The specifics of this recommendation are as follows: 1. Improvements made at the applicant's sole risk. 2. Director approval of off -site parking requires contingency parking being available. The following is the transportation management plan for the Boeing students at Fairway Center in Tukwila, Washington. We have planned for a maximun of 150 students. Our initial student population will be approximately 75, expanding to 150 students by mid 1991. The transportation management plan will be to strongly encourage carpooling from all students. 1.) It is anticipated that 50 to 55 stalls will be required to handle non carpooling students. 2.) Approxiaately 30 to 35 additional stalls will be required to handle carpooling students. Based on this transportation plan, we anticipate the need for approximately 80 to 90'parking stalls. Dan Mathews, the Property Manager for Fairway Center Associates, will be responsible for monitoring and enforcing the transportation plan. A contingency plan for additional stalls will be provided by Fairway Center Associates if deemed necessary. VanDusen, Mayor This letter is to summarize my understanding of all project discussions to date and to specifically evaluate the project options for satisfying Tukwila parking requirements per TMC 18.56.050 (please consult your office copy): 1. Fairway Center consists of two buildings with (19,200 + 63,000 =) 72,200 s.f. and 242 parking spaces. I surveyed available parking at the Fairway Center site on December 7th at 11 :00 a.m. and found 123 parking spaces. 2. The proposed 17,500 g.s.f. T.I. consists of 14 instruction areas with office support as summarized below (Wolf Saar, 12/7/90): a. 12 instructional spaces with UBC occupancy loads of less than 50 persons per space over 9,500 s.f. for an average apace size of (9,500 / 12 =) 790 s.f.; b. 2 instructional spaces with UBC occupancy loads of more than 50 persons per space over 2,500 s.f. for an average space size of (2,500 / 2 =) ,1,250 s.f.; c. the remaining 5,500 g.s.f. consists of various office /storage support areas; and d. No more than 190 persons, including but not limited to students who will be exclusively Boeing employees, instructors and clerks will be present in the subject space. 3. The minimum parking requirement for instructional areas is 1 for every four persons based on the U.B.C. occupancy load (see Attachment A). 4. The Department cannot approve the Wolf Saar interpretation that the 12 instructional areas be classified as "Business and commercial" building space per TMC 18.56.050 since the actual use of space is much more closely related to "Places of public assembly" (see Attachment A). 5. A second Saar request is to post a specific occupancy load in each instructional area which would be keyed to the available parking. The Department cannot approve this option because the annual Fire Dept. inspections are insufficient to adequately monitor and enforce compliance. 6. Mr. Saar's final option is for Planning to recognize a car pool /van pool factor to reduce the required number of spaces. a. The Planning Division can consider this option per TMC 18.56.040(1)(B) which provides for off - premise parking areas. Application of this subsection is based on the Boeing students parking at their normal work sites (i.e. the off premise parking areas) and car pooling or van pooling to the training site. b. Any such car /van pool proposal must provide for only Boeing employees being students, a monitoring program, contingency actions to be taken should parking congestion occur, and agreement that any complaint received by the City regarding parking congestion shall be sufficient cause for contingency actions to be immediately implemented. c. The applicant is responsible for developing and submitting a proposal. The Planning Division shall then approve, approve with conditions, or deny the proposal. This is an administrative action. 7. INTRODUCTION ,v kcs FAIRWAY CENTER PARKING ANALYSIS Boeing Management Training Center The Boeing Company Commercial Airplane Division has proposed to establish a Management Training Center at Fairway Center which would be comprised of 14 classrooms with office support. This facility would be used to provide management training and engineering technical classes for Boeing staff during the day and an evening MBA program presented by Seattle Pacific University (SPU). An undergraduate business program may be offered at some later time, which would also be an evening program. The City of Tukwila has expressed concern regarding adequate parking being available at the Fairway Center to accommodate Boeing plus the other building's tenants. The