbs working at all times. (UBC 1013.3) When two or more exits from a story are required, exit signs shall be installed at the required exits and where otherwise necessary to clearly indicate the direction of egress. (UBC 1013.1) Aisles leading to required exits shall be provided from all portions of buildings. Aisles located within an accessible route of travel shall also comply with the Building Code requirements for accessibility. (UFC 1204.1) Exits shall be illuminated any time the building is occupied with light having an intensity of not less than 1 foot candle at floor level. Fixtures required for exit illumination shall be supplied from separate sources of power for Group I, Divisions 1.1 and 1.2 occupancies and for all other occupancies where the exiting system serves an occupant load of 100 or more. (UBC 1012.1, 1012.2) When exit signs are required by The Building Code (see U.B.C. section 3314(A)), additional approved low level exit signs which are internally or externally illuminated, or self - luminous shall be provided in all interior exit corridors serving guest rooms of hotels in Group R, Division 1 occupancies. All new sprinkler systems and all modifications to existing sprinkler systems shall have fire department review and approval of drawings prior to installation or modification. New sprinkler systems and all modifications to sprinkler systems involving more than 50 heads shall have the written approval of the W.S.R.B., Factory Mutual, Industrial Risk Insurers, Kemper or any other representative designated and /or recognized by The City of Tukwila, prior to submittal to the Tukwila Fire Prevention Bureau. The Contract Agreement, Instruction to Bidders, and these drawings shall be a part of the Contract Docu- ents and ore to be thoroughly reviewed by the Con - tractor one Subcontroctar(s) prior to submittal of a bid. 2. Unless otherwise stated in the Instructions to Bidders, the Contractor shall pay for all permit fees, inspection fees, etc. necessory for the total completion of the work os shown on these drawings. 3. The Contractor and the Subcontractor(s) shall visit the job site during the preparation of the bids and shall verify all dimensions and conditions in the field. Any inconsistencies between the drawings and actual field c conditions shall be reported to the Project Coordinator prior to the Contractor's bid submittal. 4. Any existing Are protection or enunciator system(s) (ie. sprinklers, smoke detectors, dorms, etc.) must remain operational at all times unless otherwise pproved n advance by the Shopping Center Manager. (See Rules and Regulations #14.) 5. Prior to beginning any demolition of the storefront area the Contractor shell ensure that the storefront barricade is moved out approximately four feet into the moll. The barriccode shall be constructed and sealed airtight with visqueen on the sides of the bbrricode to prevent dust from entering the mall and adjoining tenant spaces in accordonce with the drawings Oct per the direction of the Moll rsanoger. 6. The Contractor shall paint all w exposed conduit, equipment, onduit, piping,etc. on the outside of the building to match existing. 7. The Contractor shall be responsible for all temporary lighting and any other temporary utilities antl s ervices necessary for the completion of the work. 8. ARCHITECT'S STAMP. The Architect's stomp and signature is valid only for the original dote on the drawings. All e ns vs must be initialed by the Architect to make that reviion valid. 9. The Architect signing this drawing hos not inspected the Premises snown hereon to determine the presence or absence of asbestos or other hazardous material & ossurnes liability with the respect to the detection and /or abatement of such materials. II. PRECONST. REQUIREMENTS Prior to starting the work, the Contractor shall orronge a pre- construction meeting between the Shopping Center Manager and the Contractor's superintendent at the Shopping Center offices to review the Rules and Regulolions, Drawings and the struction schedule. In addition, the following m ost be in the possession of the Shopping Center Manager befor any work moy begin. a. A complete list of contractors. subcontra- ctors and suppliers to be used. A copy of each of the local and state building permits ( if required) and any additional permits as may be required by authorities. ut orities. c. Certificates evidencing the required insuronce s rages a set forth in the Rules and Regulations #6. d. Performance, labor and material payment bonds as set forth in the Roles and Regulations N1. III. RULES AND REGULATIONS 1. BONDING REQUIREMENTS. PROTECTION UT PROPERTY. The Contractor shall be responsible for providing the necessary ramps, chutes, ings, etc., os necessary, to protect the public, the Shopping Center and any odjacent Tenant property from damage. Such damage moy include merchandise. furniture and fixtures, os well as existing construction. Any and all repair of domoge to property will be performed as directed by the Project Coordinator and of the expense of the Contractor. 