12: Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation
off -site or into existing drainage facilities.
13: Any septic tanks in the area shall be pumped empty and removed or filled with sand. A copy of the documentation from
the business that performed the pumping shall be provided to the City Utilities Inspector.
14: Sewer and water utilities shall be plugged at the mains if they are to be abandoned. If they will be used again in the
near future for a new building, they shall be capped at the property line and at the water meter respectively.

This Bulletin summarizes permits Public Works (PW) issues for onsite development and for
activities in the right -of -way. Public Works permits can be issued as part of a building permit or
as a Miscellaneous permit. This Bulletin also contains a form to help you estimate Type C
permit fees.
Most Public Works permit fees are flat rates, except for Type C permit fees, which are based on
the value of the construction work. For Type C permits, PW collects a base application and plan
review fee when the application is submitted and a Permit Issuance and Inspection fee when the
permit is issued. Flat rate permit fees are due when the permit is issued. After the permit is
issued, PW may assess additional fees for Revisions and inspections. These additional fees
must be paid before the PW Final Inspection occurs.

Flood Control
Issued whenever there is construction, development, or substantial improvement
within a shoreline, a special flood hazard area, or a flood -prone area. An FCZP
grants approval to construct or develop within a flood hazard area, a flood -prone area
or the shoreline, but does not replace the need for additional permits such as a
building permit or a land altering permit. Flat Rate $50.
Water Meter -
Permanent
Issued for domestic water supply for all new or reestablished services when sewer
discharge rates are calculated based on water usage. Each individual building
requires a separate water main tap. The fee includes a City - provided water meter.

Only
Issued for a separate service from the main that will not discharge to the public sewer.
The fee includes a City - provided water meter. Fee Sheet Attached.
Water Meter - Deduct
Required to meter water not discharged to the public sewer. The Permittee provides,
owns, installs, and maintains the meter. This meter is installed downstream of a
permanent water meter. An example is landscape irrigation. Flat Rate $25.
Water Meter -
Temporary
Required for use of public water, on a short-term basis, where a metered supply does
not already exist. The Permittee rents the meter from the City. Examples include
dust suppression during construction or water supply during hydroseeding. Fee
Sheet Attached.
Reviews
Each additional review, which is attributable to the Applicant's action or inaction shall
be charged 25% of the Total Plan Review Fee.
Revisions
Charged for each revision to approved plans. Fee per revision is 25% of the
Issuance and Inspection fee.
Inspections
Charged for each inspection after the first two at a rate of $47.00 /inspection.

The pavement mitigation fee compensates the City for the reduced life span due to removal of
existing roadway surfaces. The fee is based on the total square feet of impacted pavement per
lane and on the condition of the existing pavement. Use the following table and Bulletin 1B to

Septic tank removal or abandonment shall meet King County Board of Health
Code 13.04.054, and Policy and Procedure P88 -01 (enclosed). You must provide
the City evidence that King County requirements have been met within thirty (30)
days.
Abandonment general procedure as follows:
1. Pump the tank dry, bleach, and pump again. The tank may be removed
or abandoned in place by punching holes in it and filling it with sand or
gravel; and
2. Provide a receipt from a King County approved pumper documenting
septage removal; and
3. Remove or destroy lid; and
4. Fill the septic tank with compacted sand or gravel; and
5. Report the removal or abandonment to the King County Health officer.
This Bulletin should not be used as a substitute for codes and regulations. Your project will be
reviewed for specific compliance to codes and regulations.

PROPERTY FOR ANY ASBESTOS CONTAINING MATERAILS. THE
BUILDING IS ROT DAMAGED BEYOND REPAIR, THEREFORE IT IS
SCHEDULED FOR DEMOLISHTION.
THE WALL INSULATION IS FIBERGLASS AND ROCKWOOL. THE
CEILING INSULATION IS REPROCESSED PAPER FIBER AND SOME
ROCKWOOL. THE SIDING IS CEDAR. THE ROOFING STANDARD
ASHALTIC TAR BASES WITH MINERAL FIBER AND AGGEGATE.
THE WALL AND CEILING BOARD WAS MANUFACTURED WITH
LESS GYPSUM AND MORE CEMENT THAN MODERN DRYWALL
WAS, HOWEVER THIS MATERAIL COMMONLY KNOWN AS
SHEETROCK IS NOT KNOWN TO CONTAIN ASBESTOS FIBER. THE
KITCHEN FLOOR MAY HAVE HAD VINYL- ASBESTOS TILES. THEY
HAD REMOVED IT TO CLEAR THE FLOOR FOR A NEW MATERAIL
IN THE PAST.
IN SUMMATION I DID NOT FIND ANY MATERAILS THAT WE
WOULD KNOW TO COMMONLY CONTAIN ASBESTOS FIBERS. I
HAVE INSPECTED OVER 4,500 HOMES IN THE PAST 11 YEARS. I
HAVE HAD MORE THAN 300 MATERAILS TESTED FOR ASBESTOS.

wherein the work or construction is only a part of a
larger or major operation, whether undertaken by the
same or a different contractor, or in which a division

of the operation is made into contracts of amounts
less than $500 for the purpose of evasion of this
chapter or otherwise. The exemption prescribed in
this subsection does not apply to a person who
advertises or puts out any sign or card or other
device which might indicate to the public that he is a
contractor, or that he is qualified to engage in the
business of contractor;
10. Any construction or operation incidental to the
construction and repair of irrigation and drainage
ditches of regularly constituted irrigation districts or
reclamation districts; or to farming, dairying,
agriculture, viticulture, horticulture, or stock or poultry
raising; or to clearing or other work upon land in rural
districts for fire prevention purposes; except when
any of the above work is performed by a registered
contractor;
11. An owner who contracts for a project with a
registered contractor;
12. Any person working on his own property, whether
occupied by him or not, and any person working on
his residence, whether owned by him or not but this
exemption shall not apply to any person otherwise
covered by this chapter who constructs an
improvement on his own property with the intention
and for the purpose of selling the improved property;
13. Owners of commercial properties who use their own
employees to do maintenance, repair, and alteration
work in or upon their own properties;
14. A licensed architect or civil or professional engineer
acting solely in his professional capacity, an
electrician licensed under the laws of the state of
Washington, or a plumber licensed under the laws of
the state of Washington while operating within the
boundaries of such political subdivision. The
exemption provided in this subsection is applicable
only when the licensee is operating within the scope
of his license;
15. Any person who engages in the activities herein
regulated as an employee of a registered contractor
with wages as his sole compensation;
16. Contractors on highway projects who have been
prequalified as required by chapter 13 of the Laws of
1961, RCW 47.28.070 with the department of
transportation to perform highway construction,
reconstruction, or maintenance work.
