Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. First of all I will outline the basis for the following code requirements as they will apply to this existing building. As you may know, this building was originally constructed as a warehouse use with accessory office. To our knowledge this use has not been formally changed by a new Building Permit. Consequently, any use of this space contrary to the original permitted use was not Code complying. The proposed use of "Commissary Cash and Carry" will involve the development of a sales area for customers to come and view product and purchase. Whether it is defined as wholesale or retail sales, the occupant load will change, and therefore the requirements for exiting. In addition, occupancy separation is required between the wholesale or retail use and the storage area. Following are the specific requirements indicated from a review of your proposed plan and a field inspection of the premisses. 1. The floor plan must be labeled to indicate the proposed use of the second floor and the related area directly below. Submit a plan of each of these levels with each room or area labeled. This is to serve as the new approved uses of these spaces. UBC sec 302 (a) 2. Modifications to the exiting provisions must be made to meet the requirements of the Uniform Building Code as follows: 3/25/92 Commissary Cash & Carry Page '2 a). All exit doors shall be openable from the inside without the use of a key or any special knowledge or effort. Double -keyed dead bolts must be removed. If deadbolts are required the hardware must allow unlatching without a key and no more than one operation. The route of travel must be made to provide a safe exitway by eliminating the need to walk across a dock leveler which is operable and does not provide a flat permanent floor to walk over. Secondly, the walkway would require the installation of a guardrail to prevent people from falling off the loading dock and into the pit. Many times a small independent businessman feels backed up against a wall without the resources for solutions, but you helped me feel City Hall has a genuine interest and concern in helping business and government work together. As we discussed, my desire is to occupy the 230 Andover•Fast building. There were several points that.I better understand now and I feel that we are the right business to work within the parameters needed, 1. Most importantly, realizing the need for a wired and monitored fire detection system. 2. The need • in containing my customer service area to within 12,000 square feet. I am presently working in 13,000, square feet total, incorporating all my receiving, over stock storage and customer areas. The new facility with 12,000 square feet as customer service area and 6,000 square feet as a separate freight and storage area would work well. 3. Maintaining a low shelf and product profile is also no problem working within a 12 foot height factor. 4. Y hope that the separation of freight overstock area versus customer service area could be done by utilizing my refrigeration as the divider line 'plus installing an appropriate fire curtain above that would provide the safety concerns for all of us. NEXT IT WAS NOTED THAT THREE STAIRS SERVE THE SECOND FLOOR OFFICE AREA. OF THE TWO THAT GAVE ACCESS FROM THE WAREHOUSE AREA TO THE OFFICE, ONLY ONE WAS WIDE ENOUGH TO COMPLY WITH CODE REQUIREMENTS. NEXT, CHECKED THE PROPOSED EXIT DOOR TO THE NORTH OF THE PROPOSED RETAIL SPACE. THIS DOOR OPENED ONTO THE LOADING DOCK AND DIRECTLY ONTO A DOCK LEVELER. FROM THIS POINT ONE WOULD HAVE TO GO THROUGH ANOTHER DOOR TO EVENTUALLY EXIT TO A YARD. BOTH OF THESE DOORS WERE EQUIPPED WITH KEY OPERATED DEAD BOLTS. CHECKED THE EXIT DOOR FROM THE PROPOSED WAREHOUSE SPACE AT THE EAST END OF THE SPACE. THIS SEEMED O.K. EXCEPT FOR THE KEY OPERATED DEAD BOLT. TWO TOILET ROOMS EXIST ON THE SECOND FLOOR. THESE SEEM O.K. FOR EMPLOYEE USE. ONE TOILET ROOM EXISTS ON THE FIRST FLOOR AND THIS ROOM IS NOT BARRIER FREE.
