JOE DUFFLE; JOAN HERNANDEZ; DENNIS ROBERTSON, Council President; CLARENCE MORIWAKI; ALLAN EKBERG; STEVE LAWRENCE, JOHN RANTS. MIKE KENYON, City Attorney; JOHN McFARLAND, City Administrator; RICK BEELER, Director, Department of Community Development; LYNN DEVOIR, Recreation Superintendent; ROSS EARNST, Public Works Director; JACK PACE, Senior Planner; DON WILLIAMS, Parks Recreation Director; VERNON UMETSU, Associate Planner; RON WALDNER, Chief of Police. Joe Dagley, 13342 35th Ave. So. spoke of an ongoing drainage problem in his neighborhood and asked for assistance. Public Works will look into the situation to see what can be done. Scott Nangle, 14140 56th Ave. So., submitted written suggestions to clarify the term "substantially inoperable" in regards to junk cars in the City. Mr. Nangle also reported on the passage of King County's ordinance authorizing the County to enter into contracts with WWSI (Washington Waste Systems, Inc.) and Rabanco to provide CDL (Construction, Demolition, and Land clearing) disposal facilities. He asked for an explanation on where the City stands on this issue. John McFarland explained the final mitigation document has not yet been published so Tukwila still has an appeal period. Vernon Umetsu, DCD, noted the City's concerns regarding noise, esthetics, air quality, and light and glare. According to Mr. Umetsu many mitigation measures were worked out with King County including limiting operating hours, removing back up beepers from trucks, increasing the landscaping at the project site. Public works issues were also addressed including the filtering of wash down water, road maintenance fees, and participation in increasing the intersection capacity as a result of increased truck traffic Implementation of these measures would be the key problem according to Umetsu. He explained that when the generating source is in one jurisdiction and the receiving impacted area is in another jurisdiction, it increases the complexity of administering the provisions. a. MOTION CARRIED. Tukwila City Council Special Meeting September 23, 1991 Page 2 BID AWARDS OLD BUSINESS ADJOURNMENT 7:25 p.m. MOVED BY MORIWAKI, SECONDED BY EKBERG, TO AWARD A CONTRACT TO T.F. SAHLI CONSTRUCTION IN THE AMOUNT OF $41, 648.34 PLUS TAX FOR CONSTRUCTION OF THE 17TH FAIRWAY PUMP STATION AT FOSTER GOLF COURSE. MOTION CARRIED. Councilmember Moriwaki explained the City will be receiving an additional $45,878 in Block Grant monies. Recommendations from the Community Affairs and Parks committee and staff are to designate $10,878 additional funds to house and home repair. The remaining $35,000 would be used in a no interest loan program for hookup to sewer connections for low income individuals. It is suggested that should there be an additional allocation of CDBG funds, the excess be used for the house and home repair program. Lynn Devoir, Recreation Superintendent, stated approximately 100 Tukwila homes could qualify to apply for the no interest loan program. MOVED BY MORIWAKI, SECONDED BY EKBERG THAT $45,878 ADDITIONAL FUNDS IN CDBG MONIES BE DISTRIBUTED AS STATED IN THE MAYOR'S MEMORANDUM ON PAGE 11. MOTION CARRIED.
