Council President Joan Hernandez called the meeting to order at 7:03 p.m. and led the Pledge of
Allegiance.
OFFICIALS:

Present were Council President Joan Hernandez; and Councilmembers Joe Duffle; Pam Carter;
Jim Haggerton; David Fenton and Richard Simpson.
Councilmember Linder was not present.
CITIZEN COMMENT /CORRESPONDENCE:
Jim Curfman, 13928 51st Avenue South. Tukwila, spoke against parking congestion in his
neighborhood. Of primary concern is car volume; safety of children; lack of visibility; and
inability to maneuver emergency response vehicles. Councilmember Hernandez noted the item
would be referred to an appropriate committee. Captain Part low, Mr. Curfman and others met
outside Council Chambers to further discuss the issues.
SPECIAL ISSUES:
a. Parks, Golf and Open Space Plan
Bruce Fletcher, Parks Recreation Director, reviewed the draft Parks, Golf and Open Space
Plan. Addressing policy issues and minor revisions to word usage, grammar and punctuation,
Councilmembers reviewed the draft in its entirety.
Suggested changes were discussed between staff and Council; resulting in an agreed -upon Parks,
Golf and Open Space Plan, set for acceptance /approval at the June 18 Regular meeting.

b. An Ordinance Adopting a New Parks, Golf and Open Space Plan
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, ADOPTING A NEW PARKS, GOLF AND OPEN SPACE
PLAN; REPEALING ORDINANCE NO. 1669; PROVIDING FOR
SEVERABILITY; AND ESTABLISHIN AN EFFECTIVE DATE
The proposed ordinance is set for adoption on the June 18 Regular meeting.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, AUTHORIZING APPLICATION FOR FUNDING
ASSISTANCE FOR A WASHINGTON WILDLIFE AND RECREATION
PROGRAM (WWRP) PROJECT TO BE KNOWN AS CASCADE VIEW
PARK TO THE INTERAGENCY COMMITTEE FOR OUTDOOR
RECRETION (IAC) AS PROVIDED IN CHAPTER 79A.15 RCW,
ACQUISITION OF HABITAT CONSERVATION AND OUTDOOR
RECREATION LANDS

It was determined the Planning Commission did not review the draft plan; therefore, Council
consensus was to delete "Planning Commission" from the third WHEREAS clause of the
proposed ordinance.
c. A Resolution Authorizing Application for IAC Grant Funding Assistance
IAC grants are comprised of federal funds. Even if successful in receiving the grant funds this
year, (contrary to the past), Tukwila cannot receive reimbursement for monies already spent to
acquire property.
The proposed resolution is set for acceptance on the June 18 Regular meeting.
d. An Ordinance Granting Temporary, Non Exclusive Franchise to Adelphia
Business Solutions
AN ORDINANCE OF THE CITY OF TUKWILA, WASHINGTON,
GRANTING A TEMPORARY NON EXCLUSIVE FRANCHISE TO
ADELPHIA BUSINESS SOLUTIONS OPERATIONS, INC. A DELAWARE
CORORATION LEGALLY AUTHORIZED TO CONDUCT BUSINESS IN
THE STATE OF WAHSINGTON, FOR THE PURPOSE OF
CONSTRUCTING, OPERATING, AND MAINTAINING A
TELECOMMUNICATIONS TRANSMISSION LINE IN CERTAIN PUBLIC
RIGHTS -OF -WAY IN THE CITY; PROVIDING FOR SEVERABILITY; AND
ESTABLISHING AN EFFECTIVE DATE
Frank Iriarte, Public Works Project Manager, explained Adelphia Business Solutions, Inc.,
provides local voice, long distance, messaging, Internet and enhanced data services. The group
is registered with the Washington Utilities and Transportation Commission and has obtained
necessary approvals to operate.
Adelphia intents to install fiber optic cable in existing conduits constructed by Level 3
Communications. With the exception of a fiber pull and installation of handholds along the
conduit route, Mr. Iriarte expects minimal impact in the City right -of -way.
The proposed ordinance is set for adoption on the June 18 Regular meeting.

Warner Telecom
AN ORDINANCE OF THE CITY OF TUKWILA, WASHINGTON,
GRANTING A TEMPORARY NON EXCLUSIVE FRANCHISE TO TIME
WARNER TELECOM OF WAHSINGTON, LLC, LEGALLY AUTHORIZED
TO CONDUCT BUSINESS IN THE STATE OF WAHSINGTON, FOR THE
PURPOSE OF CONSTRUCTING OPERATING, AND MAINTAINING A
TELECOMMUNICATIONS TRANSMISSION LINE IN CERTAIN PUBLIC
RIGHTS -OF -WAY IN THE CITY; PROVIDING FOR SEVERABILITY; AND
ESTABLISHING AN EFFECTIVE DATE
Frank Iriarte noted the services of Time Warner Telecom are provided using company -owned
switching and redundant fiber optic facilities. Time Warner would like to install fiber optic cable
in existing conduits constructed by 360 Networks (formerly Pacific Fiber Links).
With the exception of a fiber pull and installation of manholes along the conduit route, no other
construction activity will occur within the City's right -of -way.
The proposed ordinance is set for adoption on the June 18 Regular meeting.

f. An Ordinance Granting Temporary, Non Exclusive Franchise to TyCom
Franchise
TyCom is a company which provides undersea fiber optic networks and services. It is a
subsidiary of Tyco International Ltd. This company has built the most extensive and
technologically advanced global undersea fiber optic network in the world; and has linked Japan,
China, Guam and Korea.
TyCom's system enters Tukwila along its south City limits along Tukwila International
Boulevard to the intersection of East Marginal Way South and travels north to Seattle. Through
an agreement Williams Communications, TyCom will receive four conduits and associated
handholds.
Williams Communications will be the company to complete the fiber pull through the conduits
during the final phase of the project's construction. There is no anticipated impact to the City's
right -of -way.

