MEMORANDUM

ISSUE
The Community Schools Collaboration (CSC) is currently faced with financial
sustainability issues, and is not able to provide extended day — afterschool programs
and services in Tukwila School District's three elementary schools though the reminder
of the current school year unless additional funding is provided to the program.
FINANCIAL IMPACT
Currently, the City has committed to providing CSC $100,000 annually in the 2013 -14
biennial budget. This is approximately 20% of CSC funding sources. The City Council
is being asked to consider providing an additional $22,000 to assist CSC in providing
services in the elementary schools for the remainder of the school year. As of the
writing of this memo, staff is working to identify potential budget areas for funding, if the
Council determines funding is appropriate. Those options will be presented at the
Council meeting on Monday, February 3, 2014.
BACKGROUND
Community Schools Collaboration is a non - profit organization that began in 1998. CSC
utilizes the nationally recognized, research -based "full- service community schools"
model, combining direct services with strong partnerships with families, cities, school
districts, and other community -based organizations.
The City recognizes that these extended -day — afterschool programs and services are
greatly needed by our residents. In the past, the City provided in -kind assistance to
assist the CSC program, and in more recent years in -kind services have been replaced
with direct funding.
The Tukwila School District has also been a partner with the City in endeavors to
support CSC.
DISCUSSION
Without additional funds, CSC will not be able to provide after school program offerings
in Tukwila's three elementary schools. CSC is in need of an additional $55,000. The
Tukwila School District has committed to providing $25,000, and the City Council is
being asked to consider providing the remainder of the funding needed in the amount of
$22,000.
