OFFICIALS SPECIAL PRESENTATIONS TUKWILA CITY COUNCIL MINUTES Mr. Ben Aliment, 5830 South 140th, inquired as to the status of the City's formal offer of $200,000 for his property. November 25, 1991 Tukwila City Hall 7:00 p.m. Council Chambers COMMITTEE OF THE WHOLE Council President Robertson called the Committee of The Whole Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. JOHN MCFARLAND, City Administrator; MICHAEL KENYON, City Attorney; LUCY LAUTERBACH, Council Analyst; ROSS EARNST/RON CAMERON/DOUG MICHEAU, Public Works; ALAN DOERSCHEL, Finance Director; RICK BEELER, DCD; DON WILLIAMS, Parks Recreation; RON WALDNER/LARRY RICHARDSON /STEVE GURR, Police Department; EVELYN BOYKAN, Human Services. Chief Waldner introduced the new K -9 Team: Steve Gun, Officer and "Markos," a 26 month old German Shepherd, born in Frankfurt, Germany. The dog is trained primarily for officer protection, but is receiving additional training in tracking and narcotics. The dog is living at home with Steve and his family. CITIZEN'S COMMENTS Alan Doerschel, Tukwila's Finance Director, commented that the Library Board has made a tentative recommendation in anticipation of the Public Hearing scheduled for December 2. The recommendation is essentially to place the annexation option on the ballot with a strong interlocal agreement along with the other options on the ballot so that if the voters do not choose annexation, they will be able to mark the ballot in an advisory capacity for the other options of either contracting or supporting an independent library system. It appears the citizens supports this position also. The Library Board wants to make it very clear that it is a tentative recommendation. The Board Chairman will make a formal presentation on Tuesday preceding the Public Hearing. John Harvey, 14839 Military Road South, Apt. #136, inquired as to the progress made toward the 2:00 a.m. closure of Adult Entertainment establishments, Deja Vu in particular. City Attorney Mike Kenyon responded that amendments are being addressed on the entire Adult Entertainment scheme; however, a final decision will not be made until Judge Belur (Tukwila) issues a ruling on the recent court hearing where Deja Vu challenged the constitutionality of the City's licensing and standards of conduct ordinance. Additionally, Kenyon said he's still waiting for the State Supreme Court's letter of opinion on the City's motion asking for clarification on the ruling of Worldwide Video's pornography case. Council President Robertson informed Mr Aliment that an Executive Session is scheduled for December 9th to discuss property matters. Don Williams should be able to provide answers to him immediately after that meeting. Process for selecting new councilmember to fill vacancy. Committee budget reviews. REPORTS The Council reviewed the 1992 Council Subcommittees' Budget. Further discussions are scheduled for December 5. 1992 -1997 CIP The Council reviewed the Capital Improvements review. Projects (Committed and Uncommitted) and the available revenues. It was the consensus of the Council to finalize budget discussions at a Special Meeting scheduled for December 9, 1991. Human Services The council reviewed the Mayor's Human Services agency funding Funding Recommendations which proposed a measured review. growth of approximately 6% for the human services budget for 1992. Evelyn Boykan, Human Services Coordinator, explained that the Ad- hoc review team felt most strongly about addressing needs in the areas of family violence, health care, support for seniors and emergency services. However, yet to be determined is the weighing of the level of support for a provider's existence with the level of support for actual services delivered to actual Tukwila residents. The questions of "What is Tukwila's fair share especially with respect to agencies that are funded regionally remains to be answered. After a lengthy discussion the Council agreed to pursue the proposed changes to the 1992 Human Services Requests after a Public Hearing is held to address the allocation and funding of the human services program. The Council reviewed the process for selecting new councilmembers to fill vacancies. Because of the election of current Councilmember Wally Rants to the Mayor's office, there will be a vacancy on the City Council in January. Applications will be available December 1991 thru January 3, 1992. The 1992 City Council will review applications, hold interviews in a public session and interview finalists to choose the new member. At that time the City Council will appoint someone to fill the vacancy. The appointee will take office immediately and serve until the next regular elections in the fall of 1993. City Administrator McFarland requested Council authorization to transfer a 1968 Dodge three- quarter ton Rescue Truck (surplused from Fire District #1 to the City) to a volunteer Fire District in Cowlitz County. It is valued at an estimated $1500. MOVED BY DUFFIE, SECONDED BY ROBERTSON, THAT THE ADMINISTRATION BE AUTHORIZED TO TRANSFER THE 1968 DODGE 3/4 TON RESCUE TRUCK TO THE VOLUNTEER FIRE DISTRICT IN COWLITZ COUNTY.
