Documents shall bear the seal and signature of a Washington State Professional Engineer. 8: Any exposed insulations backing material shall have a Flame Spread Rating of 25 or less, and material shall bear identification showing the fire performance rating thereof. 9: All construction to be done in conformance with approved plans and requirements of the Uniform Building Code (1997 Edition) as amended, Uniform Mechanical Code (1997 Edition), and Washington State Energy Code (1997 Edition). 10: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any requirements for special inspection. 11: Validity of Permit. The issuance of a permit or approval of plans, specifications, and computations shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any other ordinance of the jurisdiction. These two trees are located on the new property just bought by Don Tyron who plans to build several new houses on this property. On October 1, 2002, I met with Don Tyron whose company now owns that new property. I expressed to him my concern that by tearing down the Chestnut Tree and the Maple Tree on lot 10 that this will increase the likelihood of my property experiencing a mudslide due to the fact that the roots of the trees would be pulled out of the soil in a neighborhood already with a heavy slope on the land. Secondly by destroying these trees, this would ruin the image of the neighbor that I currently live in. The builder did not want to find a way to save these trees. When the neighborhood of The Junction was developed by Don Tyron, literally all the trees were destroyed. I'm asking that the City of Tukwila to insist that these trees by kept intact so that they my preserve the beauty of the neighborhood while driving up the street. With no cooperation from Don Tyron on this matter, I am requesting the City of Tukwila require Don Tyron's company to build around these two trees. Dear Mr. Pham: This is in response to your letter expressing concern regarding the removal of two trees located on the lot adjoining your residence. You have expressed two concerns related to the proposed removal of two trees, one being the aesthetic impact associated with the removal of trees and secondly you mention that the integrity of the slope may be compromised with the removal of the two trees. The city has reviewed the building permit submitted by Don Tryon to construct a residence at 5442 South 150 Street. The drawings submitted for the building permit include the removal of two trees. The city's regulations regarding trees require replacement trees only if the removed trees are within an environmentally sensitive area or a within the buffer of an environmentally sensitive area. Based on the review of the site plan and on -site assessment the trees are not considered to be within an environmentally sensitive area or a within the buffer of an environmentally sensitive area. Thus the city does not have any code basis to require the developer to not remove the trees in question. Regardless of the code requirements I have informed Don Tryon of your concerns. He has responded that it is unlikely that they can keep the trees since one of the trees is located within the proposed building footprint area and the health of the second tree will be compromised due to grading and site work required to develop the lot. Regarding your second concern related to slope stability, the applicant has proposed a rockery (see attached site plan). Also, the city required the applicant to submit a geo- technical report prepared by a professional engineer that addressed any issues with the location and construction of the rockery wall. The site is located just northwest of the intersection of Macadam Road and South 150` Street. The rockery will be located along the east side of Lot 7, adjacent to the utility easement. For our use in preparing this letter, we have been provided with a copy of the Lot 7 Site Plan, undated and untitled. We have previously explored the site for preparation of a report titled "Foundation Evaluation South 150` Street, Tukwilla, Washington, for Lakeridge Development" on April 26, 2002. We met on site with Mr. Don Tryon with Tryon Concepts who described the proposed rockery dimensions and the project description to us. The project will consist of construction of a 4 -foot- high exposed rockery approximately 80 feet long along the east side of Lot 7. We understand the rockery will be 6 feet east of the east wall of the house and 6 feet west of an existing sewer easement. The footing excavation for the foundation walls of the house will be approximately 5 feet below the base of the rockery. We were informed that the sewer pipe is approximately 10 to 12 feet deep and 5 feet or so from the property line. Doi • 02', 4 3 Rockery Location Evaluation South 150` Street Tukwila, Washington March 3, 2003 CG File No. 1291 Page 2 ROCKERY SITE CONDITIONS Surface Conditions The sewer easement along the east side of Lot 7 consists of a relatively flat - lying, abandoned service road with a moderate, 6- to 8- foot -high, west - facing slope that inclines down to Lot 7. A 3- foot -wide shallow drainage channel exists at the tow of the slope. The western two- thirds of Lot 7 is relatively flat lying, with a gentle slope down to the west. The channel runs roughly north to south and ties in to an existing catch basin along the north side of South 150`'' Street. When we arrived at the site, the drainage had approximately 4 inches of water slowly moving southward to the catch basin. Most of the exposed soils over Lot 7 were very muddy, especially adjacent to the drainage channel. We sank up to 1 foot into the soils while walking. The moderate slope was vegetated with blackberry thickets and a few trees up to 12 inches in diameter. Explorations Subsurface conditions were explored at the site on February 19, 2003, by excavating two test pits