VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. ShamrockConstruction moved the house onto a small lot for eventual use as an office. Tom Wales lives at the other property and graded the hillside. Staff responded to both situations and this is their status. The applicant requested the City permit moving the house onto the property. On March 27, 1992, the Building Official issued temporary approval for the house to be stored on the property for 45 days at the applicant's risk of not getting . permits in time. Temporary storage is subject to a $5,000 performance bond for removal of the house if permits are not issued by the end of the 45 day period. Separately, the applicant applied on March 27, 1992, for a Public Works Department permit to move the house onto the property. The Permit Coordinator instructed the applicant that her receipt of the application did not constitute approval of the permit. On March 29, 1992, (Sunday) the applicant moved the house onto the property without the Public Works permit. Staff visited the site on March 30, 1992, (Monday) and found that. in the moving operation the applicant apparently scraped some of the hillside with the moving equipment. SAO and LAO violations occurred. The Public Works Department on April 20, 1992, issued its permits for the moving of the house and LAO compliance. 7; Page 2 TOM WALES required Building and Planning permits would'exceed that time period. Because of the property's shoreline location and proximity to single family property, Board of Architecture Review, Shoreline Permit and SEPA review require at least a 120 day process time frame. Today the Building Official discussed the requested extension with the applicant. Staff agreed to only a 36 day maximum extension to June 15, 1992, because the applicant has decided to relocate the house from the site and needs additional time to find another site. On April 25, 1992, (Saturday) Mayor Rants discovered Tom Wales was grading the steep hillside next to his home. At the Mayor's request Mr. Wales ceased grading. First thing on the morning of April 27, 1992, (Monday) Mr. Wales discussed his actions and plans with staff who visited his property that morning. Because the hillside is in the SAO. area, an LAO permit is required,;" Mr. Wales submitted a bank stabilization plan (rockeries) on April 29, 1992, (Wednesday). Staff is now reviewing that plan and considering its approval subject to additional planting of vegetation. Hunt told him that he (Shamrock Const.) had won a court case against Mr Looney regarding the land purchase deal they had with him and that Mr Looney would be moving the structure off the property to a location in Tacoma. Hunt told Mike that Tacoma had already approved the move and that the structure would be moved out of Tukwila very shortly. Mike said that he asked Hunt to provide him something in writing to verify the court action. I asked Mike if he was going to have this subject on his calendar to make sure he got the info from Hunt and he said he would. I asked him if he would relay this same information to John McFarland and he said he would. I had Denise check the status of the cash assignment on 12/3/92 just before I talked to Mike. 1st Seafirst bank said that the cash assignment was still being held and we could request it if we wanted to, since the time frame of the agreement was already past. According to Denise it would be easy to get that money if we wanted to. I also checked with Gary Peterson in Tacoma and he verified that they had recently done a pre -move inspection on the structure in question, and approved it as meeting Tacoma's requirements. The applicant had identified a property where he was planning to move it but has not submitted plans or permit application yet. Therefore, Tacoma has not done a plan check or issued a building permit as of this date (12/3/92). Per our phone conversation of March 30, I understand that the existing office building has two toilet rooms. Provided that four or less employees will be working from this office building, the number of existing toilet room facilities will be adequate. However, provisions for facilities that may be accessed by the physically impaired must be provided for. At least one of the existing toilet rooms must be modified to provide barrier free access. Provide signage to indicate the international symbols of barrier free access, Men /Women at the door to the barrier free toilet room. The cash assignment must be placed into an account with the account number furnished to the City, and the City of Tukwila must be named as benefactor. The cash assignment is to insure the removal of the structural in the event the building permit to move the building is denied or not issued within 45 days. An application for a building permit to move the building must be applied for before the building is moved from its present location.
