PRESENTATIONS No presentations. II. BUSINESS AGENDA thnd A. Grant Acceptance: South 144 Street Phase II (42 Avenue SouthTukwila International Boulevard) Staff is seeking Council approval to accept a Transportation Improvement Board grant in the thrd amount of $1,000,000.00 to construct street improvements on South 144 Street from 43 Avenue South to Tukwila International Boulevard. This project will construct curb, gutter, sidewalk, bike lanes, pavement restoration, illumination, drainage and utility undergrounding ndnd from TIB to 42 Avenue South, as well as add a traffic signal at 42 Avenue South. This grant th coincides with the Tukwila Village development and provides funding for the South 144 Street roadway frontage improvements and widening. The matching funds will be provided by the Tukwila Village site developer in the amount of $800,000. To date, $132,644.81 has been UNANIMOUS collected in Traffic Impact Fees, and this amount will be used for contingency. APPROVAL. FORWARD TO FEBRUARY 3, 2014 REGULAR CONSENT AGENDA. B. Bid Award: Americans with Disabilities Act Improvements Staff is seeking Council approval to award a bid to Iron Creek Construction in the amount of $84,450.00 for construction of the Americans with Disabilities Act (ADA) Improvements program. This program was created in 2013 to address City facilities not in compliance with ADA requirements, and the 2013/2014 project will provide pedestrian access ramp repairs at th multiple locations on TIB and one location at South 180 Street. It also includes the nd replacement of the actuated in-pavement flashing light crosswalk on TIB near South 152 Street with an actuated Rectangular Rapid Flash Beacon System. Iron Creek Construction was the lowest of eight bids received for this project, and it is under the Eng $98,700.00. Funds for this project are carried forward from the 2013 construction budget. Bid Award: Overlay and Repair East Marginal Way South Staff is seeking Council approval to award a bid to Miles Resources, LLC in the amount of $1,738.991.50 for the Overlay & Repair East Marginal Way South Project. This project will include pavement repairs and an asphalt overlay of East Marginal Way South between South st 81 Place and South Norfolk Street. Miles Resources, LLC was the lowest of six bids received concurred with the award after one error was discovered and corrected. An additional $65,000 for storm water improvements will come from the Small Drainage Program 412 Fund. UNANIMOUS APPROVAL. FORWARD TO FEBRUARY 3, 2014 REGULAR CONSENT AGENDA. D. 2014 Street Department Purchase: 10 King Luminaire Fixtures, Arms, and Poles Staff is seeking Council approval to purchase 10 King decorative green pedestrian light poles from Tacoma Electric in the amount of $44,128.50 for replacement and inventory. These have th been used along TIB, South 144 Street, and the Tukwila Urban Center Access projects. There are currently 3 damanged poles on TIB and this purchase will replace those and establish an inventory of 7 for future replacement needs. All of the new fixtures use LED and each assembly costs $4,030. Tacoma Electric was the low bidder of three, and funds for this purchase will UNANIMOUS APPROVAL. come from Street Lighting Supplies and Traffic Control Devices. King County Metro Transit Interurban Avenue South Leased Park and Ride Lot As information only, staff provided an overview of the status of the King County Metro Transit leased Park-and-Ride Lot on Interuban Avenue South. King County owns the large Park-and- Ride Lot located at 13445 Interurban Ave S, and for the last twenty years has leased the small nd parcel at the southwest corner of 52 Avenue South as an auxiliary adjacent lot. Due to to a 50% increase in rent to $1500 per month, King County has chosen to terminate this lease effective January 31, 2014, resulting in the loss of 41 parking spaces. It is anticipated that the loss of commuter parking spaces could result in more complaints by residents as well as more parking enforcement activity by Police. King County Metro Transit is currently exploring all options to replace these parking spaces, and information will be shared with the Council when INFORMATION ONLY. available. III. SOUTH COUNTY AREA TRANSPORTATION BOARD (SCATBD) Meeting The December 17, 2013 meeting summary and January 21, 2014 agenda were included in the Committee packet. Tukwila was not in attendance at the December meeting. Committee members and staff discussed attendance at future meetings, which may vary depending on Councilmember availability. IV. MISCELLANEOUS Committee members and staff briefly discussed the 2014 work plan. Chair Ekberg mentioned he will rd provide notes from the Council Retreat, and that 53 Avenue South street improvements were brought rd up as a focal point of interest. Staff confirmed that the 53 Avenue South project is currently in the adopted Capital Improvement Program, with design and construction scheduled for 2015-2017. Staff also confirmed that apprenticeship guidelines are expected to be provided to the Committee in March.
