[tEPORTS JOURNMENT 1:45 p.m. TUKWILA CITY COUNCIL September 30, 1991 Tukwila City Hall Council Chambers COMMITTEE OF THE WHOLE MINUTES Council President Robertson called the committee of The Whole Meeting of the Tukwila City Council to order with councilmembers present as listed above. Council President Robertson asked the Council if they wanted to postpone tonight's discussion of the 1992 Budget until next week because the prior Special Meeting's subject matter was so exhausting. MOVED BY MORIWAKI, SECONDED BY EKBERG, THAT THE DISCUSSION OF THE 1992 BUDGET REVIEW /CAPITAL COMMITMENTS BE FORWARDED TO A SPECIAL COMM1 TI EE OF THE WHOLE MEETING, JUST PRIOR TO THE REGULAR MEETING OF OCTOBER 7, 1991. Councilmember Moriwaki reported that Foster Library has opened up their Star Research Center, a place for students in the South Central School District to do their homework. Councilmember Rants reported that he attended the first meeting of the new Puget Sound Regional Government today. First on the agenda was "Intergovernmental Cooperation," how each of the four Counties: Kitsap, Pierce, King and Snohomish are working together. He continued that Tacoma has begun their express bus service, in service now for about six months to a year ago. This was a joint effort with Pierce County Transit and Metro. They planned on 400 riders per day. They're running currently at 1300 riders per day (from Tacoma to Seattle). Rants stated there are federal funds forthcoming on the heavy commuter rail. There are presently 15 millions dollars for start-up studies this year; and 10 millions dollars for next year. The proposed cost will run about one hundred million dollars. City Administrator McFarland distributed the most recent version of the City of Renton's draft mitigation document for the proposed RABANCO facility, and informed the Council that Renton has asked Tukwila staff to review the document and return comments by Friday, October 4. Don Williams commented that the dissention between the administration and council is beginning to affect everyone. He stated he hopes these issues will be put to rest so that wounds may healed, because the operation of the City must go on regardless.