3. SITE ACCESS, MATERIAL DELIVERY AND PARKING. The Contractor shall be responsible to coordinate all material deliveries for the work. All deliveries shall be mode through the service door of the tenant space n S which the work is being performed v the adjacent vi truck dock and /or se corridor. AT NO TIME WILL THE TRANSPORTATION OR DELIVERY OF MATERIALS BE ALLOWED EITHER IN OR ACROSS THE MALL PUBLIC AREA WITHOUT THE EXPRESS WRITTEN CONSENT OF THE SHOPPING CENTER MANAGER. Specific areas have been designated by the Shopping Center Manoger for perking. The Contractor shall be responsible to ensure e that all employees working under this Contract the designated parking ALLO THERE WILL BE NO CONSTRUCTION TRAILERS WED ON THE SITE. No parking will be allowed in any of the driveways, fire lanes, and truck docks except for loading and unloading only. 4. WORK AREA AND STORAGE. The Contractors work orea will be restricted to the tenant space in which the work is being performed. No storage or work areos will be allowed In the adjacent Tenant spaces. At no time ore the service corridors or truck docks to be used as o storage or work area. 5. TRAFFIC CONTOL. The Contractor shall be responsible to protect the public and re--route all traffic where required to occommodote the completion of the work. All protection barricodes and re- routing must first be approved by the Shopping Center Manager. 6. INSURANCE REQUIREMENTS. The Contractor shall cony Workmen's Compensation Insurance complying with State lows pertaining to the work. Comprehensive Public Liability and Property Damage insurance and Comprehensive Automobile Liability and Property Damage insurance covering the Contractor and it's sit bconctrac to% s operations during this Contract. It shall be the Contractor's sole responsibility and liability for the e urity of any materials and/or equipment related to the work, Since the Shopping Center employs security personnel to protect the Shopping Center property, It will be necessary to register any c onstruction personnel working after hours with the Shopping Center Manoger. The Contractor shall provide the Shopping Center Manoger with the m of any personnel working after hours as well as e phone number at which the Contractor's superintendent may be reached after after hours. The Shopping Center Manager will then give this information to the s urity super. After hours, ony individuals found in the work area not registered with security will be removed from the site. B. SAFETY. The Shopping Center Manager may stop ony ark and the Contractor will c o ect ony item which moy, in the Shopping Center Monoger's opinion, cause injury or harm to the public or Shopping Center property lid the Contractor shall be fully liable for any costs of domoge or delay as a result of such action. 9. SIGNAGE. The Contractor is not allowed to post ony company name or sign on the storefront temporary o barricade building exterior. INTERRUPTION OF UTILITY SERVICES. The Shopping Center Manager most be notified at least 72 hours prior to any modification to utility services that will temporarily interrupt the services to other tenants or to the Shopping Center. 12. NOISY CONSTRUCTION. The Shopping Center Manager has established working hours when the Contractor may perform noisy construction (check with the Shopping Center Manager for these restricted hours.) The Shopping Center Manager reserves the right to order an (mediate haul( to any work that is in the Shopping Center Manager's opinion, disruptive to the nordnal operotion of the adjacent Tenants and /or Shopping Center. 13. TRASH REMOVAL. All trash will be confined to the tenant space in which the work is being performed (otherwise r directed by the Shopping Center Manoger) and removed at the end of each and every day by the Contractor. Any trash found in the service corridors, truck dock, odjacent tenant =poses. and /or public areas will be removed by the Shopping Center Manoger and billed to the Contractor at a rate of $50.00 per man hour plus egmpment costs. (Any trash dumpster location st first receive the prior approvol of the Shopping Center Manager.) Under no circumstances are the Shopping Center trosh compactors to be used by the Contractor. 14. SPRINKLER SYSTEM. The Contractor must notify the Shopping Center Manager at least 48 hours in advance of making any modification to the existing fire protection system(s). No Shopping Center sprinkler system will be left drained over night. All systems will be charged and operational when workers leave for the night. In the event the work requires a modificotion to the existing lire protection system, the Contractor sholl be required to obtain the Owner's time insurance underwriter's approval prior to performing such modification.
