King County, however, cancelled the permit because of their administrative procedures related to expiration of permits. As far as I can figure out the house has been sitting almost finished, but unoccupied, for a number of years. By almost finished I mean the roof, exterior siding, interior drywall, exterior doors, and windows had been installed. The house never received a final inspection by King County inspectors. Recently Mr. Johnson purchased the property and now wants to finish the house completely and move into it. He has come to Tukwila for the appropriate permits and land use documents. I don't feel the Tukwila Building Division can sign off on a building permit certifying that the building meets all code requirements when we didn't make any of the inspections; but at the same time I don't have any reason to suspect that it doesn't. Therefore, I am proposing that we issue a building permit for the house, make a final inspection for the general type items that are normally visible when a building is completed, and because of all the things that will not be visible at that time place a Notice to Title on the property absolving the Tukwila Building Division of any responsibility for construction that could not be inspected. We would charge the standard permit fee for the building permit but would not charge a plan check fee. I have briefly discussed this subject with Mr. Johnson and he indicated he understands my predicament and would have no objection to the permit fees or the Notice to Title. Mr. Johnson has provided recent photographs of both the interior and exterior of the house and it appears to be well designed and in good condition. Obviously we have to figure some way to allow the house to be legally completed and occupied.