City has requested that Park Properties, the Center's developer and owner, retain a traffic /parking consultant to review the parking requirements for the proposed Boeing operation and determine if the Center has adequate on -site parking to accommodate Boeing. If the Center is found to lack adequate parking, then other measures need to be identified to satisfy the Center's parking needs. Stephen B. Lovell & Associates (SBLA), a transportation consultant who prepared the traffic impact study for the Center, was retained by Park Properties to conduct the parking study to address the City's concern as well as determine Boeing's parking needs. This report presents the finding of the parking analysis. C V 7 -‘<\ * 71 : t II. BOEING MANAGEMENT TRAINING CENTER OPERATIONS The proposed Boeing Management Training Center would provide the following features: A. Fourteen classrooms devoted to management and technical training, and B. Office /storage support areas. SBLA met with Mr. Melvin Miller, Boeing Training Manager for Employee Training & Development, on January 4, 1991 to inquire about the proposed operations of the Boeing facility. The following information was obtained at that meeting: o The Boeing Training Center will have _ daily _operations between 7:00 _am_and_ 4 Classes__Will_be staggered and' will correspond to the actual work schedule of employees. The day classes will be eight hours long with classes operating as follows: 7:00 am to 3:30 pm, 71.3.0 _ail tp._91.0.O_..pm, and 8:00 am to 4:30 pm. o Day_ classes are generally held Monday & Wednesday or Tuesday o Thursday. o Day classes are one, three or five days in duration, o Evening classes usually. occur_between ,. : pm and 8:00 pm, with most starting at 5 :00 pm. The delay in class starts for evening programs gives time for employees to arrive from work and .. for_ classes _to_be_cleaned__from....da ly .use. Boeing currently uses the Washington Technology Center (WTC) for similar class training programs, as well as renting space at local hotels and motels. SBLA inquired about classroom utilization, class size, attendance and parking at the WTC, as the Fairway Center will have a similar function with the exception of the specialized computer training courses. Mr. Miller stated that due to class scheduling and the types of classes, they generally use, • on�],y�60•$�: of : ,thy c ms, which would equate to 8 -9 classrooms. The average classroom size is approximately 20 for non - management classes, although management classes will probably be bigger. Therefore, an average classroom size of 25 would be appropriate to be applied to all courses at tfie Fairway Center: _At "the"WTC, the average classroom, size is__l5, due to the specialized computer classes, which are limited to 12 participants. Therefore, the number of Boeing employees that would be on -site_ assuming full attendance would be between 2 and 225._ (8-9 classrooms` 25 persons per classroom). SBLA furthered inquired of Boeing's experience at the WTC regarding classrooms size (number of employees) and parking utilization. Boeing has 45 rooms at the WTC with the following capacity: - 24 computer classrooms @ 12 persons - 4 management classrooms @ 30 persons - 17 remainder @ 20 persons .TOTAL CAPACITY (PEOPLE) = 288 people = 120 people' "340 people 748 p�ple Their is between 350 and 400 assigned parking spaces. Mr. Miller said that occasionally, but rarely, the number of spaces needed for Boeing training are exceeded, and usually there iie,;,spaces available. However, assuming that all 45 rooms are Tully utilized at- a capacity level with 748 persons present and all 400 parking spaces ailk occupied by Boeing staff, this would result i„ 411 6 use Q0 0.534 p rking space per employee. Mr. Miller also stated that Boeing had just completed their class attendance evaluation for 1990, and found that approximately 21% of the employees signed up for a day class did not show. This was for all Boeing classes that are held around the Puget Sound area. He also said that the computer classes tend to be full at all times because this is a special class called "CATIA ", which is a new geometric design system that the company is shifting to for all commercial airplane designs. Therefore, these classes are rarely missed. The principal reason for being absence was priority status given to active projects versus training classes; to a lesser degree, illness and scheduled vacation. Mr. Miller said that the Boeing Company has targeted 15% as a realistic no -show rate. However, they do not overload the classes with this in mind. III. PARKING SCENARIOS o Parking Requirements The City of Tukwila