1: ** *BUILDING DEPARTMENT CONDITIONS * **
2: No changes will be made to the plans unless approved by the Engineer and the Tukwila Building Division.
3: Electrical permits shall be obtained through the Washington State Division of Labor and Industries and all electrical
work will be inspected by that agency (206 -835- 1111).
4: All permits, inspection records, and approved plans shall be available at the job site prior to the start of any
construction. These documents are to be maintained and available until final inspection approval is granted.
5: All construction to be done in conformance with approved plans and requirements of the Uniform Building Code (1997
Edition) as amended, Uniform Mechanical Code (1997 Edition), and Washington State Energy Code (1997 Edition).
6: Validity of Permit. The issuance of a permit or approval of plans, specifications, and computations shall not be
construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any
other ordinance of the jurisdiction. No permit presuming to give authority to violate or cancel the provisions of this
code shall be valid.
7: ** *PUBLIC WORKS DEPARTMENT CONDITIONS * **
8: The applicant must notify the City Utility Inspector at (206)433 -0179 upon commencement and completion of work at least
24 hours in advance. All inspection requests for utility work must also be made 24 hours in advance.
9: Work affecting traffic flows shall be closely coordinated with the City Utilities Inspector. Traffic Control Plans
shall be submitted to the Inspector for prior approval.
10: Any material spilled onto any street shall be cleaned up immediately.
11: Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation
off -site or into existing drainage facilities.
12: From October 1 through April 30, cover any slopes and stockpiles that are 3H:1V or steeper and have a vertical rise of
10 feet or more and will be unworked for greater than 12 hours. During this time period, cover or mulch other disturbed
areas, if they will be unworked more than 2 days. Covered material must be stockpiled on site at the beginning of this
period. Inspect and maintain this stabilization weekly and immediately before, during and following storms.
13: From May 1 through September 30, inspect and maintain temporary erosion prevention and sediment at least monthly. All
disturbed areas of the site shall be permanently stabilized prior to final construction approval.
14: The site shall have permanent erosion control measures in place as soon as possible after final grading has been
completed and prior to the Final Inspection.
15: Any septic tanks in the area shall be pumped empty and removed or filled with sand. A copy of the documentation from
the business that performed the pumping shall be provided to the City Utilities Inspector.

16: Water utilities shall be plugged at the mains if they are to be abandoned. If they will be used again in the near
future for a new building, they shall be capped at the water meter respectively.

On February 12, 2004, Asbesto -Test personnel conducted an Asbestos survey (per
U.S.E.P.AJA.H.E.R.A. guidelines as designated and specified by Puget Sound Clean Air
Agency and Washington State) of the burned concrete block building X13140 56 Ave. S.,
Tukwila, line County, Washington 98178. This survey purpose is to identify any Asbestos
Containing Materials that may be present and will require professional removal prior to
demolition.
NARRATIVE OF FINDINGS
BASIC CONSTRUCTION: The structure is a concrete block warehouse that has partially
burned. The structure is on a concrete slab. Most of the tar mop roofing has burned away. The
remaining material was sampled.
INTERIOR CONSTRUCTION, FINISHES, AND FLOORINGS: The interior is
concrete block and concrete except for the old office area at the north end of the structure. There
is loose lay ACM "popcorn" ceiling material throughout this area. Some still remains on the
ceilings. The drywall/taping materials were uniformly sampled. The floor tile and mastic was
also sampled.
ELECTRICAL SYSTEM: The electrical wiring insulation is not of the kind to be ACM and
was not sampled. Any suspect electrical wiring insulation or any suspect TSI (Thermal System
Insulation) found in, around, or behind any located fuse or breaker boxes should be considered
to be ACM (Asbestos Containing Material), unless determined otherwise by laboratory analysis.

HEATING AND VENTILATION SYSTEM: There is some baseboard/wall electric heat in
the office area. There was no visible suspect ACM located associated with the electric heating
units. There was no visible suspect ACM located associated with any of the electric heating units.
Note: It was not possible to dismantle the electric heating units to locate and/or evaluate
any additional suspect ACM which may be concealed, inside the units, or associated in
hidden areas. It is our opinion any further handling of the heating units should be
coordinated by the project manager and/or abatement contractor. If any additional
relating suspect materials are located prior to and/or during any demolition or
renovation, any and all additional related suspect materials should be considered to be
ACM (Asbestos Containing Material), unless determined to be otherwise by laboratory
analysis.

fee in the amount of $250 plus 2.5% of construction site work will be assessed upon your revision
resubmittal. Please note that you have a pending SEPA application and a demolition permit can not
be issued prior to SEPA approval.

In reviewing our current records the above noted permit has not received a final inspection by the City of Tukwila Building Division.
Per the International Building Code and/or the International Mechanical Code, every permit issued by the Building Division under the
provisions of this code shall expire by limitation and become null and void if the building or work authorized by such permit is not
commenced within 180 days from the date of such permit, or if the building or work authorized by such permit is suspended or
abandoned at any time after the work is commenced for a period of 180 days.
Based on the above, you are hereby advised to:
Call the City of Tukwila Permit Center at 206 - 431 -3670 to arrange for the next or final inspection.
This inspection is intended to determine if substantial work has been accomplished since issuance of the permit or last inspection; or if
the project should be considered abandoned.
If such determination is made, the Building Code does allow the Building Official to approve a one -time extension up to 180 days.
Extension requests must be in writing and provide satisfactory reasons why circumstances beyond the applicants control have
prevented action from being taken.
In the event you do not call for the above inspection and receive an extension prior to 01/09/2005, your permit will become null and
void and any further work on the project will require a new permit and associated fees.

RE: Kitty Litter Plant Demolition
Dear Mr. Knudson:
On February 4, 2004, the City issued a Determination of Non - Significance for the demolition of the
old Kitty Litter Plant at 13140 56 Avenue South. The appeal period ended on February 20, 2004 and
no appeals were received. The SEPA process is now complete.
The City has seen no action on obtaining the necessary building permit to demolish the building. A
correction letter was mailed to you by the Permit Center on September 29, 2003. The correction letter
listed additional revisions that were required to complete the City's review of the demolition permit.
The City is very committed to the removal of this building and is concerned over the lack of progress
in getting the building removed. As you are aware there is an active code enforcement action pending
on the building.
Ideally, the City would like to work with you in this project, but if necessary the City will proceed
with legal actions to have the building demolished. To cover any costs associated with this action, the
City will put a lien on the property.
Please provide a detailed timetable regarding the demolition of the building. On this timetable please
indicate when the necessary information requested by the Permit Center will be submitted, when work
will begin on the demolition, and when the work will be completed. Please provide this timetable
within 10 -days from the date of this letter.

On September 25, 2003, the Department of Community Development sent you a "Notice of Complete
Application" for the demolition of the. former kitty litter building at 13140 56`'' Avenue South. In that
letter, it noted that within 14 -days of receiving the letter a public notice board must be installed on site.
This has not occurred and the public comment period for the SEPA cannot begin until the public notice
board is installed. The City is required to have a public comment period before issuing a SEPA
determination.
Please install the public notice board on the property within 14 -days from the date of this letter. Enclosed
you will find information regarding posting the site. If the public notice board is not installed within that
time the City's code enforcement action on the property will recommence.
