Dear Dai Suk Suh;
The City Department of Community Development conducted a final inspection on March 10,2011 of
the stream buffer restoration work on the property referenced above.
Thank you for your prompt action to restore this stream buffer by pulling back some of the soil from the
edge of the ravine and planting approximately 45 native bare-root plants. Now that the work has been
accepted and the Public Works permit closed out,future maintenance of the buffer area is your
responsibility. In a commercial setting,the City normally requires submittal of detailed maintenance
plans and monitoring reports prepared by a qualified biologist. For homeowners,however,the City will
assist you to develop and implement your own detailed maintenance plan. Please understand,however,
that compliance with this plan is mandatory,and the City reserves the right to take enforcement action if
the plan is not completely implemented.
Maintenance
Maintenance of the restored buffer area will include the following activities:
• Hand weeding at least a three-foot ring around each plant(pulling weeds out by the roots,
being careful not to disturb the roots of the plant).
• Mowing or"weed whacking"to keep invasive plants(such as ivy,English laurel and
blackberry)low enough so that the newly installed plants do not become covered. The City's
biologist can help in identifying these plants if you need assistance. If you find that
controlling the weeds becomes too difficult to manage,you could use a technique called
"sheet mulching". In this technique you cut back the invasive plants as close to the ground as
possible and then cover them with sheets of overlapping cardboard or tightly woven burlap.
Then bark or wood chips are put on top of the cardboard. This will eventually kill the plants
beneath it,although you may need to cut back the occasional weed that comes up through the
gaps. You would need to leave space around each native plant when using this method. The
City's biologist can provide more guidance about this method and where to obtain supplies.
The use of plastic or fabric weed block is not allowed.

• Watering plants during dry periods for at least two(2)dry seasons(longer if necessary). A
•
general rule of thumb is to apply at least 1 inch of water per week to each plant.
• Replacing dead or dying plants or adding new plants where there is poor performance,as
needed(you can contact the City to obtain suggestions on where to purchase plants). For
your site,the target is 80%survival of the plants for the first year and good aerial coverage of
plants for the second and third years. If more plants than that die or if they are not healthy
enough to provide coverage,you will be required to plant additional native plants as
replacements.
• Adding mulch(bark,wood chips,or other organic materials)as needed to help control weeds
and keep plants moist(no thicker than 3 inches around plants,keeping the mulch a few
inches away from the crowns and trunks of the plants).
• Once the plants are established and the invasive plants under control,the frequency of
maintenance can be reduced,but the buffer plantings must be maintained.
You are encouraged to do weed management as often as needed to keep the invasive weeds
under control. No pruning of plants is allowed except to remove dead or diseased branches or
any branches that extend into the driveway or neighboring property. No non-native plants may
be installed in the buffer. No herbicides may be used for weed control.
Monitoring
You will need to monitor the site to make sure the plants survive and to know when to carry out
maintenance or corrective actions. This information must be reported to the City once a year. You must
submit a monitoring report to the Department of Community Development at the end of April for the
next three(3)years. The monitoring report must contain:
1. Owner name,address,site address and permit number(s)(if applicable).
2. The number of plants that survived compared to the number that were installed. It would
help to flag the plants(use contractor's flagging tape)now to keep track of the ones that were
planted. It also helps to be able to see them when doing maintenance.
3. Description of maintenance activities during the year,including any plant replacements.
4. Photographs(taken from approximately the same locations each year)in different areas of
the stream buffer to document plant growth.
Once the City receives each monitoring report,we will do a site inspection,and your signature on this
letter constitutes your authorization for the City to come onto your property to conduct these site
inspections.
The City normally requires a financial assurance to ensure that a restored area is maintained,but we
know that can be a hardship for homeowners. Instead of providing a financial assurance we ask that you
sign the bottom of this letter to indicate your agreement to do the maintenance and monitoring. Send a
signed copy to me at the address shown below. Please keep a copy for yourself.

This agreement will be recorded against the title of the property referenced above and will run with the
land. In the event the property is sold during the term of this agreement,the subsequent owner will be
responsible for any maintenance still required under this agreement.