with a backhoe. The test pits were excavated to depths of 6.0 to 8.0 feet below the ground surface near the proposed rockery location. The explorations were located in the field by a geologist from this firm with aid from the contractor to identify the rockery location. We examined the soils and geologic conditions encountered. The approximate locations of the test pits are shown on the Site Plan in Figure 1. Subsurface Conditions Our explorations encountered a surficial layer of fill. This fill was presumably placed during construction of the utility easement road, and sewer and water trench backfill. In Test Pits 1 and 2, we found this layer approximately 5.0 feet and 2.5 thick, respectively. Beneath the fill layer in Test Pit 2, we encountered a 2- foot -thick section of drain rock and a 4 -inch plastic drain pipe. The drain pipe was running approximately north to south. Beneath the fill, we encountered native soils consisting of medium -dense gray fine to medium sand with gravel and trace silt. These Cornerstone Geotechnical, Inc. .�i Rockery Location Evaluation South 150 Street Tukwila, Washington March 3, 2003 CG File No. 1291 Page 3 soils were encountered to the final depths of the test pits, from approximately 5.0 to 6.0 feet in Test Pit 1 and 4.5 to 8.0 feet in Test Pit 2. Hydrologic Conditions Ground water seepage was encountered in all our test pit explorations. We encountered moderate ground water at approximately 2.5 feet in Test Pit 1 and significant amounts at the base of the fill layer, approximately 5.0 feet below existing grade. Heavy ground water was encountered once the pipe and drain rock were breached in Test Pit 2. This created caving of the sides of the test pit. The contractor began bailing water from the hole to continue excavation, but made additional excavation and sample collection difficult. Test Pit 2 filled with water to depths of approximately 1 foot below the top of the drain rock layer within 30 minutes. This was an approximate depth of 3.5 feet below the ground surface. CONCLUSIONS AND RECOMMENDATIONS General It is our opinion that the proposed rockery along the east side of Lot 7, adjacent to the easement area is feasible providing ground water can be controlled and any disturbed soil recompacted prior to rockery construction. The key aspect of construction will be placing the nearby foundation 5 feet below grade without significantly disturbing the rockery or slope area. With high ground water and loose soil conditions, running of the embankment soils into the excavation may occur. Providing this condition is controlled and the rockery base is restored, it is our opinion that the use of a rockery is suited for retaining the embankment. We recommend at least 1 foot embedment of the base rock, for a total wall height of 5 feet. The underlying medium dense deposits are capable of supporting the planned rockery. Based on our site explorations, we anticipate suitable bearing will generally be encountered from 4.5 to 5.0 feet below the existing ground surface along the toe of the west - facing easement slope. This may require some overexcavation and replacement of compacted soils to the base elevation of the rockery. Rockery subgrade soils might be undercut and undermined if rockery construction is completed before house foundation excavation. This overexcavation for the footing subgrade might create rockery instability. Control of the ground water will be a significant factor during foundation construction. If ground water is not controlled, it could create a running soil condition, which may impact stability of the slope on the easement. One option for water control could be to construct a sump that is into the existing subdrain and pump for an extended period of time. A more thorough program for handling ground water is beyond the scope of our services. We understand that you have been able to accomplish this on other adjacent lots. We understand that some cutting into the toe of the west - facing easement slope will be done to reach rockery subgrade elevations and during preparation of rockery subgrade soils. The rockery locations appears approximately 6 feet from the sewer easement and approximately 10 feet from the sewer pipe. It is our opinion that if excavation is done carefully, that there should be no disturbance of the existing sewer line in the easement area. Rockery Design and Construction We recommend that rockery be constructed to Associated Rockery Contractor (ARC) guidelines and appropriate local standards except as noted herein. The base rock should be at least 2.5 feet in dimension into the slope. The top rock width should be at least one -third the total height of the rockery or 1.5 feet, whichever is greater. Drainage Significant ground water seepage was encountered only a few feet deep at the rockery location. It will be key to install a drain behind the rockery that is below the planned future ground surface between the rockery and the house. We recommend that the drain be a minimum of 1 foot below adjacent grades and that the ground surface slope away from the house. The pipe should be sloped to drain and routed to a permanent discharge system. We expect this drain could intercept significant amounts of water. A larger than normal pipe with more drain rock might be practical. USE OF THIS LETTER We have prepared this letter for Lakeridge Development and their agents, for use in planning and design of the proposed rockery along the east side of Lot 7. The data and letter should be provided to prospective contractors for their bidding and estimating purposes, but our letter, conclusions, and interpretations should not be construed as a warranty of subsurface conditions. The primary focus of this letter is to address soil conditions of the proposed rockery location, not excavation or dewatering for construction of the house on Lot 7.
