BACKGROUND Project construction will include pavement repairs and an asphalt overlay of East Marginal Way S between S 815° PI and S Norfolk St. Work will also include new pavement markings, pedestrian safety upgrades, and storm water improvements. The main focus of the East Marginal Way S Overlay and Repair project is to preserve and maintain the street structure in a safe and useable condition by grinding off the top layer of asphalt and resurfacing it with new pavement. ANALYSIS A call for bids was advertised for the Overlay & Repair - East Marginal Way S on December 19 and 26, 2013 and six bids were opened on January 14, 2014. The lowest apparent bidder was Miles Resources, LLC, with a bid of $1,738,991.50. The engineer's estimate was $1,867,221.00. One error was found and corrected on the bid tabulations that did not change the results. WSDOT had minor concerns with DBE documents however, they concurred award to apparent low bidder Miles Resources, LLC. BUDGET AND BID SUMMARY (All amounts include sales tax) As there are storm water improvements in the project, an additional $65,000 of budget will come from the Small Drainage Program 412 Fund. The lowest bidder in the amount of $1,738,991.50 is Miles Resources, LLC. References listed in the Completed Construction Project Reference List provided by Miles Resources, LLC in their bid package confirmed that recently completed contracts with the contractor on similar roadway overlay projects were successful. We checked the status of Miles Resources LLC on the Washington State Labor and Industries web page to confirm they are currently licensed. We also checked the online System for Award Management and Miles Resources LLC does not have any active exclusion records listed. It is KPG's recommendation that the East Marginal Way South (S 815` P1 to S Norfolk St) project be awarded to Miles Resources LLC pending an independent review and recommendation by WSDOT. This project will include pavement repairs and an asphalt overlay of East Marginal Way South between South 81st Place and South Norfolk Street. Miles Resources, LLC was the lowest of six bids received earlier this month, and the bid is under the Engineer's estimate of $1,867,221.00. WSDOT concurred with the award after one error was discovered and corrected. An additional $65,000 for storm water improvements will come from the Small Drainage Program 412 Fund. UNANIMOUS APPROVAL. FORWARD TO FEBRUARY 3, 2014 REGULAR CONSENT AGENDA. D. 2014 Street Department Purchase: 10 King Luminaire Fixtures, Arms, and Poles Staff is seeking Council approval to purchase 10 King decorative green pedestrian light poles from Tacoma Electric in the amount of $44,128.50 for replacement and inventory. These have been used along TIB, South 144th Street, and the Tukwila Urban Center Access projects. There are currently 3 damanged poles on TIB and this purchase will replace those and establish an inventory of 7 for future replacement needs. All of the new fixtures use LED and each assembly costs $4,030. Tacoma Electric was the low bidder of three, and funds for this purchase will come from Street Lighting Supplies and Traffic Control Devices. UNANIMOUS APPROVAL. FORWARD TO FEBRUARY 3, 2014 REGULAR CONSENT AGENDA. E. King County Metro Transit Interurban Avenue South Leased Park and Ride Lot As information only, staff provided an overview of the status of the King County Metro Transit leased Park - and -Ride Lot on Interuban Avenue South. King County owns the large Park -and- Ride Lot located at 13445 Interurban Ave S, and for the last twenty years has leased the small parcel at the southwest corner of 52nd Avenue South as an auxiliary adjacent lot. Due to to a 50% increase in rent to $1500 per month, King County has chosen to terminate this lease effective January 31, 2014, resulting in the loss of 41 parking spaces. It is anticipated that the loss of commuter parking spaces could result in more complaints by residents as well as more parking enforcement activity by Police. King County Metro Transit is currently exploring all options to replace these parking spaces, and information will be shared with the Council when available. INFORMATION ONLY. III. SOUTH COUNTY AREA TRANSPORTATION BOARD (SCATBD) Meeting The December 17, 2013 meeting summary and January 21, 2014 agenda were included in the Committee packet. Tukwila was not in attendance at the December meeting. Committee members and staff discussed attendance at future meetings, which may vary depending on Councilmember availability. IV. MISCELLANEOUS Committee members and staff briefly discussed the 2014 work plan. Chair Ekberg mentioned he will provide notes from the Council Retreat, and that 53rd Avenue South street improvements were brought up as a focal point of interest. Staff confirmed that the 53rd Avenue South project is currently in the adopted Capital Improvement Program, with design and construction scheduled for 2015 -2017. Staff also confirmed that apprenticeship guidelines are expected to be provided to the Committee in March.
