Tukwila City Council Regular Meeting City Hall Council Chambers February 7, 2011 7:00 P.M. 290; MINUTES REGULAR MEETING EXECUTIVE SESSION Start: 5:45 p.m. Mayor Haggerton announced the purpose of the Executive Session is to discuss Potential Litigation Pursuant to RCW 42.30.110(1)(i). It will last no more than 1 hour and 15 minutes, and no decisions will be made during the Executive Session. Attendees: Jim Haggerton, Mayor; Steve Lancaster, City Administrator; Shelley Kerslake, City Attorney; Jack Pace, Community Development Director; Kimberly Matej, Council Analyst; Tukwila City Councilmembers Joe Duffie, Joan Hernandez, Allan Ekberg, Dennis Robertson, Verna Seal, Kathy Hougardy. 5:47 p.m. Councilmember Quinn entered the Council Chambers. End: 7:00 p.m. CALL TO ORDER /PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:09 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Joan Hernandez, Allan Ekberg, Council President, Dennis Robertson, Verna Seal, Kathy Hougardy, and De'Sean Quinn. CITY OFFICIALS Jim Haggerton, Mayor; Steve Lancaster, City Administrator; Shelley Kerslake, City Attorney; Shawn Hunstock, Finance Director; Jack Pace, Community Development Director; David Haynes, Police Chief; Bob Giberson, Public Works Director; Evelyn Boykan, Human Services Manager; Christy O'Flaherty, City Clerk. CITIZEN COMMENTS Nick and Jeanette Krantz, 4714 South 144th Street, urged the Council to adopt the social card room moratorium. Mr. Krantz indicated he and his wife have lived in Tukwila for over 32 years. He relayed that he recognizes revenues are coming in from the casinos, and from his standpoint the negative social impacts have greater significance to the community. In his view, there is a high concentration of casinos in Tukwila, and studies show higher crime rates in these areas. He referenced examples of situations in his neighborhood that occurred due to activity at the casinos. He brought 2 bags of playing cards he and his wife picked up in their neighborhood that he believes have been thrown out of cars by people leaving the casinos (a sample of the cards was provided to the City Clerk). He asked the Council to adopt the moratorium. Tukwila City Council Regular Meeting Minutes February 7, 2011 Page 2 of 6 Chuck Parrish, 4430 South 150 Street, asked the Council to "hold their fire" regarding the social card room moratorium and refrain from making quick judgments. in his view, some of the negative activities described in the areas of the casinos are not demonstrative of a pattern. Additionally, in his opinion, studies are not necessary in Tukwila where the casinos have operated for a few years, and the City has its own data that can be relied upon to show patterns. He relayed that the Council has just gone through a tough budget process, and casinos are bringing in approximately $2.0 million in annual revenue. CONSENT AGENDA a. Approval of Minutes: 1/18/11 (Regular); 1/24/11 (Special) b. Approval of Vouchers #356658- 356737 and #110103 110201 in the amount of $495,108.40 MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7 -0. UNFINISHED BUSINESS a. Human Services Contracts. 1. Authorize the Mayor to sign a contract with the Institute for Family Development for the Parents and Children Together program, in the amount of $43,200.00. MOVED BY SEAL, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH THE INSTITUTE FOR FAMILY DEVELOPMENT FOR THE PARENTS AND CHILDREN TOGETHER PROGRAM, IN THE AMOUNT OF $43,200.00. MOTION CARRIED 7 -0. 2. Authorize the Mayor to sign a contract with Multi- Service Center for emergency financial services, in the amount of $90,000.00. MOVED BY SEAL, SECONDED BY HOUGARDY TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH MULTI SERVICE CENTER FOR EMERGENCY FINANCIAL SERVICES, IN THE AMOUNT OF $90,000.00. MOTION CARRIED 7 -0. 3. Authorize the Mayor to sign a contract with Renton Area Youth Services for youth and family support services, in the amount of $110,200.00. MOVED BY SEAL, SECONDED BY EKBERG TO SIGN A CONTRACT WITH RENTON AREA YOUTH SERVICES FOR YOUTH AND FAMILY SUPPORT SERVICES, IN THE AMOUNT OF $110,200.00. MOTION CARRIED 7 -0. 