CITY COUNCIL COMMITTEE OF WHOLE MEETING MINUTES
CALL TO ORDER:
Council President Joan Hernandez called the meeting to order and led the audience in the Pledge
of Allegiance.
COUNCILMEMBERS PRESENT:
Council President Joan Hernandez; and Councilmembers Joe Duffie; Pam Carter; Jim
Haggerton; Pam Linder, Dave Fenton and Richard Simpson.
OFFICIALS:
Mayor Steve Mullet; City Administrator John McFarland; Assistant City Administrator Rhonda
Berry; Public Works Director Jim Morrow; Parks Recreation Director Bruce Fletcher and
Council Analyst Lucy Lauterbach.
SPECIAL PRESENTATION:
b. Arts Commission Update: Bruce Fletcher, Director, Parks Recreation
Clerical Note: Item b considered out of order as parties involved with item (a) were not present
when the meeting convened.
Bruce Fletcher, Parks Recreation Director, introduced members of the Parks Recreation
Commission which were present; including Chair Alida Tustison, Chair; Bill Gorjance; Russell
Bradley and Brian Kennedy. Cynthia Chesak was absent.
Alida Tustison reported the Commission has created a brochure outlining the name of the
artwork, responsible artist, location and types of art within the Tukwila community. Copies of
the brochure were distributed.
Council President Hernandez and others expressed appreciation for the brochure and the work of
the Commission members.
Councilmember Duffie asked if new art is being considered for placement within Tukwila.
Mr. Fletcher informed Council of support for Lydia Aldredge's Tukwila International Boulevard
Streetscape Art, presented to Council earlier in the year. That project is in the approval process
and will be on a Council agenda for final approval in the near future.
Councilmember Carter asked how the artwork contained in the brochure was selected. Ms.
Tustison noted a variety of artwork was included. Mr. Fletcher noted other works could be
included in subsequent brochures; and informed those present that a complete listing of

Tukwila's public art is available from the Parks Recreation Department, as the listing within
the brochure is not complete.

City Administrator John McFarland introduced Brian Sullivan, Adjunct Professor, University of
Washington School of Architecture. Ms. Sullivan and his students presented the beginnings of
their Tukwila Village Project, which is solely a housing element to the site. Calling the City
fortunate to have the students working on the project, Mr. McFarland noted assistance would be
given as the City grows closer to a solution as to what it will do with Tukwila Village.
Mr. McFarland met with the students earlier to discuss the City's vision for Tukwila Village as
well as what the Tukwila Village will do for the Boulevard and the City as a whole.
Brian Sullivan thanked the Mayor and staff for taking time to visit with the twelve graduate
students. The recognized students will develop housing projects and appear before Council in
approximately 7 weeks (near the end of the semester) where the mixed -use, urban neighborhood
oriented type housing studio project may be presented.
The class will also review different opportunities for potential housing on Tukwila International
Boulevard; mid -block and on 42nd Avenue South. Parcels will be divided among the students
for potential development opportunities.
Councilmember Carter noted attendance at a recent conference entitled Redefining Community
which dealt with livable communities, new urbanism, walkable communities, etc. She believes
any of those items which could be incorporated into the students' plans would be of benefit to
our community.
Councilmembers Duffle, Haggerton and Linder; and Council President Hernandez spoke of their
appreciation and enthusiasm for the work from the students. Ms. Linder spoke in favor of fresh,
new, untainted ideas being brought forward. Councilmember Fenton thanked Mr. Sullivan for
his time on this project; and Mr. Simpson spoke in favor of proposed senior housing in the area.
CITIZEN COMMENT /CORRESPONDENCE:
None.
SPECIAL ISSUE:
Public Works Trust Fund Loan Agreement for Foster Point Design
Public Works Director Jim Morrow noted staff has received a public works trust fund loan in the
amount of $100,000.00. The loan is to be used for the design of the sanitary sewer system for
Foster Point neighborhood. There are approximately 70 homes in that neighborhood which are
unsewered. In addition, surface water and water upgrades will be performed in that area as well.
The interest on this loan agreement is one -half of 1% (0.5

Councilmember Carter asked if a sign would be posted regarding this particular construction.
Mr. Morrow answered in the affirmative.
Councilmember Haggerton asked Mr. Morrow if he knew of any other area within Tukwila
which is also known as Foster Point. Mr. Morrow responded in the negative.
Noting consensus of Council, Ms. Hernandez reminded Council this item appears on the Special
Meeting agenda immediately following this meeting.
REPORTS:
a. Mayor
Mayor Mullet enjoyed the Neighborhood Revitalization Conference, in San Diego, CA. One
item of interest was traffic calming and the need to slow cars down within our neighborhoods.
Information was brought back for staff consideration.
Next, Mayor Mullet noted the need for an executive session as previously advertised.

