The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Ron Johnston, Carol Zuvela and Dennis Sivak. Others in attendance
were Police Chief Michael Villa, Fire Battalion Chief Lavern Peterson, David Cline, City
Administrator, and Kim Gilman, Civil Service Examiner.

APPROVAL OF MINUTES
GENERAL BUSINESS:
Chair Ron Johnston called the meeting to order.
The Chair asked if there were any corrections needed for
the November 12, 2013 Commission Meeting minutes. A
typo was fixed and clarification was made to the minutes,
and then approved by the Commissioners.
David Cline, City Administrator, introduced himself and
explained that he will be visiting City boards and
commissions over the next few months at the request of the
Council's Finance and Safety Committee. The Finance and
Safety Committee is in the process of reviewing the City's
Ethics Policy that governs both employees and elected
officials. Mr. Cline explained that Councilmembers are
considering the formation of an Ethics Board to review
ethics complaints. The board would either be comprised of
specially appointed members or drawn from the Chairs of
the 5 currently existing Boards and Commissions within the
City. Ethics Board members would either issue findings or
issue a recommendation. He explained that several Strong -
Mayor Cities utilize an Ethics Board structure. Mr. Cline
stated that several Councilmembers wanted to hear input
from existing Board and Commission members about their
willingness to serve on an Ethics Board, and that he was
here to relay that input. One Commissioner inquired about
potential liability involved in serving on an Ethics Board.

FIRE DEPARTMENT BUSINESS
Staffing Update
Jim Haggerton, Mayor
Mr. Cline offered to research that question with the City
Attorney. Commissioners expressed their support in
utilizing existing resources to serve on an Ethics Board.
Battalion Chief Peterson reported that there are 6 personnel
out on leave. 1 staff member has moved from the training
division back to the shift schedule.
POLICE DEPARTMENT BUSINESS
Staffing Update
GENERAL BUSINESS
Term Expiration Position #3:
Chief Villa reported that there are 3 entry -level candidates
currently in background. He noted that there are 4 lateral- -
entry candidates testing in December, and 5 scheduled to
test in January. There are 6 vacancies for police officer in
the Department, and 1 vacancy for a Records Specialist.
Interviews have been scheduled for December 16th for the
last 3 names on the Police Records Specialist eligibility list.
He noted that 1 officer remains out on long -term military
leave.
The Examiner noted that Civil Service Commission
positions have staggered 6 year terms and that Position #3,
currently filled by Carol Zuvela, is set to expire at the end
of this year. Ms. Zuvela stated that due to family
obligations she will be unable to serve another term as a
Civil Service Commissioner. Those in attendance thanked
Carol for her 12+ years of service to the Civil Service
Commission.
