Act. 1992 Budget /Capital Improvement Program. TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES Tukwila City Hall Council Chambers Council President Robertson called the Committee of The Whole Meeting of the Tukwila City Council to order. DENNIS ROBERTSON, Council President; JOE DUFFIE, JOAN HERNANDEZ, CLARENCE MORIWAKI, ALLAN EKBERG, STEVE LAWRENCE, JOHN "Wally" RANTS. JOHN MCFARLAND, City Administrator; RHONDA BERRY, Assistant to the City Administrator; MICHAEL KENYON, City Attorney; LUCY LAUTERBACH, Council Analyst; RON WALDNER, Police Chief; ALAN DOERSCHEL, Finance Director; TOM KEEFE/NICK OLIVAS, Fire; RICK BEELER/DARREN WILSON/LORA FOWLER, DCD; ROSS EARNST/RON CAMERON/DOUG MICHEAU, Public Works; DON WILLIAMS, Parks Recreation. City Administrator McFarland explained that the program is designed to encourage the citizens to get more involved in assisting the City in defining the needs as they relate to the newly expanded Tukwila. Lora Fowler gave a presentation on the Vision Tukwila Project and stated that the Vision Tukwila idea includes three different visions: 1) The identification and satisfaction of the medium and short range community issues; 2) Bringing all the communities together within the City so there can be one set of ideas /one vision for the City as a whole; and, 3) How the above fit into the state's Growth Management Plan. Council President Robertson commented that once the project is off and rolling it's going to be a good effort. However, thus far all he's seen is several summarized presentations. He would like to see this issue go before one of the Council's subcommittees so that it can be looked at in depth. MOVED BY MORIWAKI, SECONDED BY LAWRENCE, THAT THE VISION TUKWILA CONCEPT BE FORWARDED TO THE COMMUNITY AFFAIRS AND PARKS COMMITTEE FOR FURTHER DISCUSSION.* Councilmember Ekberg commented that he would like to be one of the City's facilitator, he wants to be involved as much as possible. There are five issues he would like the committee to take a look at: 1) A month by month schedule of events; 2) How will other councilmembers be involved; 3) An article placed in the City's winter Hazelnut explaining the project again; 4) A project schedule with the involvement of the people associated with the project; updates and the review process that will be used; and 5) A map outlining the zones involved. *MOTION CARRIED. Discussion ensued covering the administration's list of Capital Improvement Project commitments for 1992 -1997. It was the consensus of the Council to schedule a Special Meeting for October 16, beginning Committee of The Whole Meeting Minutes October 14, 1991 Page 2 1992 Budget/CEP discussions (Con't). Discussion of Multi Family Moratorium Ordinance and alternative interim design guidelines. REPORTS ADJOURNMENT 10:15 p.m. at 6:00 p.m. (dinner provided), to continue Budget /Capital Improvement Program discussions. The Council discussed an ordinance establishing a moratorium on development of property zoned R -2, R -3, R -4, and RHM within the City, declaring an emergency, and establishing a waiver process; and, an alternative resolution endorsing the Multi Family design standards update. Rick Beeler suggested the Council pass the resolution. There are legal arguments both ways (pro and con) for the resolution and the moratorium. Staff will also follow up with an ordinance to amend the Board of Architectual Review criteria (as recommended by the City Attorney) to allow for firmer, legal basis to regulate development. It was the consensus of the Council to forward the Resolution with amendments to the next Regular Council Meeting. City Administrator McFarland reported that "tree day" and recycling of hazardous and yard waste is scheduled for this coming weekend. Also, McFarland informed the Council he had received phone calls from citizens who were disappointed that the City had discontinued the fall clean -up program. He alerted the Council that more inquiries may be forthcoming. Councilmember Duffle reported that the contractors have found several new water springs at Crystal Springs Park. The park will have to be drained at budget overruns costing between one, and two- hundred thousand dollars. Council President Robertson reported that a citizen, Mary Criedler, is interested in selling the City a piece of property for open space. Robertson suggested this item be brought before a future Council meeting for discussion. MOVED BY DUFFIE, SECONDED BY LAWRENCE, THAT THE COMMITTEE OF THE WHOLE MEETING BE ADJOURNED. 'ION CARRIED.
