2: No changes will be made to the plans unless approved by the Engineer and the Tukwila Building Division.
3: All structural concrete shall be special inspected (UBC - Sec. 306(a)1).
4: When special inspection is required either the owner, architect or engineer shall notify the Tukwila Building Division
of appointment of the inspection agencies prior to the first building inspection. Copies of all special inspection
reports shall be submitted to the Building Division in a timely manner. Reports shall contain address, project name,
permit number and type of inspection being performed.
5: The special inspector shall submit a final signed report stating whether the work requiring special inspection was, to
the best of the inspector's knowledge, in conformance with approved plans and specifications and the applicable
workmanship provisions of the UBC.
6: Subgrade preparation including drainage, excavation, compaction, and fill requirement shall conform strictly with
recommendations given in the soils report.
7: All construction to be done in conformance with approved plans and requirements of the Uniform Building Code (1997
Edition) as amended, Uniform Mechanical Code (1997 Edition), and Washington State Energy Code (1997 Edition).
8: Validity of Permit. The issuance of a permit or approval of plans, specifications, and computations shall not be
construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any
other ordinance of the jurisdiction. No permit presuming to give authority to violate or cancel the provisions of this
code shall be valid.

Geotechnical Engineering Study Report by CEO, Inc.,
dated August 12, 2002.
As requested, this letter briefly summarizes the foundation underpinning design
modification made for the subject project. Our original recommendation for
foundation support of the long timber columns carrying the interior floor loads was
to install driven -in -place small diameter steel pin - piles. When your staff begin
excavating around the base of the old timber columns, a large concrete pad
foundation was encountered at each location. Subsequent to clearing these pad
foundations, it was determined that they were sufficiently competent to carry the
column loads providing a sounder structural connection was made between the
footing and the timber post. Therefore, a concrete plinth was developed to extend
several feet up from the concrete pad foundation and to encapsulate the bottoms of
the timber posts. The plinths were also structurally connected to the existing
concrete foundations. As a result of the implementation of this design modification
that originally recommended pin -piles were eliminated from the repair.

Based on the observed construction, it is our professional opinion that the concrete
plinths were installed in a competent and professional manner and that they are
functioning as intended. Based on our observations, it is our professional opinion
that this foundation and modification is appropriate and that the foundation support
should prove adequate for the reasonable lifetime of the building.
We trust this information is sufficient to satisfy any concerns regarding the
elimination of the pin -pile underpinning for these foundations. Our services on this
phase of the project had been performed, and our recommendations and opinions
have been derived, in a manner consistent with that level of skill, care and
competence ordinarily exercised by other members of the profession in good
standing currently practicing under similar conditions in this area only. No other
warranty, express of implied is made. Should you have any questions regarding this

We understand that since the submittal of our above - referenced geotechnical report
for this project your work crew has conducted some earthwork within the crawl space
area of Building #5. This "excavation" of sloughed soil has exposed a series of
concrete foundation pads approximately at the locations of each of the timber
support posts for the wood floor above. As a result you believe it will not be
necessary to use driven -in -place pin -piles to support these timber posts.
As we understand the current situation your intent is to drill and epoxy grout four
3/4 -inch diameter expansion bolts into each of the existing concrete foundations and
then to construct a four foot high and twelve (12) inch diameter reinforced concrete
"plinth" atop each of the pad foundations. The timber floor support posts will then
be structurally connected to the tops of the concrete plinths.

Based on our evaluation of these conditions and recommendations it is apparent
that the concrete plinths will raise the timber posts well above the subgrade, or
any additional fill surface, so that the posts will not be subject to wetting and decay.
Providing the expansion bolts and plinth reinforcement are considered appropriate
by the project structural engineer we see no geotechnical reason why this form of
timber post support should not be acceptable. Furthermore, given the presence
of the existing concrete post foundations, it is our professional opinion that the
four driven -in -place steel pin -piles recommended for the post foundation support in
our above - referenced geotechnical report are unnecessary. It is also our opinion
that, as such, since these pin -piles are not required for post foundation support
they need not be installed.
We trust this information is sufficient to resolve any outstanding questions
regarding this specific foundation design and construction element of the proposed
repair work. Should you have any questions about this design modification, or if
we can be of any additional geotechnical assistance, please call.
