Dear Mr. Prabjot Natt:
As stated in the notice that you received on May 9, 2013, your property, the
Grande Terrace Apartments, located at 15708, 15728, 15810, 15812 and
15830 39th Place S., Tukwila WA has been declared to be a Chronic
Nuisance Property per Tukwila Municipal Code 8.27.
The cases I reviewed as a part of this decision are listed below:
02/05/13 13-0962
Officers contacted subject parked in north parking area. Suspect was
arrested for warrants and felony possession of methamphetamine.
02/11/13 13-1099
Male suspect arrested after entering an apartment and shooting two
residents.
03/09/13 13-1831
Evicted former resident was assaulted in an apartment by a current
resident. Victim was uncooperative.
03/13/13 13-1915
Female resident entered a neighbor's apartment with her infant and
refused to leave. She was arrested for warrants and felony possession of
methamphetamine.
03/21/13 13-2142
Juvenile assaulted parent. Suspect was sent to hospital for medical
attention.
03/24/13 13-2215
Male resident of a unit was arrested for DV assault on his roommate and
possession of crack cocaine with intent to sell.
03/26/13 13-2280
Male resident was arrested for assaulting his girlfriend.
The Tukwila Police Department appreciates the time that you took on May
13, 2013, to meet with City of Tukwila representatives regarding remediation
of the criminal activity at the Grande Terrace Apartments, and we are glad
that we were able to discuss the terms of a potential Voluntary Compliance
Agreement. A copy of our proposed Voluntary Compliance Agreement is

VOLUNTARY CORRECTION AND LIMITED RIGHT OF ENTRY
AGREEMENT

Description of Violation:
TMC8.27 Chronic Nuisance Property. Seven(7) or more nuisance activities
exist or have occurred during the preceding 12 month period, including but
not limited to:

of the unit. Female resident of the same unit provided conflicting
stories.

Man was dropping off children to their mother(his girlfriend) in
parking lot of apartments. She assaulted him and damaged his cell
phone and broke his car's windshield.
06/25/13 13-4516
Juvenile female was threatened with a gun in a car in the parking
lot of A Building. Resident from E Building she was visiting was
present in the car and did nothing to stop the assault or to help her
get away from assailant. She was told to either steal liquor or
provide oral sex to prevent getting shot.
Required Corrective Action:
The following is a list of corrective actions you must take to prevent formal
issuance of a notice and order and accompanying penalties, or abatement by
the City of the nuisance activities at the Property. Unless otherwise stated, all
of these ordered actions/policies must be in place no later than September 19,
2013.
Owner will ensure that the property manager and all other staff do the following:
1. Owner and all staff at the property will implement and enforce the attached
community rules.
a. The new rules will be given to all new residents when lease/rental
agreement is signed.
b. The new rules will be posted and mailed to all existing residents who are
not on a lease agreement with an implementation date 30 days from the
posting.

c. The new rules will be given to existing residents who have a lease with a
receipt for the resident to sign and return, the rules will then be in effect 30
days from the signature.
d. All residents will be given a copy of the Community Rules each time a
lease is signed or renewed.
2. Call 911 to report all graffiti on the property and then remove it within 24 hours.
3. Screen all applicants with a professional screening company.
a. Deny residency to all applicants who do not meet the attached screening
criteria.
b. Keep copies of all screening results for not less than 2 years.
4. All employees working on the property who have any access to rental units or
garages are to be screened using the resident qualifications,with the exception of
the rental history portions.
5. Participate in the City of Tukwila Criminal Trespass program.
6. Manager will implement a parking sticker program that includes the following:
a. Proof of resident ownership of all vehicles issued parking stickers.
b. Stickers shall be of the non-transferable type.
c. Stickers shall have a reflective component.
d. Property will be posted"No parking without Grande Terrace Parking
Sticker".
e. Property will be posted that vehicles without parking stickers will be
impounded.
f. All information on vehicles shall be kept both in the file for each rental
unit and also in a parking sticker book or file. Information kept on the
vehicles shall include:
i. Proof of ownership
ii. License plate number
iii. Make
iv. Model
v. Color
vi. Year
7. Complete City of Tukwila Rental Housing Inspection no later than December 31,
2013.
8. Complete mandated Fire Alarm System upgrade no later than September 1, 2013,
as specified by the City of Tukwila Fire Marshall.
9. Owner and manager must attend the following class no later than July 31, 2014,
with completion certificates provided to the Tukwila Police Department: Crime
Free Multi-Housing classes offered by a police agency in King, Pierce or
Snohomish County.
10. Dumpster lids are to remain closed at all times and if the trash stacks above the
edge of the dumpster before trash or recycling pick-up day, an extra service will
be arranged.
11. All exterior property shall be free from any accumulation of rubbish, building
materials, vehicle parts or other similar materials.
12. All electrical,plumbing and pest control repairs or maintenance provided by
management shall be conducted only by licensed professionals.

13. Follow all provisions of Washington State Landlord-Tenant Law in all material
respects.
These conditions must be maintained until July 31, 2014. By this date your
property will be reviewed by the City of Tukwila, and a determination will be
made as to whether or not the property will continue to be declared a
Nuisance Property, as defined in Tukwila Municipal Code 8.27. If the
conditions outlined are not met as scheduled, or maintained during this one-
year period, a Violation Notice and Order will be issued and penalties will be
implemented up to and including abatement of this property,pursuant to
Tukwila Municipal Code 8.27.
If the City of Tukwila does not continue to declare the property as a Nuisance
Property at the end of the one-year period,the City of Tukwila will issue a
letter indicating that the conditions listed herein no longer apply.
The Tukwila Police Department strongly recommends you join the Rental Housing
Association of Washington, or other comparable professional group of rental housing
managers. We also strongly recommend that the manager and owner attend the following
free classes: Equal Opportunity Housing, sponsored by King County and King County
Section 8 housing landlord classes.
I, Prabjot Natt, manager of the Property, voluntarily agree to the following:
I shall comply with the required corrective actions set forth in this
Agreement within the compliance timeframes set forth in this
Agreement.
I understand that failure to take the required corrective action within
the time indicated above may result in the City taking further action
pursuant to the Tukwila Municipal Code.
I understand and agree that the required corrective action under this
Agreement must be completed on or before September 19, 2013.
I understand that should I fail to abide by the required corrective
action set forth in this Agreement, a Notice and Order of Violation
shall be issued and I may be subject to monetary penalties and
abatement of the chronic nuisance activities on the Property by the
City.
I am entering this agreement knowingly and voluntarily.
