3: Plumbing permits shall be obtained through the Seattle -King County Department of Public Health. Plumbing will be
inspected by that agency, including all gas piping (296 - 4722).
4: Electrical permits shall be obtained through the Washington State Division of Labor and Industries and all electrical
work will be inspected by that agency (206 - 835 - 1111).
5: All mechanical work shall be under separate permit issued by the City of Tukwila.
8: Any exposed insulations backing material shall have a Flame Spread Rating of 25 or less, and material shall bear
identification showing the fire performance rating thereof.
9: All construction to be done in conformance with approved plans and requirements of the Uniform Building Code (1997
Edition) as amended, Uniform Mechanical Code (1997 Edition), and Washington State Energy Code (1997 Edition).
10: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any
requirements for special inspection.
11: All wood to remain in placed concrete shall be treated wood.
12: Validity of Permit. The issuance of a permit or approval of plans, specifications, and computations shall not be
construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any
other ordinance of the jurisdiction. No permit presuming to give authority to violate or cancel the provisions of this
code shall be valid.
13: There shall be no occupancy of the building(s) until the final inspection has been completed by the Tukwila Building
Inspector.
14: Ventilation is required for all new rooms and spaces of new or existing buildings in conformance with the Uniform
Building Code and the Washington State Ventilation and Indoor Quality Code, Chapter 51 -13 WAC.
15: Fuel burning appliances may not be installed in sleeping rooms, U.M.C. 304.5.

In reviewing our current records the above noted permit has not received a final inspection by the City of Tukwila
Building Division. Per the Uniform Building Code and /or Uniform Mechanical Code, every permit issued by the
Building Official under the provisions of this code shall expire by limitation and become null and void if the
building or work authorized by such permit is not commenced within 180 days from the date of such permit, or if
the building or work authorized by such permit is suspended or abandoned at any time after the work is
commenced for a period of 180 days.
This inspection is intended to determine if substantial work has been accomplished since issuance of the permit
or last inspection; or if the project should be considered abandoned.
If such determination is made, the Building Code does allow the Building Official to approve a one -time
extension up to 180 days. Extension requests must be in writing and provide satisfactory reasons why
circumstances beyond the applicants control have prevented action from being taken.
In the event you do not call for the above inspection or request and receive an extension prior to February 21,
2004, your permit will become null and void and any further work on the project will require a new permit and
associated fees.

This letter is to certify that Engineering & Technical Services, Inc., has performed a structural review
of the Sunporch, which is designed in accordance with the 1997 Uniform Building Code (UBC), 1999
National Building Code (BOCA), 1997 Standard Building Code (SBCCI), and the 2000 International
Building Code (IBC).
The structure evaluated above was a lean -to model with a projection up to 12 feet clear span and 15
feet with intermediate post. The structural members are constructed of 6063 -T6 aluminum alloy
tubular rafters and verticals spaced at three -foot modular centers. The'unifonn roof slope of the rafters
is 1 -1/2 to 12.
Our analysis shows that the frame components will safely support the structures dead load plus a
uniformly distributed roof load of 30 psf of covered area and in combination with forces from a wind
speed of C exposure - 90 mph blowing in any direction.
The Sun -Porch is in compliance with the Voluntary Specifications for Sunrooms AAMA /NPEA/NSA
2100 -02. It is classified in Section 3 as a Category. III that is thermally isolated from the
adjacent structure and defined as non- habitable and unconditioned.
The glazing materials are shatter resistant. The roof glazing consists of panels of extruded double -wall
polycarbonate made by General Electric under the trade name Lexan ICBO report ER -3286. The wall
glazing is Optix acrylic mounted in aluminum framed panels ICBO report ER -5411.

2. I understand that state law requires that all building construction contractors be registered with the
State of Washington. The exceptions to this requirement are stated under Section 18.27.090 of the
Revised Code Washington, a copy of which is printed on the reverse side of this Affidavit. I have
read or am familiar with RCW 18.27.090.
3. I understand that prior to issuance of a building permit for work which is to be done by any
contractor, the City of Tukwila must verify either that the contractor is registered by the State of
Washington, or that one of the exemptions stated under RCW 18.27.090 applies.
4. In order to provide verification to the City of Tukwila of my compliance with this requirement, I hereby
attest that after reading the exemptions from the registration requirement of RCW 18.27.090, I
consider the work authorized under this building permit to be exempt under No. k , and

18.27.090 Exemptions. This chapter shall not apply to:
1. An authorized representative of the-onited States
Government, the State of Washington, or any
incorporated city, town, county, township, irrigation
district, reclamation district, or other municipal or
political corporation or subdivision of this state;
2. Officers of a court when they are acting within the
scope of their office;
3. Public utilities operating under the regulations of the
utilities and transportation commission in
construction, maintenance, or development work
incidental to their own business;
4. Any construction, repair, or operation incidental to the
discovering or producing of petroleum or gas, or the
drilling, testing, abandoning, or other operation of any
petroleum or gas well or any surface or underground
mine or mineral deposit when performed by an owner
or lessee;
5. The sale or installation of any finished products,
materials, or articles of merchandise which are not
actually fabricated into and do not become a
permanent fixed part of a structure;
6. Any construction, alteration, improvement, or repair
of personal property, except this chapter shall apply
to all mobile /manufactured housing. A
mobile /manufactured home may be installed, set up,
or repaired by the registered or legal owner, by a
contractor licensed under this chapter, or by a
mobile /manufactured home retail dealer or
manufacturer licensed under chapter 46.70 RCW;
7. Any construction, alteration, improvement, or repair
carried on within the limits and boundaries of any site
or reservation under the legal jurisdiction of the
federal government;
8. Any person who only furnished materials, supplies, or
equipment without fabricating them into, or
consuming them in the performance of, the work of
the contractor;
9. Any work or operation on one undertaking or project
by one or more contracts, the aggregate contract
price of which for labor and materials and all other
items is less than $500, such work, or operations
being considered as of a casual, minor, or
inconsequential nature. The exemption prescribed in
this subsection does not apply in any instance
wherein the work or construction is only a part of a
larger or major operation, whether undertaken by the
same or a different contractor, or in which a division

