MINUTES
Mayor VanDusen administered the Oath of Office to
Tukwila Police Officer Tom Moser and welcomed him
to the City.

Mayor VanDusen called the Regular Meeting of the
Tukwila City Council to order and led the audience in
the Pledge of Allegiance.

Phil Hemenway, resident, stated he felt it was a misuse of the police
and fire associations to be used for the endorsement of City political
candidates. In his opinion, because the police and firefighters work for
the City, they should treat everyone, including candidates for office, as
uniformly as possible. By supporting some candidates, they are giving
unequal treatment to those left out. Only about 10 percent of police
and fire personnel live in the City; thus, 90 percent live where they
cannot vote in Tukwila but still desire to influence Tukwila's election.
Mr. Hemenway feels Tukwila candidates who accepted non residential
money from the police and fire associations are apparently the same
people who are against non residents working on the Planning
Commission even though those commissioners might work in Tukwila.
In conclusion, Mr. Hemenway suggested that any level of government
or business subscribe to avoid wrongdoing or the appearance of
wrongdoing.

Mayor VanDusen explained that the City of Renton has withdrawn
their appeal. In order to close the hearing a motion must be made.

City Attorney Mike Kenyon read an Ordinance of the City Council of
the City of Tukwila, Washington, relating to zoning classification for
"North Hills Office" amending Tukwila Municipal Code Chapter
18.08.030 (amending certain provisions of Ordinance No. 1247).

ORDINANCE NO. 1610 BE ADOPTED AS READ.*
Councilmember Duffle explained he is not against the proponent
putting in a neighborhood retail business at this site, but he would like
to know exactly what type of business will be there. Leon Grunstine,
GenCor Development, responded the intention is to put a retail store
such as a computer store, dry cleaners, or a video store. There are no
plans to open a fast food store, bank, or convenience store. Mr. Duffle
inquired what effect any of the proposed retail stores would have on
traffic. City Engineer Ron Cameron responded the effects for general
use would be non measurable. DCD has recommended the use
generate no more traffic than what was shown in the SEPA checklist.
Councilmember Hernandez addressed two areas of concern. First, the
applicant has not provided evidence that there is an additional need
for the requested land use classification (per TMC). Second, Mrs.
Hernandez stated she personally prefers to see office space that is
compatible with the comprehensive plan. Hernandez said she was
also concerned that if a rezone was granted, it would allow such
businesses listed under C -1 designations, such as video stores. Tukwila
could be faced with another X -rated video store within the City.
Council President Robertson spoke against the motion stating once a
change in zoning is granted, anything that is allowed is reasonable and
possible. He feels a more important issue is that of safety. So far in
1991 there have been 10 accidents in the area. In 1990, there were 24
accidents with 8 injuries between the S -line bridge and Macadam. In
1989 there were 12 accidents, six which were in the area of the
A.M./P.M. driveway. Two of those accidents produced injuries. A real
concern is how much traffic will be turning into and out of the area. If
this area becomes a retail store, we're adding a fourth major source
(A.M./P.M., Denny's, North Hills Apartments) of people coming and
going. If it is an office building, we would assume people would be
leaving during the peak evening rush hours. In conclusion, Robertson
stated he would possibly consider this in the future if he were to see a
plan that would deal with the traffic from all four of those sources in a
better way.
Councilmember Moriwaki commented that unless a plan comes up to
mitigate the ingress /egress of the traffic from this location, he is not in
favor of the rezone.
Councilmember Ekberg stated that as a driver, avoids going into
locations he finds difficult to reach such as crossing traffic. He doesn't
see the traffic as a problem because if he can't drive there, he won't go
there; however, walkers living on the hill would benefit from
neighborhood retail. He supports local retail stores for residents and
would like to see the area developed more than it is at the present
time. He favors the motion.

1992 Budget
Councilmember Lawrence asked Ron Cameron for clarification on the
actual number of trips going in and out of the driveway. Cameron
stated the 400+ trips from retail would be on the same driveway
directly east of A.M./P.M. The City has told the developer, that if this
is approved, and in the event A.M./P.M. comes in for some type of
redevelopment, the retail office, via a developer's agreement, would
cooperate in consolidating driveways. Lawrence asked about a "no
contest LID" being added to the developer's agreement to address
other traffic mitigations needed in the future such as a signal or lane.
Cameron responded it was possible to do this. Lawrence added he
would feel more comfortable if every possible binding feature tying the
developer to any needed future mitigations was built into their
approval; however, if staff was confident in the consultant studies, he
would favor the motion. Cameron reitierated that the specific
development had the contraint that the use generate no more traffic
than what was shown in the SEPA checklist.
Councilmember Rants stated he would vote for the rezone as a retail
development would be of value to "walkers" and residents of the
community.

Mayor VanDusen spoke briefly about the 1992 budget stating it has
been a difficult budget to put together because of the changes
occurring in the City. It is balanced as required by law and provides
for the basic services required in the City. It contains a revised capital
plan and provides for very few new initiatives. There will be
challenges in 1992. Basic service delivery, new initiatives, and
respectable ending fund balances will not support even the expected
inflationary costs of continuing the existing service levels. Sales tax
receipts are running over five percent higher than in 1990. However,
to keep pace with the inflationary effects of a labor intensive service
delivery system, revenues must grow at the rate of over 7 percent.
VanDusen emphasized that it is the tremendous growth in the City,
not the economy, that is primarily responsible for the pressure on
revenue. Using the same assumptions in 1993 and 1994 there will be a
$700,000 deficit in 1993 and a $1 million deficit in 1994. The City will
be required to engage in a careful analysis of our service levels if we
are to continue a balanced program of general and capital activities.
The Mayor cautioned Council that without careful analysis and
ensuing policy determinations, new revenue options or radical revenue
shifts are premature.
Finance Director Alan Doerschel gave a quick overview of the
proposed budget. Council President Robertson suggested a special
committee of the whole meeting on November 14th for further
discussion.

Councilmember Duffle objected to the 6 p.m. meeting, stating most of
the public is used to a 7 p.m. starting time. Council President
Robertson commented that the budget was still in preliminary
discussions. Public hearings would be held later.

REPORTS Councilmember Moriwaki reported on the redistricting meeting held
last weekend at SeaTac. Each of four commissioners unveiled their
plans for redistricting the area. It was hoped that Tukwila would be in
one legislative district instead of three as it is now; however, Moriwaki
stated he didn't feel this was likely to happen.
