R AN REVIEW To Whom It May Concern: Currently at the Courtyard by Marriott — SouthCenter, we have been experiencing an increase car break -ins and thefts at the location of 400 Andover Park West. It has been recommended by our corporate offices to install fencing along our east and south parking lot areas to limit the accessibility and vulnerability of the hotel and guests' cars. Attached are the recommendations from our corporate loss prevention department. I am submitting an application for a permit to install a fence. Also attached is the proposal from All- Around Fence Co to install a 791' x 8' chain - linked fence with slats. Accompanying that proposal is also a letter stating the recommended post settings for the fence. I have also included drawings that indicate where the fence will be located. The fence will be located approximately 3' to 4' off the parking lot with the existing landscape along the outside of the fence. The fence will end approximately 42 ft. from the sidewalk. The portion of the parking lot we are concerned about is bordering the railroad tracks and the warehouses east and south of the hotel. Car burglaries and thefts have occurred often enough to suggest that the suspects are familiar with the area. The portions of the parking lot located on the south and east of the hotel is secluded and not easily seen by associates moving around the hotel or cars driving by on Andover Park West. The hotel is located at 400 Andover Park West. Currently there are no barriers on the east or south side of the hotel to provide a minimal deterrence to trespassers coming onto the parking lot to commit crimes. There have been no car burglaries or thefts on the west side of the hotel. It is important to note the west side of the hotel is adjacent to the Andover Park West. This is a very heavily traveled street leading to major freeways as well as a major retail mall and several public bus stops. The hotel is located between Andover Park East and Andover Park West. The railroad tracks are between the warehouses and the hotel. I drove from the hotel to Andover -East where the entrance to the warehouse is located. I had unrestricted access through the warehouse parking lot up to the railroad tracks. Recommendations to Increase security of the parking lot 1. The hotel should establish contact with the local businesses on all sides to develop a business crime watch network. —.This would be similar to neighborhood watch, but focusing on crimes impacting the businesses in the area. 2. Install fencing along the east and south side of the lot to deter trespassers. The fence should be designed t� adjust for the ground elevations in certain places. 3. Contact the city or county to ask for the area to be cleaned up and properly maintained. These pictures demonstrate the unmanaged conditions the railroad right of way is kept. I found trash, beer bottles and pedestrian paths obviously caused by people walking from the tracks to our parking lot. Intended use f= and local conditions shall determine post footing dimensions; that is, under normal — z conditions the diameter shall be four times the largest cross section of the post. c The depth shall be a minimum of 24 in. plus an additional 3 in. for each l -foot increase of the fence height over 4 foot. z So, I would say our post holes should be 10" - 12" in width, and 3' deep, set in concrete.
