It will last no more than 60 minutes, and no decisions will be made during the Executive Session. Attendees: Jim Haggerton, Mayor; Steve Lancaster, City Administrator; Shelley Kerslake, City Attorney; Jack Pace, Community Development Director; Kimberly Matej, Council Analyst; Tukwila City Councilmembers Joe Duffie, Joan Hernandez, Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn. Jack Pace left the Council Chambers at 6:15 p.m. End: 7:00 p.m. CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:07 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Joan Hernandez, Allan Ekberg, Council President, Dennis Robertson, Verna Seal, Kathy Hougardy, and De'Sean Quinn. CITY OFFICIALS Jim Haggerton, Mayor; Steve Lancaster, City Administrator; Shelley Kerslake, City Attorney; Shawn Hunstock, Finance Director; Dave Johnson, Acting Parks and Recreation Director; Jack Pace, Community Development Director; Nick Olivas, Fire Chief; Chris Flores, Assistant Fire Chief; Dennis McOmber, Police Commander; Mary Miotke, IT Director; Kimberly Matej, Council Analyst; Christy O'Flaherty, City Clerk. SPECIAL PRESENTATIONS a. Fire Department Medal of Merit to Matt Hickey Nick Olivas, Fire Chief Nick Olivas, Fire Chief, and Chris Flores, Assistant Fire Chief, utilized a Powerpoint presentation to depict scenes from the 2010 earthquake in Haiti. Firefighter Matt Hickey has been nominated for and is being awarded.a Tukwila Fire Department Medal of Merit for his contributions in Haiti during this crisis period. Firefighter Hickey arrived on,the island of Haiti approximately 72 hours after a 7.1 magnitude earthquake devastated the area. Haiti is the third poorest country in the world, and a great amount of assistance was needed. He was part of a surgical /medical team that consisted of professionals from all over the United States. Firefighter Hickey was assigned as the Logistics Chief for the Field Surgical Hospital, and was the go- to- person for 2 weeks, working 20 -hour days and nights. Firefighter Hickey addressed the Mayor and City Council and thanked them for the opportunity to serve. He also thanked his fellow firefighters, particularly Pat and Mike McCoy, who also served in Haiti. The Mayor, City Council, and audience applauded Firefighter Hickey for his contributions and commendable conduct in a crisis situation. b. 2010 Business Recycler of the Year Rebecca Fox, Senior Planner Rebecca Fox, Senior Planner, explained the Tukwila Business Recycling Program offers free assistance to Tukwila businesses to reduce waste and to start or improve an existing recycling program. Each year a business that has shown outstanding achievements toward recycling efforts is recognized with an award from the Tukwila Business Recycling Program. The Tukwila office of Grainger Branch 753 is the 2010 Tukwila Business Recycler of the Year. Grainger is a large supplier of industrial equipment and has implemented multiple practices to conserve resources to include the initiation of paperless processes, hand dryers in restrooms, metered faucets, low flow urinals, re- tamping, occupancy sensors, light timers, programmable thermostats, and an adjusted work schedule that allows the building "to sleep," saving $7,000 per month. Mayor Haggerton presented Bob Noble, Manager, and Richard Garrett, Customer Service Associate, with the 2010 Tukwila Business Recycler of the Year award (which is made from recycled glass). The City Councilmembers thanked the representatives from Grainger Branch 753 for their contributions toward the recycling program. PROCLAMATIONS /APPOINTMENTS Confirm the appointment of Kathleen Gantz to Position #2 on the Equity and Diversity Commission, with a term expiring 7/31/2011. MOVED BY HERNANDEZ, SECONDED BY DUFFIE TO CONFIRM THE APPOINTMENT OF KATHLEEN GANTZ TO POSITION #2 ON THE EQUITY AND DIVERSITY COMMISSION, WITH A TERM EXPIRING 7/31/2011.* Ms. Gantz is the program coordinator for parent involvement at the Tukwila School District and has been attending the Equity and Diversity Commission meetings for the last 3 months. *MOTION CARRIED 7 -0. Approval of Vouchers #356460- 356587 and #101207 101209 and #110101 in the amount of $1,900,362.26 MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7 -0. UNFINISHED BUSINESS a. A resolution waiving the bidding requirements for the purchase and installation of the Rain Bird variable frequency 800 gpm Golf Pump Station control panel. MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7 -0. Christy O'Flaherty, City Clerk, read the proposed resolution by title only. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, WAIVING THE BIDDING REQUIREMENT FOR THE PURCHASE AND INSTALLATION OF THE RAIN BIRD VARIABLE FREQUENCY 800 GPM GOLF PUMP STATION CONTROL PANEL. MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED 7 -0 TO ADOPT RESOLUTION NUMBER 1732. b. A resolution establishing Council legislative priorities. MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7 -0. