No permit presuming to give authority to violate or cancel the provisions of this code shall be valid. 6: ** *FIRE DEPARTMENT CONDITIONS * ** 7: The attached set of plans have been reviewed by The Fire Prevention Bureau and are acceptable with the following concerns: 8: ** *FIRE EXTINGUISHERS * ** - UFC Article 10 and NFPA 10. 9: The total number of fire extinguishers required for your establishment is calculated at one extinguisher for each 3000 sq. ft. of area. The extinguisher(s) should be of the "All Purpose" (2A, 10B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (NFPA 10, 3 -1.1) 10: Portable fire extinguishers shall be securely installed on the hanger or in the bracket supplied, placed in cabinets or wall recesses. The hanger or bracket shall be securely and properly anchored to the mounting surface in accordance with the manufacturer's instructions. The extinguisher shall be installed so that the top of the extinguisher is not more than 5 feet above the floor and the clearance between the bottom of the extinguisher and the floor shall not be Tess than 4 inches. 11: Extinguishers shall be located so as to be in plain view (if at all possible), or if not in plain view, they shall be identified with a sign stating, "Fire Extinguisher ", with an arrow pointing to the unit. A floor plan showing the dimensions and location of the stockpiles and aisles shall be submitted with applications for such permits. (UFC 8101) 29: In double row racks with heights of storage up to and including 25', an average nominal 6" transverse flue space between loads or at rack uprights shall be maintained. (NFPA 13) 30: High -piled combustible storage is combustible materials in closely packed piles more than 12 feet in height or combustible materials on pallets or in racks more than 12 feet in height. For certain special- hazard commodities such as rubber tires, plastics, some flammable liquids, idle pallets, etc., the critical pile height may be as low as 6 feet. (UFC article 2, sec. 209 -H) 31: Maintain minimum 6" longitudinal flue space between back to back racks. (NFPA 13) 32: Where storage height exceeds 15 feet and ceiling sprinklers only are installed, fire protection by one of the following methods is required for steel building columns located within racks: (a) one -hour fire proofing, (b) sidewall sprinklers at the 15 foot elevation of the column, (c) ceiling sprinkler density minimums as determined by the Tukwila Fire Prevention Bureau. (NFPA 13) 33: Depending on the classification of the commodity being stored and the size of the storage area, smoke vents, small hose stations and curtain boards may be required by Table 81 -A of the Uniform Fire Code. Contact the Tukwila Fire Prevention Bureau for further information. 34: Racks designed for high -piled storage must comply with section 2207 of the Uniform Building Code. Please contact the Tukwila Building Department for details pertaining to design and installation standards. 35: Nominal 6" transverse flue spaces between loads and at rack uprights shall be maintained in single row, double row and multiple row racks. Random variations in the width of flue spaces or in their vertical alignment shall be permitted. (NFPA 231c 4 -3.1) 36: Aisles in sprinklered building shsall be 44 inches (1117.6 mm) or more in width. Aisles shall be 96 inches (2436.4 mm) or more in width in high -piled storage areas exceeding 2,500 square feet (232.26 m2) in area and designated to contain high- hazard commodities. Aisles shall be 96 inches (2438.4 mm) or more in width in public accessible areas where mechanical stocking methods are used. Normal- weight concrete conforms to Sections 1903 and 1905 of the code. 2.1.1 Wedge Anchor: The wedge anchor consists of a threaded steel stud with a cone mandrel machined at the em- bedded end, a nut and a washer. A formed metal clip is wrapped around the mandrel that expands outward against the concrete hole wall during anchor installation. The studs are manufactured from Al SI 1018 steel and the clips from AISI 1010 steel. The anchors have a clear zinc finish. 2.1.2 All-American Anchor: The All-American anchor con- sists of a threaded expansion steel stud with an internal drilled bore containing a heat - treated steel pin that forces the em- bedded anchor end to expand during installation. The anchor is manufactured from AISI 12L14 steel and the pin from AISI 1038 or AISI 4037 steel with a heat treatment to Rockwell C41 -43. The anchorand pin have a zinc and yellow- chromate finish. 2.1.3 Drop -in Anchor: The drop -in anchor consists of an in- temally threaded steel stud that expands when a tapered plug is driven with a setting tool into a corresponding tapered hole in the stud. The anchor studs are manufactured from AISI 12L14 steel and the intemal plugs from AISI 1018 steel. The studs have a zinc and yellow - chromate finish. 