4. Authorize the Mayor to sign a contract with Renton Area Youth Services for substance abuse and mental health services, in the amount of $62,660.00. MOVED BY SEAL, SECONDED BY HOUGARDY TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH RENTON AREA YOUTH SERVICES FOR SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES, IN THE AMOUNT OF $62,660.00. MOTION CARRIED 7 -0. 5. Authorize the Mayor to sign a contract with the Tukwila Pantry for food bank services, in the amount of $42,884.00. MOVED BY SEAL, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH THE TUKWILA PANTRY FOR FOOD BANK SERVICES, IN THE AMOUNT OF $42,884.00. MOTION CARRIED 7 -0. Authorize the Mayor to sign a contract with the Community Schools Collaboration of Tukwila for social services, in the amount of $200,000.00. MOVED BY SEAL, SECONDED BY EKBERG TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH THE COMMUNITY SCHOOLS COLLABORATION OF TUKWILA FOR SOCIAL SERVICES, IN THE AMOUNT OF $200,000.00. MOTION CARRIED 7 -0. b. A resolution adopting the Tukwila Hazard Mitigation Plan. MOVED BY QUINN, SECONDED BY DUFFIE THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7 -0. MOVED BY HOUGARDY, SECONDED BY QUINN THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED 7 -0 TO ADOPT RESOLUTION NUMBER 1734. c. A resolution declaring certain equipment as surplus and authorizing their sale. MOVED BY HOUGARDY, SECONDED BY DUFFIE THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7 -0. MOVED BY HOUGARDY, SECONDED BY HERNANDEZ THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED 7 -0 TO ADOPT RESOLUTION NUMBER 1735. d. Authorize the Mayor to sign an agreement with Perteet Engineering, Inc for GIS Inventory Area 7, in the amount of $150,000.00. MOVED BY QUINN, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO SIGN AN AGREEMENT WITH PERTEET ENGINEERING, INC. FOR GIS INVENTORY AREA 7, IN THE AMOUNT OF $150,000.00. MOTION CARRIED 7 -0. e. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RELATING TO THE ESTABLISHMENT OF A CENTRAL TREASURY FUND, SPECIFICALLY REPEALING AND RESTATING TUKWILA MUNICIPAL CODE CHAPTER 3.24; REPEALING ORDINANCE NO. 659 §1; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY HOUGARDY, SECONDED BY HERNANDEZ THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 7 -0 TO ADOPT ORDINANCE NUMBER 2322. Tukwila City Council Regular Meeting Minutes February 7, 2011 Page 4 of 6 Joe Tice from the Tukwila Food Pantry at 3118 South 140th Street, expressed appreciation to the Council and Mayor for their support of the Tukwila Food Pantry. He offered a reminder regarding the "Let's Strike Out Against Hunger" bowl -a -thon in Tukwila at Acme Bowl on March 26, 2011 from 10:00 a.m. to Noon. REPORTS a. Mayor Mayor Haggerton reported that the City's vehicle fleet report for January 2011 shows a decrease of 2,030 gallons of fuel, for a reduction of 17.3 The staff continues to seek ways to reduce expenses in all areas of City business. The Mayor reported that Dennis Robertson will be the representative for the Water Resource Inventory Area 9 (WRIA9) meetings. The Mayor attended the January 31, 2011 volunteer appreciation event at the Neighborhood Resource Center (NRC). The NRC will be closing at the end of March 2011, and the work of the volunteers has been greatly appreciated. There is a possibility that as the Tukwila Village site develops, it may have a police presence of some kind. On February 5, 2011 the Mayor was asked to be a judge for the American Legion Oratorical Contest, where 2 young ladies and 2 young men competed under strict rules. The winning contestant received a $1,500 prize. b. City Council Councilmember Duffie attended the January 31, 2011 volunteer appreciation event at the Neighborhood Resource Center. Councilmember Hernandez attended the South County Area Transportation Board (SKATBd) meeting on January 19, 2011 where the discussion was focused