Uniform Building Code (UBC), 1988 edition, was referenced in a December 10, 1990 letter to Ms. Lisa McNelis of Mithun Architects from Mr. Vernon Umetsu. Mr. Umetsu stated that the appropriate land use classification was Places of public assembly et.al., with one parking spaces required for each four persons. Assuming a "worst case" scenario with all 14 rooms occupied with 25 people would result in 350 Boeing personnel plus instructors and support staff, which could increase this number to, say, 375. At one parking space for every four persons, 94 parking spaces would be required. However, using Boeing's attendance numbers at 25 persons per classroom with nine classrooms occupied, results in 225 persons plus instructors and support staff. Assume this number is 250 persons to be conservative. Using the ratio of parking spaces per employee from the WTC (at 0.534), 134 spaces would be required. Accounting for a 15% absentee rate, as the Boeing Company's goal, approximately 213 persons would be present resulting in the need for 114 parking spaces. As may be seen, this amount of parking is 20 spaces greater than would be required by the UBC. o Available Parking /Utilization A total of 242 parking spaces are available on -site. Park Properties surveyed the - parking usage on December 4,5/and6, 1990 and found an average utilization of 125 spaces; leaving 117 spaces available. A separate survey conducted by Mr. Vernon4 on December 10, 1990 found 123 available parking spaces. o Parking Surplus /Deficit A worst case scenario from a parking requirement would be to use the Boeing number as they show a requirement for between 114, taking into consideration the employees who are absent. The UBC would require 94 parking spaces. Using the Boeing numbers with 114 parking spaces required, a surplus of three (3) parking spaces would exist, while using the UBC numbers; a surplus of 23 parking spaces would exist; and a surplus of ten (10) parking spaces would exist using the 123 available parking spaces counted by Mr. Umetsu. However, there is always the possibility that every employee will attend certain sessions, requiring 134 parking spaces; and then additional parking would be required off -site. IV. TRIP GENERATION As stated in the Fairway Center Traffic Analysis (November 1988), the site was estimated to provide a total of 85,145 square feet of office and commercial space, of which 23,363 square feet would be classified as light industrial and the remainder, 61,782 square feet, as general office space. V. CONCLUSIONS & RECOMMENDATIONS From the analysis presented, it does appear that adequate on -site parking is available at Fairway Center to accommodate the Boeing Management Training Center. This conclusion is further supported by a December 13, 1990 letter to Mr. Vernon Umetsu from Mr. J.R. Boyd III, Boeing's Facilities Planning Manager, which states that a maximum of 150 Boeing students are anticipated to attend classes at Fairway Center in Tukwila, Washington. Mr. Boyd stated a need for 80 -90 parking stalls, and indicated that carpooling would be strongly encouraged for employees. The Boeing Company has a strong history of encouraging and supporting employee car and van pooling, as well as the use of public transit where available. If anything, this analysis assumed a worst case attendance based upon Boeing's employee training history. An undergraduate business program may be offered at some later time, which would also be an evening program. The City of Tukwila has expressed concern regarding adequate parking being available at the Fairway Center to accommodate Boeing plus the other building's tenants. The average classroom size is approximately 20 for non- management classes, although management classes will probably be bigger. Boeing has 45 rooms at the WTC with the following capacity: - 24 computer classrooms @ 12 persons - 4 management classrooms @ 30 persons - 17 remainder @ 20 persons TOTAL CAPACITY (PEOPLE) = 288 people = 120 people = 748 people Their is between 350 and 400 assigned parking: spaces. Mr. Miller said that occasionally, but rarely, the number of spaces needed for Boeing training are exceeded, and usually there, -are. spaces available. However, assuming that all 45 rooms are fully utilized 0 a level with 748 persons present and all 400 pa kin aces ar occupied by Boeing staff, this would result,in a use \,00 0.5 rking space per employee. t„ Mr. Miller also stated that Boeing had just completed their class attendance evaluation for 1990, and found that approximately 21% of the employees signed up for a day class did not show. This was for all Boeing classes that are held around