VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by. \he State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limita ^,ions. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon writton request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). The study essentially .is one of the "real world" as opposed to code required parking, per se. The study showed that under peak conditions, the supply of parking was more than adequate. My recent call to you addressed your question of "code required parking ", if that is the correct term to use. We have taken the Mesher Shing drawing, Sheet A2, and counted the actual number of parking stalls for the shopping center site that also encompasses the Cucina Cucina restaurant and find that there will be 519 stalls. Next, the commercial retail facilities, including the small store behind the restaurant, total 177,570 g.s.f. The restaurant, expanded per the plans, has exactly 5,023 + 795 or 5,818 g.s.f. Parking for the commercial sector is 178 ksf X 2.5 = 444 stalls Parking for the new restaurant is 5818/100 = 58 stalls So that the total code required parking is 502 stalls Code required parking of 502 stalls is exceeded by the actual parking provided, 519 stall, by 17 stalls. The primary tenants are retail furniture stores including Abodio, Bel -Red Furniture, Wall Systems, Krause's Sofa Factory and The Bon Home Store among others. These kinds of retail establishments tend to be low traffic generators with parking characteristics defined by long duration and low turnover rates with parking volume being low when contrasted with other retail types. Parkway Plaza also includes several specialty stores and several restaurants. Cucina Cucina is a quality sit -down type of restaurant specializing in Italian cuisine. The subject restaurant reviewed in this study is located in the city of Tukwila. More precisely, it is situated in the southern sector of Parkway Plaza near the centroid of the parking area in the northern most of two ancillary buildings as shown on the site plan, Figure 1. Purpose The Cucina Cucina restaurant is considering expanding their seating area by about 800 square feet. This increase in dining capacity will likely create an increased demand for parking. The City of Tukwila has requested that current parking demands in the general area be compiled and compared to the increased demands created by the possible restaurant expansion to see if there will continue to be an adequate supply of parking. Essentially, the purpose of this study is to determine if the additional increase in the restaurant space will impact the current parking supply. In this method, an observer is stationed at the site and records the license plate numbers of all parked cars every 15 minutes for a length of time long enough to accurately model the daily parking characteristics of the site. Further, parking accumulation at 15 minute intervals on a peak shopping day were also obtained to define the current peak parking demands. The data was used to define the parameters critical in determining the extent and type of parking impacts associated with the Cucina Cucina Restaurant expansion, based on current parking demand and the associated charadterists of the users. The parameters identified in this report include parking volume, parking turnover, parking duration, and space -hours of utilization. These are defined by the Institute of Transportation Engineers (ITE) in the Transportation and Traffic Engineering Handbook, Second Edition, as follows. Definitions o Volume is defined as the total number of vehicles that use a parking facility during the survey period. o Turnover is the number of vehicles that use a given parking space in a time interval. o Duration is the time a vehicle remains parked in a given stall. o Space -hour is a measure of the amount of time a stall is occupied during the survey period. Data Collection The license plate survey was conducted on Friday, September 13, 1991 over the peak p.m. dining period to provide several types of information, such as parking duration, parking stall utilization (turnover) and accumulation. Accumulation studies were also performed on September 14th and 17th to provide data for the weekday noon period and over a full Saturday when shopping is at a maximum level. The times of data collection for this study are September 13th from 2:15 p.m. to 7:00 p.m., September 14th from 11:30 a.m. to 6:15 p.m. and September 17th from 11:00 a.m. to 2:00 p.m. These -3- Christopher Brown Associates 879 Rainier Avenue N., quite A -201 Penton, WA 98055 -1380 (206) 772 -1188 days represent typical weekday and weekend shopping days and therefore serve as a statistically adequate representation of the average parking demands for the area in general that is shared by the Cucina Cucina Restaurant. The data along with a vicinity map showing the boundaries of the study area are provided in the appendix. Study Findings In terms of maximum parking space utilization, the following may be noted. 1. On an average weekday a maximum number of 239 vehicles occupied the 382 stall parking area around Cucina Cucina. 2. On an average Saturday a maximum of 278 vehicles occupied the parking area during the 15 highest demand minutes. These portray a 63 percent occupancy rate on a typical weekday and a 73 percent occupancy rate on a typical Saturday during the time of maximum or peak parking demand. Stated another way, there is at least a 27 percent parking surplus to accommodate any new parking demands that may arise. This is shown on Figure 2, where accumulation is shown for each 15 minute period covering the time of maximum parking demand. In terms of the characteristcs of those parking in this shopping center, the following may be noted. 1. On an average weekday each stall was used an average of 2.4 times with the average stay being 48 minutes. This is not, for example, long duration parking typically found with office space nor is it short duration typically found at convenience stores. 2. The space -hours of occupation for the overall parking area was 1.9 hours per parking stall. This suggests that the demand for parking is not high for the entire day. There is a lot of unused parking. In order to account for full occupancy of the entire site, parking demands for the unoccupied section were estimated based upon information published by the Institute of Transportation Engineer in Parking Generation, Second Edition, (1987) for Land Use Code 890, Furniture /Carpet Store. An 8,400 square foot furniture store would generate demand for 10 parking stalls on a weekday and 8 parking stalls on a weekend. Based upon Land Use Code 831, Quality Restaurant, an 800 square foot addition to a restaurant would require an additional 10 parking stalls on a weekday and 13 stalls. on a Saturday. Also stated in Parking Generation is the "average" parking requirement for a quality restaurant. This would also amount to 10 stalls per 1000 square feet. Based upon the maximum demand for the restaurant addition (on a Saturday), 13 stalls and with the inclusion of 8 stalls for the unoccupied retail space, the projected maximum occupancy rate will increase from 73 percent to 78 percent on a Saturday. On the typical weekday the demand will increase from 63 percent to 68 percent. Being less than 90 percent, which defines full occupancy, there is sufficient parking space to accommodate the proposed expansion. It may be concluded that there is a sufficient supply of surplus parking in the vicinity of the Cucina Cucina restaurant so that the proposed expansion of the restaurant will not adversely affect the operations of any of the adjacent retail stores nor impact the restaurant itself.