Jim Morrow, Public Works Director, informed Council that $40,000.00 is the "worst case
scenario" as it relates to this newly- created proposal. The idea has been reviewed by the
Transportation Committee and met with approval.
Mr. Morrow advised Council the anticipated cost of the project could be reduced if a median
strip is approved for construction and included in the Highway 99 Improvement Project. If the
median is constructed, one of the support poles could be anchored in it and span just 1/2 of
Tukwila International Boulevard.
Councilmember Fenton spoke highly of the proposal. As did Councilmembers Duffie and
Haggerton.
Joanne McManus. 5610 South 133rd Street. Tukwila. asked Council if placement of the poles
and banners would hinder the views of the overhead cameras. After discussion, Council and
staff assured Ms. McManus, the cameras' views would not be hindered; and may be moved if
necessary. Responding to an additional question from Council, Mayor Mullet noted replacement
of the current cameras has been discussed; yet not quantified as to costs.
This item will not return to City Council for discussion unless unanticipated costs, errors or
problems arise. Council agreed staff should do a more detailed analysis and include this new
construction in the design phase of the Highway 99 Improvement Project.
h. An Ordinance Regulating Parking in Restricted Areas
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, ADDING REGULATION OF PARKING IN RESTRICTED
AREAS TO TUKWILA MUNICIPAL CODE CHAPTER 9.20, LOCAL
TRAFFIC AND PARKING REGULATIONS; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE
Citing the simplicity of the proposed ordinance, Legislative Analyst Lucy Lauterbach spoke in
favor of its passage.
Some of the issues associated with this issue are unlawful parking on residential streets; blocking
driveways; and impeding of emergency response vehicle traffic. For those reasons, Ms.
Lauterbach suggested the draft ordinance be amended to include a newly drafted section which
addresses the issues.
Sample language for the newly proposed section was discussed between Ms. Lauterbach and
Council. Mayor Mullet, Council and Ms. Lauterbach agreed the proposed ordinance should be
re- worked and broader in nature. A benefit to re- drafting the proposed ordinance is the
elimination of any appearance that a single neighborhood is being targeted.
The proposed ordinance will be re- worked and presented to Council at the June 18 meeting.

REPORTS:
a. Mayor
On behalf of Alan Doerschel, Finance Director, the Mayor polled Council to determine a review
date of the Preliminary CIP. After brief discussion, it was agreed Council will review the
Preliminary CIP on Tuesday, June 26, 5:30 p.m., at a place to be determined.
b. City Council
Councilmember Duffle had no report.

Councilmember Carter attended a June 7 Equity Diversity Commission meeting; and June
11 Transportation Committee meeting. She noted a Special Meeting set for June 25 (after COW)
has been set to adopt the City's 6 -Year Transportation Improvement Plan.
Council President Hernandez attended a June 7 Lodging Tax Advisory Board meeting; and a
later Equity Diversity Commission meeting. On June 10th, Ms. Hernandez participated in the
Tukwila Elementary School's Read -A -Thon at Barnes and Noble in Tukwila.
Councilmember Haggerton has a June 13, 4:00 p.m., Cascade Water Alliance Board of
Director's Meeting at Mercer Island City Hall.
Councilmember Fenton attended the June 5 Tukwila Governmental Affairs luncheon. There, a
name change to the group was agreed upon. Now, the group will be known as Tukwila
Government and Community Affairs. Mr. Fenton also participated in the June 10th Tukwila
Elementary School Read -A -Thon at Barnes and Noble.
Councilmember Simpson attended the ribbon cutting ceremony at Tukwila Elementary School
for the newly erected Arts in Public Places. He also attended the June 8 Southwest King County
Chamber of Commerce meeting.
c. City Staff
City Administrator John McFarland received notice from the Washington State Re- Districting
Commission for a public hearing June 15, SeaTac City Hall, from 5:30 to 8:30 p.m. The purpose
is to discuss possible re- districting, as a result of the 2000 Census results.
Next, Mr. McFarland received a telephone call from Diane Water, representing the Northwest
Area Foundation (NWAF). NWAF was founded by the James J. Hill family; founders of the
Great Northern Railway; operating in St. Paul, Minneapolis. Serving as a philanthropic
foundation, NWAF provide funding to small cities for human services needs; especially with
regard to children. NWAF would like to branch west, to Washington State, and establish a
presence in the King County area. City Administration will meet with them June 15 to speak to
the issues.
Finally, Mr. McFarland announced a nighttime closure on 180th Street; with the construction of
Segale's tilt -up building; for the Qwest addition. The street will be closed from 10 p.m. to 7:00
a.m. for a series of nights (not specified). (Andover Park West to Tukwila Parkway).

d. Legislative Analyst
Lucy Lauterbach reported the legislature is working to develop an operating budget. She also
inferred it is unlikely the Legislature will pass a transportation element for next year.

Mr. McFarland received a note stating Julia Patterson was successful in getting a bill out of the
Senate for audit of the Port of Seattle, Third Runway activity. The note went on to seek support
to get the item approved at the House level. He suggested the Legislative Analyst could draft a
letter and send it to appropriate State representatives. Council consensus existed to send the
letter.
Mayor Mullet shared receipt of a Green Globe Award; given to the City as a "Leader in Water
Re- Use." This is another area where the City is continually looking for ways to make a
difference in the lives of community members.
ADJOURNMENT:
8:52 p.m. There being no further business to come before the Council, Fenton moved;
Haggerton seconded; to adjourn the Committee of Whole meeting. The
motion carried 6 -0.