the Puget Sound area. He also said that the computer classes tend to be full at all times because this is a special class called "CATIA", which is a new geometric design system that the company is shifting to for all commercial airplane designs. Therefore, these classes are rarely missed. The principal reason for being absence was priority, status given to active projects versus training classes; to a lesser degree, illness and scheduled vacation. Mr. Miller said that the Boeing Company has targeted 15% as a realistic no -show rate. However, they do not overload the classes with this in mind. III. PARKING SCENARIOS o Parking Requirements The City of Tukwila Uniform Building Code (UBC), 1988 edition, was referenced in a December 10, 1990 letter to Ms. Lisa McNelis of Mithun Architects from Mr. Vernon Umetsu. Mr. Umetsu stated that the appropriate land use classification was Places of public assembly et.al., with one parking spaces required for each four persons. Assuming a "worst case" scenario with all 14 rooms occupied with 25 people would result in 350 Boeing personnel plus instructors and support staff, which could increase this number to, say, 375. At one parking space for every four persons, 94 parking spaces would be required. However, using Boeing's attendance numbers at 25 persons per classroom with nine classrooms occupied, results in 225 persons plus instructors and support staff. Assume this number is 250 persons to be conservative. Using the ratio of parking spaces per employee from the WTC (at 0.534), 134 spaces would be required. Accounting for a 15% absentee rate, as the Boeing Company's goal, approximately 213 persons would be present resulting in the need for 114 parking spaces. As may be seen, this amount of parking is 20 spaces greater than would be required by the UBC. o Available Parking /Utilization A total of 242 parking spaces are available on -site. Park Properties surveyed the parking usage on December 4,5 and 6, 1990 and found an average utilization of 125 spaces; leaving 117 spaces available. A separate survey conducted by Mr. Vernon Umetsu on December 10, 1990 found 123 available parking spaces. o Parking Surplus /Deficit A worst case scenario from a parking requirement would be to use the Boeing number as they show a requirement for between 114, taking into consideration the employees who are absent. The UBC would require 94 parking spaces. Using the Boeing numbers with 114 parking spaces required, a surplus of three (3) parking spaces would exist, while using the UBC numbers, a surplus of 23 parking spaces would exist; and a surplus of ten (10) parking spaces would exist using the 123 available parking spaces counted by Mr. Umetsu. However, there is always the possibility that every employee will attend certain sessions, requiring 134 parking spaces; and then additional parking would be required off -site. IV. TRIP GENERATION As stated in the Fairway Center Traffic Analysis (November 1988), the site was estimated to provide a total of 85,145 square feet of office and commercial space, of which 23,363 square feet would be classified as light industrial and the remainder, 61,782 square feet, as general office space. Mr. Miller said that occasionally, but rarely, the number of spaces needed for Boeing training are exceeded, and usually there are spaces available. However, assuming that all 45 rooms are fully utilized at --a- . capacity level with 748 persons present and all 400 parking =aces a occupied by Boeing staff, this would result th6 use o 0.534 p rking space per employee. Mr. Miller also stated that Boeing had just completed their class attendance evaluation for 1990, and found that approximately 21% of the employees signed up for a day class did not show. This was for all Boeing classes that are held around the Puget Sound area. He also said that the computer classes tend to be full at all times because this is a special class called ""CATIA", which is a new geometric design system that the company is shifting to for all commercial airplane designs. Therefore, these classes are rarely missed. The principal reason for being absence was priority status given to active projects versus training classes; to a lesser degree, illness and scheduled vacation. Mr. Miller said that the Boeing Company has targeted 15% as a realistic no -show rate. However, they do not overload the classes with this in mind. III. PARKING SCENARIOS o Parking Requirements The City of Tukwila Uniform Building Code (UBC), 1988 edition, was referenced in a December 10, 1990 letter to Ms. Lisa McNelis of Mithun Architects from Mr. Vernon Umetsu. Mr. Umetsu stated that the appropriate