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ADOPTING A LEGISLATIVE AGENDA FOR USE DURING THE 2011 WASHINGTON STATE LEGISLATIVE SESSION. MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ.* Councilmember Robertson inquired as to whether there would be a Committee of the Whole discussion to identify a priority order for the list of issues. Kimberly Matej, Council Analyst, explained that she intends to meet with the Councilmembers in small groups to discuss a strategic approach, and she will provide all materials to the full Council. Additionally, Ms. Matej indicated information will be forthcoming from the Department of Community Development Director regarding the SEPA threshold that can still be a part of the legislative discussion in Olympia. Mayor Haggerton indicated another issue to watch is legislation that would require mandatory election of Municipal Court judges. *MOTION CARRIED 7 -0 TO ADOPT RESOLUTION NUMBER 1733. Tukwila City Council Regular Meeting Minutes January 18, 2011 Page 4 of 5 REPORTS a. Mayor Mayor Haggerton attended the Suburban Cities Public Issues Committee (PIC) meeting on January 12, 2011. An item of discussion was the King County Veterans and Human Services levy. The levy is coming up for renewal, and Suburban Cities supports renewal of the levy at the current rate. Support does not exist for a tax increase due to economic conditions and possible adverse impacts on junior taxing districts. On January 13, 2011 the Mayor attended the Seattle Economic Forecast Summit in Seattle, where economists indicated it looks as though the current economic situation has bottomed out, and it is anticipated there will be a slow climb to recovery. Additionally, on January 13, 2011, the Mayor participated in the Comcast Newsmakers video for the Tukwila South project and the Southcenter Parkway Extension project. It should have 13 viewings and be referenced on CNN Headline News. On January 14, 2011, the Mayor and staff members met with the federal lobbyists. It is not anticipated there will be many federal funds available, and the City will request funding for the Transit Center on Andover Park West and for the pedestrian bridge that connects the commuter rail station to the Tukwila Urban Center. b. City Council Councilmember Duffie referenced the death of a friend of his who was killed while setting out highway cones in the course of his duties. He offered a reminder to raise awareness of the contributions of those individuals whose jobs put them in dangerous situations. Councilmember Hernandez attended the South County Area Transportation Board (SCATBd) meeting on January 18, 2011. The legislative agenda was discussed at the meeting, and Tukwila's Interurban Avenue South project is on the priority list. Ms. Hernandez will provide updates regarding SCATBd discussions at the Transportation Committee meetings. Additionally, Ms. Hernandez reported that at the Transportation Committee meeting on January 18, 2011, a citizen requested better lighting and pedestrian safety on 62 Avenue South near City Hall. Council President Ekberg reported he will be meeting with individuals from gaming businesses at the Foster Golf Course on January 19, 2011 at approximately 5:00 p.m. Councilmember Seal will be on vacation beginning tomorrow for a week. Council President Ekberg will be chairing the Community Affairs and Parks Committee meeting on January 24, 2011 in her absence. Councilmember Hougardy attended the Southwest King County Chamber of Commerce meeting on January 14, 2011, where the topic was business security and its correlation to the prosperity of cities and neighborhoods. c. Staff Steve Lancaster, City Administrator, gave an update on high river flows during the last few days. Staff from the Surface Water Department have been patrolling the levee and watching the Duwamish, Allentown, and Foster Point areas. No areas of concern have been identified. There could be more water in the river in the next few days as the dam is being drawn down. At this time, it is not anticipated this will cause significant issues. The Fire Department and Public Works staff are doing a great job of monitoring the situation. Mr. Lancaster also reported on the Klickitat project, which will involve road closures for several months. While there will be disruption, staff is working to minimize the impacts with a focus on public communication. It is anticipated that work will begin in April, and roads will be re- opened by November 15, 2011. Tukwila City Council Regular Meeting Minutes January 18, 2011 Page 5 of 5 d.