2.1.4 Con-Sert Screw: The Con -Sert screw is a self - tapping threaded steel screw. The screw is manufactured from AISI C1022 steel and is case - hardened to Rockwell C 43 -47 with a core hardness of Rockwell C 33 -37. The screws have a zinc and yellow - chromate finish. 2.1.5 HLS Concrete Screw Anchor. The HLS concrete screw anchor is a self - tapping, threaded steel screw anchor. The screw anchor is manufactured from AISI C -1022 steel and is case - hardened to Rockwell C 43 -47 with a core hard- ness of Rockwell C 33 -7. The screws have a PolySeal blue finish. 2.2 Installation: Holes are drilled into the concrete using carbide- tipped ma- sonry drill bits complying with ANSI B212.15 -1994. The drill bit diameter must be the same as that of the wedge anchors and the AII- American anchors; the drill bit diameters for the drop -in anchors and the Con -Sert screws are listed in Tables 4 and 6, respectively. Dust and other deleterious matter are removed using a blow -bulb before anchor or screw installation. The wedge an- chor is set by tightening the nut against an attached fixture us- ing minimum torque and installation requirements noted in Table 1. The AII- American anchor is inserted in the hole and set by striking the set pin with several sufficient blows using a properly sized hammer until the pin is flush with the top of the anchor. The drop -in anchor is inserted into a hole and is set by driving a tapered plug with a setting tool and a properly sized hammer into the anchor body. The Con -Sert screw is inserted in a hole that has been drilled in the concrete through the material being fastened, using a hammer -type drill and the DFS Con -Sert tool. The Con -Sert tool has a drill bit conforming to ANSI B94.12 that self - retracts after drilling. 2.3 Design: The allowable loads and spacing and edge distance require- ments for the anchors and screws are shown in Tables 1 through 6. Anchors are not permitted to be subjected to vibra- tory loads such as those encountered by supports for recipro- cating engines, crane loads and moving loads due to vehicles. Anchors are limited to static load applications. Use of anchors in combined shear and tension loading, and in resisting earthquake or wind loads, is beyond the scope of this report. 2.4 Special Inspection: When design loads require special inspection during anchor installation, compliance with Section 1701.5 of the code is necessary. This chapter shall not apply to: 1. An authorized representative of the United States Government, the State of Washington, or any incorporated city, town, county, township, irrigation district, reclamation district, or other municipal or political corporation or subdivision of this state; 2. Officers of a court when they are acting within the scope of their office; 3. Public utilities operating under the regulations of the utilities and transportation commission in construction, maintenance, or development work incidental to their own business; 4. Any construction, repair, or operation incidental to the discovering or producing of petroleum or gas, or the drilling, testing, abandoning, or other operation of any petroleum or gas well or any surface or underground mine or mineral deposit when performed by an owner or lessee; 5. The sale or installation of any finished products, materials, or articles of merchandise which are not actually fabricated into and do not become a permanent fixed part of a structure; 6. Any construction, alteration, improvement, or repair of personal property, except this chapter shall apply to all mobile /manufactured housing. A mobile /manufactured home may be installed, set up, or repaired by the registered or legal owner, by a contractor licensed under this chapter, or by a mobile /manufactured home retail dealer or manufacturer licensed under chapter 46.70 RCW; 7. Owners of commercial properties who use their own employees to do maintenance, repair, and alteration work in or upon their own properties; 14. A licensed architect or civil or professional engineer acting solely in his professional capacity, an electrician licensed under the laws of the state of Washington, or a plumber licensed under the laws of the state of Washington while operating within the boundaries of such political subdivision. The exemption provided in this subsection is applicable only when the licensee is operating within the scope • . of his license; 15. Any person who engages in the activities herein regulated as an employee of a registered contractor with wages as his sole compensation; 16.