land use classification was Places of public assembly et.al., with one parking spaces required for each four persons. Assuming a "worst case" scenario with all 14 rooms occupied with 25 people would result in 350 Boeing personnel plus instructors and support staff, which could increase this number to, say, 375. At one parking space for every four persons, 94 parking spaces would be required. However, using Boeing's attendance numbers at 25 persons per classroom with nine classrooms occupied, results in 225 persons plus instructors and support staff. Assume this number is 250 persons to be conservative. Using the ratio of parking spaces per employee from the WTC (at 0.534), 134 spaces would be required. Accounting for a 15% absentee rate, as the Boeing Company's goal, approximately 213 persons would be present resulting in the need for 114 parking spaces. As may be seen, this amount of parking is 20 spaces greater than would be required by the UBC. o Available Parking /Utilization A total of 242 parking spaces are available on -site. Park Properties surveyed the parking usage on December 4,5,and 6, 1990 and found an average utilization of 125 spaces; leaving 117 spaces available. A separate survey conducted by Mr. Vernon Umetsu on December 10, 1990 fouhd 123 ilable parking spaces. o Parking Surplus /Deficit A worst case scenario from a parking requirement would be to use the Boeing number as they show a requirement for between 114, taking into consideration the employees who are absent. The UBC would require 94 parking spaces. Using the Boeing numbers with 114 parking spaces required, a surplus of three (3) parking spaces would exist, while using the UBC numbers, a surplus of 23 parking spaces would exist; and a surplus of ten (10) parking spaces would exist using the 123 available parking spaces counted by Mr. Umetsu. However, there is always the possibility that every employee will attend certain sessions, requiring 134 parking spaces; and then additional parking would be required off -site. IV. TRIP GENERATION TABLE 1 As stated in the Fairway Center Traffic Analysis (November 1988), the site was estimated to provide a total of 85,145 square feet of office and commercial space, of which 23,363 square feet would be classified as light industrial and the remainder, 61,782 square feet, as general office space. Therefore, the Boeing trip generation numbers were estimated from the information previously presented in estimating parking requirements. On the average, 114 parking spaces would be required for the Boeing Management Training Center. Assuming that everyone leaves the site for lunch in carpools (assume 3 persons per vehicle) 213 _persons attend these tr s ession .71__yehicl the site for lunch. The completed project, with Boeing, will provide 72,200 gross square feet (gsf) of usage, of which Boeing will use 17,500 gsf. ITE code #540 was applied to the 17,500 Boeing area while ITE code #110 was used for the industrial portion of the site (19,200 gsf) and ITE Code # 710 was used for the office use (45,500 gsf). This conclusion is further supported by a December 13, 1990 letter to Mr. Vernon Umetsu from Mr. J.R. Boyd III, Boeing's Facilities Planning Manager, which states that a maximum of 150 Boeing students are anticipated to attend classes at Fairway Center in Tukwila, Washington. Mr.:.Boyd stated a need for 80 parking stalls, and indicated that carpooling would be strongly encouraged:for employees. The Boeing Company has a strong history of encouraging and supporting employee car and • van pooling, as well as the use of public transit where available. If anything, this analysis assumed a worst case attendance based upon Boeing's employee training history. However, there is always a possibility of extreme attendance in which case, and as discussed previously, the demand for on -site parking . would exceed the available supply. INTRODUCTION FAIRWAY CENTER PARKING ANAL The Boeing Company Commercial Airplane Division has proposed to establish a Management Training Center at Fairway Center which would be comprised of 14 classrooms with office support. This facility would be used to provide management training and engineering technical classes for Boeing staff during the day and an evening MBA program .presented by Seattle Pacific University (SPU). An undergraduate business program may be offered at some later time, which would also be an evening program. The City of Tukwila has expressed concern regarding adequate parking being available at the Fairway Center to accor•Lnodate Boeing plus the other building's tenants. The City has requested that Park Properties, the Center's developer