less than $500 for the purpose of evasion of this
chapter or otherwise. The exemption prescribed in
this subsection does not apply to a person who
advertises or puts out any sign or card or other
device which might indicate to the public that he is a

business of contractor;
10. Any construction or operation incidental to the
construction and repair of irrigation and drainage
ditches of regularly constituted irrigation districts or
reclamation districts; or to farming, dairying,
agriculture, viticulture, horticulture, or stock or poultry
raising; or to clearing or other work upon land in rural
districts for fire prevention purposes; except when
any of the above work is performed by a registered
contractor;
11. An owner who contracts for a project with a
registered contractor;
12. Any person working on his own property, whether
occupied by him or not, and any person working on
his residence, whether owned by him or not but this
exemption shall not apply to any person otherwise
covered by this chapter who constructs an
improvement on his own property with the intention
and for the purpose of selling the improved property;
13. Owners of commercial properties who use their own
employees to do maintenance, repair, and alteration
work in or upon their own properties;
14. A licensed architect or civil or professional engineer
acting solely in his professional capacity, an
electrician licensed under the laws of the state of
Washington, or a plumber licensed under the laws of
the state of Washington while operating within the
boundaries of such political subdivision. The
exemption provided in this subsection is applicable
only when the licensee is operating within the scope
of his license;

STAIR FRAMING OPTIONS
There are several ways to frame a
stairway, all of which use stringers, also
called carriages. Cutout stringers can
be used with or without risers. Wood
cleats, fastened to solid carriages, can
be used to supp stair treads. Metal
brackets also are available for this pur-
pose. Still another option is to cut da-
does in stair carriages to support the treads. Stair carriages are nor- used in pairs. But stairways

wider than 4 feet or highe than 5 feet
usually require a central cutout
stringer for added stiffness.
Regardless of type, an exterior
stairway should be built with stringers
anchored to concrete piers or to a sin-
gle concrete pad. Allowing the string-
ers to rest on the ground will reduce
the stability of the stairs and encourage
moisture damage. It's smart to pour
the piers or pad before measuring and
cutting stringers for the stairway. The

STAIR LAYOUT
There are a few building code
guidelines that apply to both interior
and exterior stairways. Headroom at
any point on the stairway should be at
least 80 inches. There should be a
handrail on at least one side of the stair.
If the stair is open on both sides, you'll
need two handrails with balusters.
Handrail height should be about 30
inches above the stair treads.
The first thing to do when laying
out a stairway is to divide the total rise
(vertical distance) and total run (hori-
zontal distance) into comfortable
tread widths and riser heights. There
are a couple of helpful rules you can
use to make these calculations. First,
remember that the vertical distance
between treads (called unit rise) should
be between 7 inches and 8 inches.

Tread width (unit run), not including
any overhang or nosing, should be be-
tween 9 inches and 10 inches. Added
together, unit rise and unit run should
equal between 17 inches and 18
inches.
It usually takes some figuring be-
fore unit rise and unit run can be cal-
culated for a particular stairway. Re-
member to account for the thickness
of the decking material in determining
total rise. As an example, assume total
rise is 63 inches. Dividing 63 by a de-
sired unit rise of 7 inches yields an
uneven tread number of 8.4. But if 63
is divided by a unit rise of 7' /s inches
(7.875 inches), the result is an even 8.
A stairway with 8 risers will have 7
treads, so if unit run is set at 10 inches,
the total run will equal 70 inches.
MAKING A CUTOUT STRINGER
Stair stringers usually start out as
2 x 10 or 2 x 12 dimension lumber.

BUILT -IN BENCHES
On many decks, built -in benches
can be used instead of railings. Benches
are often combined or integrated with
railings to make a seating area at the
edge of the deck. The bench shown in
Photo 7 -16, at left, is made from red -
wood. Of course, the same design
could be built using cedar or pressure -
treated lumber.
Inthis design, 2 x 4 crossmembers
form the seating and backrest surfaces.
These 2 x 4s are fastened to bench
support frames, which are spaced 4 feet
on center. Each support frame can be
assembled flat and then secured to the
deck by attaching the rear support
member to the rim joist of the deck.
A RAILING OF AWNING
Awning material, stretched tightly between a frame of steel tubing, is
an unconventional railing that offers privacy instead of broad vistas. In the
design shown here, steel tubing has been custom -bent to fit two adjacent
sides of this elevated deck. The ends of each tubing section extend below
the decking where they are securely fastened to framing members. Awning
material, reinforced and grommeted at the edges, is stretched and tied
inside the tubing frame.

below, shows, the 2 x 8 back is
sloped for comfort and also notched
out to fit against the rear support mem-
ber. Seat supports for the frame are
paired 2 x 6s, sandwiched around the
back and around a diagonal seat brace.
