We understood that the UST was reportedly closed in -place several years ago. In general, the heating fuel product was reportedly removed from the UST and filled with concrete. During the previous UST closure process, evidence of petroleum product was reportedly observed in the surrounding soils. We understand that a remediation contractor was retained to implement an in -situ soil remediation program to reduce the levels of petroleum- impacted soils. No information was available regarding the performance of the in -situ remediation activities or the UST closure process. We further understand that the City of Tukwila is planning on redeveloping the site in the near future. The redevelopment will consist of demolishing the existing buildings and removing the abandoned heating fuel UST. In order to assess the potential impacted of the inactive UST and petroleum- impacted soil on the proposed construction activities, Kleinfelder was retained by the City of Tukwila School District to further assess the potential presence of petroleum- impacted soil associated with the previous UST Closure program. Purpose AND SCOPE OF SERVICES The purpose of our assessment was to assess the presence of petroleum- impacted soil in the vicinity of the abandoned heating fuel UST. All field personnel were required to implement the health and safety procedures presented in this document. Prior to implementing the drilling activities, Kleinfelder contacted a service that notifies public and private utilities of the proposed subsurface investigations. In response, the below -grade utility locations were identified by the utilities and their inferred location was marked on the ground surface. This information was used to aid in identifying the final locations of our proposed borings. On August 13, 2003, soil probes (B -1, B -2 and B -3) were completed at the subject property. The probes were advanced using a StratoprobeTM direct push drill rig. Soil samples were collected at three -foot intervals for stratigraphic logging and field screening. Probes B -2 and B -3 were completed at depths of approximately 15 and 16 feet bgs, respectively. The borings were completed at a 25 to 30 degree angle to provide better access beneath the UST. Probe B -1 encountered refusal at approximately 4 feet bgs and thus was terminated at this depth. Decontamination procedures were performed in general accordance with Environmental Protection Agency (EPA) and Ecology established protocol. A licensed Kleinfelder geologist was present during the drilling and soil sampling to observe and document soil conditions. Soil samples were collected from each soil probe at 3 -foot intervals, using a modified split -spoon sampler, or slim -wall sampler. The soil samples were collected for soil identification and chemical analysis. All soil samples were visually observed for any identifiable signs of petroleum - related contamination and screened for the presence of heating fuel using a photoionization detector (PID). After geologic logging, selected soil samples were placed into laboratory prepared jars, labeled, and placed into a chilled cooler for transport to the analytical laboratory for chemical analysis. The soil samples were analyzed for petroleum hydrocarbons by Ecology Method NWTPH —Dx. SUBSURFACE FINDINGS Subsurface exploration confirmed the presence of dense silty sand with some gravel underlain by silt. The driller advanced the probe into a void space, which appeared to be the top portion of the heating fuel UST. A probe was placed into the void 7\iik and revealed approximately 1 foot of petroleum product approximately 8 feet bgs. The base of the UST as not punctured. We assume this is the inactive UST containing a residual level of heating fuel product. Soil borings B -2 and B -3 were completed east of the heating fuel tank. No evidence of petroleum hydrocarbons was detected. Representative soil samples contained no detectable concentrations of petroleum hydrocarbons. CONCLUSIONS and Recommendations Subsurface exploration identified the presence of the inactive heating fuel UST located on the subject property. Evidence of approximately 1 foot of residual fuel product was identified in the UST. Based upon these findings, it appears that the inactive heating fuel UST was not properly abandoned. Analytical soil testing conducted in close proximity of the UST did not reveal the presence of petroleum hydrocarbons. We understand that the City of Tukwila School District is planning on demolishing the existing on -site buildings. We recommend that the liquid petroleum product in the UST be removed. nd transported offsite to an appropriate treatment facility. In addition, we recommend the UST be removed in accordance with applicable Department of Ecology UST regulations. Based upon our recommendation, Kleinfelder has received approval to remove the liquid petroleum product from the UST and remove the UST, accessible. This work currently scheduled for the week of August 18 . We will provide a brief letter report summarizing the UST closure process. LIMITATIONS The scope of services described herein was intended to provide additional information regarding the presence of petroleum hydrocarbons in the vicinity of the inactive heating fuel UST on the subject property. This work was not designed to identify all potential concerns or to eliminate all risk associated with the subject property. Even the most rigorous of professional assessments may fail to identify all existing conditions. This work will not provide a guarantee regarding site contamination and may not generate sufficient data to accurately define the lateral and vertical extent of contamination. This work does not include other services not specifically described in the scope of services presented above. Land use, site conditions (both on site and off site) or other factors may change over time, and additional work may be required with the passage of time. Any party other than the client who wishes to use the generated report shall notify Kleinfelder of such intended use. Based on the intended use of the report, Kleinfelder may require that additional work be performed and that an updated report be issued. Non - compliance with any of these requirements by the client or anyone else will release Kleinfelder from any liability resulting from the use of the report by any unauthorized party.