and owner, retain a traffic /parking consultant to review the parking requirements for the proposed Boeing operation and determine if the Center has adequate on -site parking to accommodate Boeing. If the Center is found to lack adequate parking, then other measures need to be identified to satisfy the Center's parking needs. Stephen B. Lovell & Associates (SBLA), a transportation consultant who prepared the traffic impact study for the Center, was retained by Park Properties to conduct the parking study to address the City's concern as well as determine Boeing's parking needs. This report presents the finding of the parking analysis. II. BOEING MANAGEMENT TRAINING CENTER OPERATIONS The proposed Boeing Management Training Center would provide the following features: A. Fourteen classrooms devoted to management and technical training, and B. Office /storage support areas. SBLA met with Mr. Melvin Miller, Boeing Training Manager for Employee Training & Development, on January 4, 1991 to inquire about the proposed operations of the Boeing facility. The following information was obtained at that meeting: o The Boeing Training Center will have between 7:00 am and 4:30 pm. Classes will will correspond to the actual work schedule day classes will be eight hours long with as follows: 7:00 am to 3:30 pm, 7:30 am to am to 4:30 pm. daily operations be staggered and of employees. The classes operating 4:00 pm, and 8:00 o Day classes are generally held Monday & Wednesday or Tuesday & Thursday. o Day classes are one, three or five days in duration, o Evening classes usually occur between 4:30 pm and 8:00 pm, with most starting at 5:00 pm. The delay in class starts for evening programs gives time for employees to arrive from work and for classes to be cleaned from daily use. Boeing currently uses the Washington Technology Center (WTC) for similar class training programs, as well as renting space at local hotels and motels. SBLA inquired about classroom utilization, class size, attendance and parking at the WTC, as the Fairway Center will have a similar function with the exception of the specialized computer training courses. Mr. Miller stated that due to class scheduling and the types of classes, they generally use only 60% of the classrooms, which would equate to 8 -9 classrooms. The average classroom size is approximately 20 for non - management classes, although management classes will probably be bigger. Therefore, an average classroom size of 25 would be appropriate to be applied to all courses at the Fairway Center. At the WTC, the average classroom size is 15, due to the specialized computer classes, which are limited to 12 participants. Therefore, the number of Boeing employees that would be on -site assuming full attendance would be between 200 and 225 (8 -9 classrooms with 25 persons per classroom). f V SBLA furthered inquired of Boeing's experience at the WTC regarding classrooms size (number of employees) and parking utilization. Boeing has 45 rooms at the WTC with the following capacity: - 24 computer classrooms @ 12 persons - 4 management classrooms @ 30 persons - 17 remainder @ 20 persons TOTAL CAPACITY (PEOPLE) = 288 people = 120 people = 340 people = 748 people Their is between 350 and 400 assigned parking spaces. However, assuming that all 45 rooms are fully utilized at a capacity level with 748 persons present and all 400 parking spaces are occupied by Boeing staff, this would result in the use of 0.534 parking space per employee. Mr. Miller also stated that Boeing had just completed their class attendance evaluation for 1990, and found that approximately 21% of the employees signed up for a day class did not show. This was for all Boeing classes that are held around the Puget Sound area. He also said that the computer classes tend to be full at all times because this is a special class called "CATIA ", which is a new geometric design system that the company is shifting to for all commercial airplane designs. Therefore, these classes are rarely missed. The principal reason for being absence was priority status given to active projects versus training classes; to a lesser degree, illness and scheduled vacation. Mr. Miller said that the Boeing Company has targeted 15% as 'a realistic no -show rate. However, they do not overload the classes with this in mind. III. PARKING SCENARIOS o Parking Requirements If The City of Tukwila Uniform Building Code (UBC), 1988 edition, was referenced in a December 10, 1990 letter to Ms. Lisa McNelis of Mithun Architects from Mr. Vernon Umetsu. Mr. Umetsu stated that the appropriate land use classification was Places of public assembly et.al., with