Recess: 8:20 8:40 p.m. Discussion of 1992 Budget. TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES Council President Robertson called the Committee of The Whole Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. DENNIS ROBERTSON, Council President; JOE DUFFIE, JOAN HERNANDEZ, CLARENCE MORIWAKI, ALLAN EKBERG, STEVE LAWRENCE, JOHN "Wally" RANTS. JOHN MCFARLAND, City Administrator; MICHAEL KENYON, City Attorney; LUCY LAUTERBACH, Council Analyst; RON WALDNER, Police Chief; ALAN DOERSCHEL, Finance Director; RICK BEELER, DCD; RON CAMERON, Public Works; DON WILLIAMS, Parks Recreation. J 6 Tukwila City Hall Council Chambers Elizabeth Springer commented that while canvassing recently for a position on the City Council, it gave her an opportunity to talk to citizens face to face. Ms. Springer stated that one of the major concerns of Tukwila's citizens was the need to be informed on the issues facing the City; and of specific concern is how will they be impacted, financially, by the construction of the Interurban Avenue Project and the Surface Water Management Project. Ms. Springer encouraged the Council to get out and talk to the citizens. The Council discussed issues of concern for the remainder of 1991: Library Services decide whether or not to submit to the voters the decision to annex to the King County Library System. A Public Hearing has been scheduled for December 2, and a draft proposal will be submitted by the Library Board by November 25. Human Services evaluate the committee's decision of how many requests were received and the amount recommended to be funded this year, and review on November 25. Sign Code Council consensus to forward to November 18th Regular Council Agenda. Street Classification the Transportation Committee has spent several meetings and major time going over the plan which basically designates various streets as major or minor arterials, collectors, or local access streets. A presentation will be given at the November 18th Regular Council Meeting in an effort to adopt a street classification system. Park Plan committee has been working with a consultant to adopt an updated Parks Plan. It was the consensus of the Council to schedule an Executive Session for November 18th to review Open Space purchases and Land Lease conditions. Vision Tukwila Council gave staff the go -ahead on this project and requested that staff present frequent updates to Council of progress. Contracting in the City Council agreed to resume discussions in January 1992. Boards and Commissions Council Agreed to postpone until new Mayor takes office. Tree Preservation Council agreed to schedule discussions for early next year (1992). Council President called the Committee of The Whole Meeting back to order with Councilmembers present as listed above. The Council resumed discussions of the 1992 Budget, focusing on Committed and Uncommitted Projects, and reviewing Funding Forecast (1991 -1997) Charts. REPORTS ADJOURNMENT 10:30 p.m. Budget on November 14, November 25, then hold Public Hearing on December 2nd, final Budget Work Session on December 9th and adoption December 16th. City Administrator McFarland reported that Rabanco's final EIS mitigation document was picked up today and a synopsis of that document will be presented to the Council before the end of the week. A copy will be provided to Lucy should the Council wish to see the full text document. McFarland stated he will be meeting with representatives from the Community Development Department, their counterpart in Renton, and Mayor Clymer this Friday to discuss the outstanding issues associated with Rabanco to include the zoning issue. More information will be presented to Council the following Monday on the results of that meeting. Council President Robertson announced that the Washington State Redistricting Commission cancelled its November 14 meeting and has rescheduled for November 21, SeaTac Office Building, Room 500.