on Sound Transit 2. On January 26, 2011, she attended the Highline Forum where the SeaTac Part 150 Noise Study was discussed. The next Noise Study public workshop will be held on March 18, 2011 from 10:00 a.m. 4:00 p.m. in the arrival hall at SeaTac Airport. Additionally, Councilmember Hernandez requested that the November 17, 2010 Highline Forum minutes be amended to add a website link regarding a new FAA procedure at Boeing Field requiring an altitude change for missed approaches. The amendment was approved and will provide greater clarity for those who would like additional information. On February 1, 2011 Ms. Hernandez attended the Sunwood Block Watch meeting, where Chris Partman, Tukwila's Community Oriented Policing Coordinator, did an excellent job of sharing critical information with the residents. On February 3, 2011 she attended the Equity and Diversity Commission meeting, where it was announced that one of the mini Tukwila Days events will be a "Heritage and Cultural Celebration" to be held on August 20, 2011 at the Heritage and Cultural Center (14475 59 Avenue South). An update was also provided at that meeting regarding ongoing collaboration with the Somali community. On February 6, 2011 Councilmember Hernandez attended the Historical Society Gala Auction Planning Committee meeting. The auction will be conducted on June 26, 2011, and questions can be directed to the Heritage and Cultural Center at 206 244 -HIST (4478). Council President Ekberg referenced the back page of the City Council Agenda and explained that the Public Hearing section #6 has been amended to provide greater clarity. Additionally, the Council Agenda Synopsis form has been amended to include the name of the staff sponsor and the name of the Council Committee Chairperson. He provided a reminder regarding the Council Coffee Chat this Saturday, February 12, 2011 at Friendz Cafe (12930 East Marginal Way So.). Tukwila City Council Regular Meeting Minutes February 7, 2011 Page 5 of 6 Councilmember Seal thanked Council President Ekberg for chairing the Community Affairs and Parks Committee while she was on vacation. She reported that she has been reappointed to the National League of Cities Council for Youth, Education and Families. This summer the meeting will be in Boise, Idaho, and she has found that the information provided is very valuable to the Tukwila community. Councilmember Hougardy attended the February 1, 2011 Government Affairs Committee meeting, where discussion ensued regarding gambling issues. c. Staff Steve Lancaster, City Administrator, attended the Government Affairs Committee meeting where Department of Community Development staff provided information regarding the noise ordinance adopted last year. Comments were also received by members of the business community on both sides of the gambling issue. Bob Giberson, Public Works Director, provided an overview of the recent water main break and sewer line problems on Andover Park West. Crews are continuing to work on this issue, and while road closures are necessary, detours are in place to provide local accessibility. A resolution will be forthcoming to the Council to authorize the emergency repairs. d. City Attorney There was no report. e. Intergovernmental The Council Analyst is not required to attend Regular Meetings. MISCELLANEOUS Councilmember Duffie invited Rachel White to the podium to give a summary of her work at Tukwila Elementary School. Rachel White from the Washington Reading Corps indicated she is working at the Tukwila Elementary School and enjoys both the students and the Tukwila community. Council President Ekberg asked the Councilmembers to provide him suggestions for the Council Retreat by this Friday, February 11, 2011. 7:55 p.m. Mayor Haggerton declared a brief recess and announced to the audience that after the recess, the Council will be going into an Executive Session regarding Potential Litigation, pursuant to RCW 42.30.110(1)(i) for 1 hour, and no decisions will be made during the Executive Session.