one parking spaces required for each four persons. Assuming a "worst case" scenario with all 14 rooms occupied with 25 people would result in 350 Boeing personnel plus instructors and support staff, which could increase this number to, say, 375. At one parking space for every four persons, 94 parking spaces would be required. However, using Boeing's attendance numbers at 25 persons per classroom with nine classrooms occupied, results in 225 persons plus instructors and support staff. Assume this number is 250 persons to be conservative. Using the ratio of parking spaces per employee from the WTC (at 0.534), 134 spaces would be required. Accounting for a 15% absentee rate, as the Boeing Company's goal, approximately 213 persons would be present resulting in the need for 114 parking spaces. As may be seen, this amount of parking is 20 spaces greater than would be required by the UBC. o Available Parking /Utilization A total of 242 parking spaces are available on -site. Park Properties surveyed the parking usage on December 4,5 and 6, 1990 and found an average utilization of 125 spaces; leaving 117 spaces available. A separate survey conducted by Mr. Vernon Umetsu on December 10, 1990 found 123 available parking spaces. o Parking Surplus /Deficit A worst case scenario from a parking requirement would be to use the Boeing number as they show a requirement for between 114, taking into consideration the employees who are absent. The UBC would require 94 parking spaces. Using the Boeing numbers with 114 parking spaces required, a surplus of three (3) parking spaces would exist, while using the UBC numbers, a surplus of 23 parking spaces would exist; and a surplus of ten (10) parking spaces would exist using the 123 available parking spaces counted by Mr. Umetsu. However, there is always the possibility that every employee will attend certain sessions, requiring 134 parking spaces; and then additional parking would be required off -site. IV. TRIP GENERATION As stated in the Fairway Center Traffic Analysis (November 1988), the site was estimated to provide a total of 85,145 square feet of office and commercial space, of which 23,363 square feet would be classified as light industrial and the remainder, 61,782 square feet, as general office space. Trip generation was conducted using the Institute of Transportation Engineers (ITE) Trip Generation Manual, 4th Edition. General light industrial (ITE code #110) was used for the industrial portion of the site and General Office Building (ITE Code # 710) was used for the office use. The results of the 1988 Traffic Analysis trip generation are shown in Table 1. Trip generation rates from the ITE Trip Generation Manual do not provide a "best fit" for the proposed Boeing use. Therefore, the Boeing trip generation numbers were estimated from the information previously presented in estimating parking requirements. On the average, 114 parking spaces would be required for the Boeing Management Training Center. Assuming that everyone leaves the site for lunch in carpools (assume 3 persons per vehicle) 213 persons attend these training session, 71 vehicles would leave the site for lunch. Also assume that Boeing's staggered shifts would result in 2/3 of the vehicles arriving or departing during the AM or PM peak hour. The daily and peak hour vehicle trips would then be 294 and 76, respectively. In addition, the total square foot area was revised using actual area figures (gross square feet) as described in a December 10, 1990 letter to Ms. Lisa McNelis of Mithun Architects, which has been attached for reference. The completed project, with Boeing, will provide 72,200 gross square feet (gsf) of usage, of which Boeing will use 17,500 gsf. ITE code #540 was applied to the 17,500 Boeing area while ITE code #110 was used for the industrial portion of the site (19,200 gsf) and ITE Code # 710 was used for the office use (45,500 gsf). V. CONCLUSIONS & RECOMM.ENDATIONS From the analysis presented, it does appear that adequate on -site parking is available at Fairway Center to accommodate the Boeing Management Training Center. This conclusion is further supported by a December 13, 1990 letter to Mr. Vernon Umetsu from Mr. J.R. Boyd III, Boeing's Facilities Planning Manager, which states that a maximum of 150 Boeing students are anticipated to attend classes at Fairway Center in Tukwila, Washington. Mr. Boyd stated a need for 80 -90 parking stalls, and indicated that carpooling would be strongly encouraged for employees. The Boeing Company has a strong history of encouraging and supporting employee car and van pooling, as well as the use of public transit where available. If