Councilmember Duffie thanked the Council for the opportunity to go to San Diego. He, too,
enjoyed the ideas shared, which can make the City a safer place. Mr. Duffie noted much of what
had been discussed is basically now in the implementation phase; and said this could be added to
the retreat agenda.
Councilmember Carter agreed the Neighborhood Revitalization Conference was great. Much of
the information sounded familiar as Ms. Carter has a book at home which covered many of the
same principles. This was a perfect time for Councilmembers to have gone to such a Conference
as comprehensive plan amendments will be considered shortly. She spoke in favor of fine tuning
items within the design guidelines as well.
Next, Ms. Carter noted Brian Shelton would be attending an upcoming Transportation
Committee meeting where he will show what's been developing in the way of traffic calming.
The idea is that City policies be developed which would be used when neighborhoods want to
address that specific issue. The policies would outline procedures to be followed by the
neighborhoods
Ms. Carter noted a Transportation Committee meeting was held this evening with two items to
come before the City Council Regular meeting agenda (consent agenda). Additionally, the
fourth quarter report was discussed as were future agenda items.
The Foster Community Club will meet on Wednesday, January 24, 2001. She will attend the
Tukwila Community Cares Network meeting on the same date.
Council President Hernandez enjoyed her attendance at the Neighborhood Revitalization
Conference. Contents were so relevant to the City as we currently face the issues raised. She
noted transportation, crime prevention, health and safety are all linked to housing. On the last
day of the conference, Ms. Hernandez attended a tour out of the City which was a planned

residential community, called an Affordable Master Planned Community. The homes ranged
from the mid $200K range and up. These were single family homes on multi family densities.
Councilmember Haggerton attended his first Jail Advisory Committee meeting as an alternate to
that Committee. Approximately four meetings per year are held, at the Suburban Cities
Conference Center at Mercer Island City Hall. Some concerns have been raised by smaller
Suburban Cities (within the organization) regarding the booking shut down process on the third
shift, at Kent. After that meeting, Mr. Haggerton attended the Transportation Committee
meeting.
Finally, Mr. Haggerton noted a public hearing on the third runway issue will take place on
Friday, January 26, from 5 8 p.m., and virtually all day Saturday the 27th of January. The
letter written by Mr. Haggerton, on behalf of the Council, (at the request of Ms. Hernandez), will
be read into the record at the public hearing.
Councilmember Linder noted the Community Affairs Parks Committee meets on January 23,
2001 5:00 p.m. The agenda was previewed.
Councilmember Fenton noted the Neighborhood Revitalization Conference was perhaps
weighted more towards California; yet, the ideas shared were good and relevant. Some of the
plans will work well in Tukwila. He is anxious to review and perhaps implement some of those
ideas.
Mr. Fenton met a 15 -year veteran of the Phoenix Police Department who is responsible for
starting Crime Free Multi- Family Housing, in Mesa, then Phoenix and now Tukwila. They
spoke of similarities and challenges faced by each of the cities.
Councilmember Simpson attended the Utilities Commission meeting on January 16. The solid
waste contracts will come before the next Committee of Whole for consideration and discussion.
c. Staff
City Administrator John McFarland noted a Department Head Retreat with Mayor Mullet will
occur on January 24, at the Museum of Flight. The agenda for this all -day session is being
coordinated by Ms. Berry. The agenda is aggressively aimed at Goal Setting, Team Building and
Visioning.
The Department of Community Development Food Drive will begin tomorrow. With the theme,
"Planners with a Heart," the department will seek donations of non perishable items for the less
fortunate.
Next, Mr. McFarland announced Parks Golf Maintenance personnel have moved into their
new facility. An open house will soon take place.
The South County Caucus of the King County Transportation Coalition meeting will take place
Wednesday, January 24, from 4:00 6:00 p.m., in Conference Room 3, City Hall.

Two Tukwila Police Department Officers have been promoted to Police Sergeant. They are
Bruce Litton and Rodney Smith (K -9 Officer). Officer Smith's dog, Saber, will most likely go
into retirement; especially in light of the fact K -9 dogs usually only respond to their handlers.
Finally, Ms. Carter noted and Mr. McFarland confirmed a new permit technician, James
Dunaway, began work today with the Department of Community Development.
MISCELLANEOUS:
Councilmember Simpson noted some problems were found (next to the AJAX parking area)
when participating in the recent Highway 99 Cleanup efforts.
Councilmember Haggerton noted his re- election to the National League of Cities Policies
Committee. The next conference begins March 9. That conference will be discussed during the
upcoming Council Retreat.
Councilmember Fenton noted Jack Pace gave his business card to Michael Freidman, a facilitator
at the Neighborhood Revitalization Conference, who also volunteered to come to Tukwila to
discuss our desires.
Council President Hernandez thanked Mr. Haggerton for preparing a response letter mentioned
earlier. Burien Mayor, Sally Nelson was asked if she would read the letter into the record while
Council is away at their retreat. Mayor Nelson has agreed. Council concurred with the contents
of Mr. Haggerton's letter, which will be also be forwarded to the U. S. Army Corps of Engineers
and the Washington State Department of Ecology. Councilmember Carter preferred to take out
the bold and underlining on the letter before signing.
Fenton moved; Duffie seconded; to recess into the City Council Special meeting agenda.
The motion carried 7 -0. (See Special Meeting Minutes)
Fenton moved; Duffie seconded; to reconvene the City Council Special meeting and recess
into Executive Session. The motion carried 7 -0.
EXECUTIVE SESSION:
Potential Litigation Pursuant to RCW 42.30.110(1)(i)
