Each compartment has a single sprinkler head in it. The building has an integral 520. gallon sump. A 4" diameter overflow pipe will run to . another secondary containment sump located outside and away . from the storage building. This lined sump will be 6 feet in diameter by 4 feet deep and have a nominal capacity of 846 gallons. The following calculation for the retention volume required shows that the 846 gallon sump exceeds the retention required for 20 minutes of fire water plus a 55 gallon drum by 191 gallons, exclusive of the storage building integral sump. This is a Hazardous waste storage shed. The shed serves a spray booth operation, which appears to be existing, in building 21 -03. This letter is in regards to the Uniform Fire Code issues brought about by the proposed operation. There are two basic issues. First, is this building inside building 21 -03 or is it outside? Second, what storage requirements must be met for the material to be stored? Both of these issues are dependant upon an accurate Hazardous Material Inventory Statement. The Hazardous Materials Inventory Statment you provided for plan review contains two flaws. First, the materials listed were not correctly classified. Under the column, "Hazard Class ", the material should be listed by its most descriptive hazard class (i.e. Flammable Liquid class I -A instead of simply Flammable liquid) and by every type of hazard (i. e. Methyl Ethyl Ketone is a flammable liquid and "Other Health Hazard ") Second, once it is determined that a Hazardous Materials Inventory Statement is required, all inventory of like kind should be listed. This second item questions whether all flammable liquids or Hazardous Materials (inside or outside, as the case may be) have been included in the inventory provided. The accuracy of this statement determines the ease with which approval may be granted and or reasonable regulations imposed. If the shed is inside building 21 -03, it must be of H -2 or H -3 construction, depending on the pressure of the piping system installed. Since this is an unlimited B -2 building, no more then 10% of the building may be an H type occupancy. Even though we have suspected that Flammable and Hazardous Materials have been used in this building, no Fire Department Permit has been issued for this building and no inspection for that use has been done. As a result, we have no base for determining if this additional H use is allowed. If this is a Flammable use and handling room, because of the dispensing that seems to occur in this room, Class of wiring and ventilation will need to be addressed. The bottom line is that we do not have enough information to insert this H use in an unlimited B building. This building may, however be outside building 21 -03. If it is, this shed may be a separate building (with its own property lines) or a form of outside storage. As a separate building it can not be within 60 feet of an unlimited building and that it has a shared sprinkler system. If this is outside storage, then the requirements for outside storage of "Other Health Hazards" also apply. There is a required separation of 20 feet to the building. The Hazardous Materials Management Plan must also address the specific hazard including a plan for respiratory protection, as needed, for "Other Health Hazards ". This brings up the issue of proper manner of storage. There seems to be a rather elaborate system of piping between the shed and the spray booth. This piping seems to assume an undisclosed H use of flammable or hazardous materials in the area labeled spray booth and a use closed or as a mixing and handling area in the shed. The Hazardous Materials Management Plan should describe normal operations. (The plan provided suggests simple storage but,indicate pumps and supply piping ?) It is very likely that the provisions for a handling and use room must also be met for either a flammable liquids or Haz -Mat use room or both. Once again, since the actual use is not accurately described, this can not be easily determined. This is not a long list or a complex issue. However, because basic information is missing about this building and its use it is not reasonable to approve construction which seems to intensify the use of the building.