anything, this analysis assumed a worst case attendance based upon Boeing's employee training history. However, there is always a possibility of extreme attendance in which case, and as discussed previously, the demand for on -site . parking would exceed the available. supply. Converting 12,800 feet of warehouse to tech school will increase the traffic generated by 1,575 vehicle trips/ weekday. Conversion from office would result in an 188 trips /weekday increase. Either conversion will result in additional pedestrian trips generated by the available transit service. The conversion of warehouse is a factor of more than 10 times as much traffic while office conversion is about 10 %. This is based on trip generation for a community college. The proposed use can be expected to be higher due to its special characteristics. The TI that you've explained is conversion of office, not warehouse, so an additional traffic evaluation is not needed. Conversion of warehouse would need an additional evaluation. ITE's 2nd Edition Parking Generation shows 0.82 spaces/ student for a community /tech college - again, the closest use that can represent the Fairway Center TI. Problem is putting a number on the number of students to calc parking needs. An approach, like we discussed with Phil and Duane on Friday is estimating square feet. Using 50 sq ft /student and about half the space for classrooms nets 128 for the TI, ten per thousand square feet. That's 2.5 times the four per thousand that we were talking about from the zoning code. This facility has a S I G N I F I C A N T potential for parking problems, oveflow to the Riverside on the north and trucking/ industrial area to the south. Jack, it would be best for Fairway to determine the max number of students and parking demand, supply, and need. No more than 190 persons, including but not limited to students who will be exclusively Boeing employees, instructors and clerks will be present in the subject space. 3. The minimum parking requirement for instructional areas is 1 for every four persons based on the U.B.C. occupancy load (see Attachment Al. 4. The Department cannot approve the Wolf Saar interpretation that the 12 instructional areas be classified as "Business and commercial" building space per TMC 18.56.050 since the actual use of space is much more closely related to "Places of public assembly" (see Attachment A). 5. A second Saar request is to post a specific occupancy load in each instructional area which would be keyed to the available parking. The Department cannot approve this option because the annual Fire Dept. inspections are insufficient to adequately monitor and enforce compliance. 6. Mr. Saar's final option is for Planning to recognize a car pool /van pool factor to reduce the required number of spaces. a. The Planning Division can consider this option per TMC 18.56.040(1)(B) which provides for off - premise parking areas. Application of this subsection is based on the Boeing students parking at their normal work sites (i.e. the off premise parking areas) and car pooling or van pooling to the training site. b. Any such car /van pool proposal must provide for only Boeing employees being students, a monitoring program, contingency actions to be taken should parking congestion occur, and agreement that any complaint received by the City regarding parking congestion shall be sufficient cause for contingency actions to be immediately implemented. c. The applicant is responsible for developing and submitting a proposal. The Planning Division shall then approve, approve with conditions, or deny the proposal. This is an administrative action. 7. It is not appropriate to use the parking space ratio for "Office and professional buildings ". Why was this interpretation developed? The Boeing Company applied to construct tenant improvements for a college of 17,500 sq. ft. at the Fairway Center office complex (14240 Interurban Avenue South) and asserted that the parking requirements for offices should be applied. It was necessary to determine the appropriate requirement and if sufficient parking existed on site. What is the justification of the interpretation? The parking demand generated by a college classroom is much higher than an office based on the expected occupancy load per sq. ft. and the average vehicle occupancy factor. The parking rate for offices is therefore not appropriate for classrooms. A college classroom is not specifically included in any of the "listed uses" categories in TMC 18.56.050. TMC 18.56.100 requires choosing the closest comparable use from those specified in 18.56.050. No other choices are available to staff.
